HomeMy WebLinkAbout790981.tiff MINUTES WELD COUNTY COUNCIL April 3, 1979 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at 915 10th Street, Greeley, Colorado, April 3, 1979 at the hour of 1 P.M. ROLL CALL: The following members were present: Robert Martin, President Ralph Waldo, Vice President Cedric Hallock, Councilmember Gary Kampel, Councilmember Floyd Oliver, Councilmember Also present: Commissioners Dunbar and Kirby; Finance Director Donald Warden; County Engineer Wayne Smith; Lorimer County Equipment Company personnel, Rick Furrow and Bill Beitz; John Deere Equipment personnel, Woody Lobnitz, Keith Olson, and Chuck Lassen; Arnie Eriksen of C. H. Guernsey and Company; Mickey Jones of H. W. Moore Equipment Company; Macdonald Equipment Company personnel, Tom Harrington, John Dahm, and B. H. Grisham; 6 members of the press; and the secretary, Beverly Thomas. CORRESPONDENCE: Mr. Martin read a memo noting the progress of the productivity study survey in progress within the county. Mr. Martin gave out copies of the Creative Arts Center newsletter and The County Correspondent. He noted receipt of memos regarding the Weld County Administrative Manual and the new hours of the Printing and Supplies office. He stated that the County newspaper for this year is to be the Platteville Herald. Mr. Waldo looked over a letter from Anderson and Whitney regarding internal controls. 50-25 WORK PLAN: Mr. Kampel reported that his questions regarding the legal aspects of compensatory time in the 50-25 plan had been answered by the County Attorney. APPROVAL OF PURCHASE ORDER: Mr. Kampel made a motion, seconded by Ralph Waldo, that input document 5207 be approved for payment. The motion carried unanimously. MOTOR GRADER PURCHASE: Mr. Martin said that he had had a number of calls regarding the County's recent purchase of motor graders. He had therefore asked the interested parties to be present at this meeting. It was pointed out that the discussion would center on whether the bidding process, employed for purchasing the graders, was fair. Mr. Donald Warden made a presentation detailing the process that staff and Commissioners were involved in that resulted in the Commissioners' decision. 790981 Y/as/i County Council Minutes April 3, 1979 Page 2 Representatives from the equipment companies felt that the pre-bid meeting was invalid if future bidding was handled as it had been in this case. They felt that all companies should be asked to submit the same type of information to the County. A major point of contention was that the successful bidder had presented information to the County about the competitors' machines which the competitors felt was totally invalid. County officials said that there was no attempt to be unfair. They said however, that the bidding procedures should be further itemized so an agreeable parameter is reached by all parties involved. Following a lengthy discussion, Floyd Oliver made a motion that the meeting be adjourned. Hearing no objections, Mr. Martin adjourned the meeting.
