Hall, M.P.H. , Director, Env onmental"Health Services {jVJ SUBJECT: City of Northglenn Wastewater Treatment-REUSE FACILITY This memo is written following the recent meeting of the Water Quality Control Commission in which the above project was approved. The purpose of this memo is to record our opposition to the Commission's decision which allows the placement in Weld County of a wastewater treatment facility serving an out of county municipality. Our opposition is based on the following points which can be expanded in the event there is opportunity for official review and/or rehearing on this matter. A) Wastewater treatment facilities are subject to malfunction. B) Wastewater effluent discharged into southern Weld County will limit its reuse for domestic and/or industrial purposes. C) The treatment facility is located near a known geologic fault. D) The wastewater treatment facility may be in an aquifer recharge area. E) Many viruses and chemicals including persistent pesticides can traverse the treatment process and re-enter the local environment essentially unchanged. F) Northglenn has no control of effluent once it leaves the treatment facility. This department is concerned *it has insufficient sanctions to control treatment efficacy, and the result for Weld County, while potentially beneficial in some agricultural usage may threaten domestic and/or industrial use by Weld County municipalities and other official county entities. It is hoped that there would be time for more complete study of the potential effluent and its effect on Weld County as well as Larimer-Weld Regional COG water quality plans for both surface" and subsurface water.
