WELD COUNTY COUNCIL

The Weld County Council met in regular session in full conformity with the Weld County
Home Rule Charter, Monday, May 16, 2011, 6:30 p.m. at the Weld County Southwest
Service Complex, Longmont, CO.
ROLL CALL: The meeting was called to order by President Don Mueller. Councilwomen
Perry Buck and Ginny Buczek and Councilmen Charles Tucker and John Kivimaki were
present, constituting a quorum of the members. Also present was Steve Moreno, Joyce
Moreno, Gaye Florio, Michelle Wall and Karla Ford, Council Secretary.
APPROVAL OF AGENDA:
Councilman Kivimaki made a motion to approve the May 16, 2011 agenda. The motion
was seconded by Councilwoman Buck and carried.
APPROVAL OF MINUTES:
Councilman Kivimaki made a motion to approve the April 18, 2011 minutes. The motion
was seconded by Councilwoman Buck and carried.
APPROVAL OF REPORT TO THE PEOPLE:
Councilwoman Buck made a motion approve the 2011 15t Quarter Report to the People.
The motion was seconded by Councilman Tucker and carried.
PUBLIC COMMENT: There was no public comment.
PROGRAM REVIEW:
Weld County Clerk and Recorder Steve Moreno distributed handouts to the council and
gave a presentation of his departments. The Clerk and Recorder acts as an agent for
the State of Colorado, Department of Revenue in titling and licensing all motor vehicles
purchased, leased or entering the state. All motor vehicle titles and registration
requirements are set by state statute or set by rule and regulation by the Department of
Revenue. The Weld County Motor Vehicles Department had an increase in 2010 of
titled and registered vehicles. There were 482,841 registered vehicles and
$59,743,728.21 was collected.
The Recording Department is responsible for processing and preserving documents
presented for recording as public record. Permanent record is kept in microfilm and
optical images. All records are open to the public and certified copies of any document
are available for a fee. Records include real estate, UCC records, military discharges,
school records, maps, marriage licenses and release of deeds of trust. In Weld County,
74,359 documents were recorded with a total of 277,161 pages. This generated
$1,614,557.00 in recording fees.
E-recordings have gone up to 41% since 2005 in Weld County. All 64 counties in
Colorado are accepting different levels of e-recordings. We are first state in the nation
to have all counties on board having e-recordings with doing this. The revenue is
continuing to increase as well.

Three new microfiche machines will be added —two in Greeley and one for Del Camino.
The webpage is a great place for residents to research records. There are subscribers
that pay a subscription fee. This subscription only allows research back to 1982. The
future plans for the Recording Department is to upgrade system with Tyler to Eagle
Recorder and also to digitize microfilm to images.
The Elections Department is responsible for voter registration. Information was given
regarding the 2010 election. There were 113,124 active registered voters, with a 71.5%
voter turnout. There was a decrease in use at the early vote centers and 56,824 voters
voted by main-in ballots and 1551 provisional ballots. There have been 63,722 (69% of
Weld voters) voters who have signed up to permanently use a mail-in ballot for
elections. For the 2011 Coordinated Election —the commissioner voted to pass a
resolution (4-1) for election by mail ballot.
The county website can be accessed by voters to see if they are registered and how
they are registered. There is also a new Secretary of State and he has made some
changes to the state website as well.
The redistricting time-line is most likely headed to court for the decision. No timeline
determined at this time.
Federal compliance for Spanish ballots is a current issue. With the Census numbers
coming out the end of summer, Weld may have to become compliant immediately.
There is a list of items that must be completed to comply with the mandates. The
department is currently working with commissioners to put together an ADHOC
committee to have a start/end time for this project.
Two important dates for this year is October 3'd is the last day to register to vote for
Coordinated Elections and November 1st is Election Day. The 2012 Primary will be in
June 2012.
2012 Weld County Council Budget
A copy of the proposed 2012 budget was distributed to the council. There will be a 10%
decrease in the budget. Councilwoman Buck made a motion to approve the 2012
proposed budget with 10% decrease. The motion was seconded by Councilman Tucker
and carried.
Coordinator Reports
There was some calendar/speaker changes for the upcoming June and July meetings.
Councilmen Kvimaki and Tucker will try to coordinate Extension Office in June and
Sheriffs Office in July.
Upcoming Meetings
The Council was invited to the NISP Rally on May 19th, Candidates Academy Reception
on May 25th, Elected Officials Meeting on June 20th and the Weld County Picnic on July
2nd
