WELD COUNTY COUNCIL

The Weld County Council met in regular session in full conformity with the Weld, Coupty
Home Rule Charter, Monday, July 18, 2011, 6:30 p.m. at the Keenesburg Towh'Hall, I
Keenesburg, CO.
ROLL CALL: The meeting was called to order by President Don Mueller.
Councilwomen Perry Buck and Ginny Buczek and Councilmen Charles Tucker and
John Kivimaki were present, constituting a quorum of members. Also present was Weld
County Sheriff John Cooke, Keenesburg Mayor Kipp and Karla Ford, Council Secretary.
APPROVAL OF AGENDA: Councilwoman Buck made a motion approve the July 18,
2011 agenda. The motion was seconded by Councilman Tucker and carried.
APPROVAL OF MINUTES: Councilman Kivimaki made a motion to approve the June
20, 2011 minutes. The motion was seconded by Councilwoman Buck and carried.
PUBLIC COMMENT: Danny Kipp, Keenesburg Mayor, asked the council what their
responsibilities entailed. Councilman Kivimaki outlined the five responsibilities and
duties of the council.
PROGRAM REVIEW:
Weld County Sheriff John Cooke gave an overview of the new organization changes
within the Sheriffs Office. An organizational chart was distributed to the council. The
organization was previously flattened, but due to growth and time some of the position
titles have been changed, an undersheriff position was reinstated, a full-time training
officer for the patrol side was added and a new Civil Division was created. No one lost
their position or pay. The organization will take about six months to complete.
Sheriff Cooke will be in office three more years, but trying to set-up a legacy for after his
term. There will be three new Deputy Bureau Chiefs and five new commanders. There
will be a competitive test to hire for these positions. Five members from community will
help with this testing process as well.
Rick Dill will be the new undersheriff. He was previous undersheriff for two other
sheriffs. He will be done with this position when the Sheriff is done with his term. The
undersheriff needs to have authority to bring the jail and patrol sides together.
In response to Councilman Kivimaki, the Sheriffs Office provides services to
municipalities such as Garden City, Keenesburg, Meade, Severance, Hudson and Aims
Community College in Loveland, Greeley and Ft. Lupton.
Sheriff Cooke distributed general statistic information. There were 3480 calls for service
in June, which 518 were criminal. There was an average 120 calls for service per day.
Statistics for Response Times in Districts 1, 2, 3, 4 were discussed. There are Priority
1, 2 and 3 type calls. Response times are good and have gone down since becoming
sheriff. The overall crime stats have dropped 50% since 2005. Violent crimes have
slightly gone up, but property crimes have gone down.

The Sheriffs Office is in the process of building a Weld County Fallen Officer Memorial
at Bittersweet Park. The idea started with Fallen Deputy Sam Brownlee's widow,
Heather Brownlee, wanting to have a bench for a memorial. The Sheriff talked with the
commissioners and city council and wanted to make it a larger community memorial that
remembers all seven local officers killed. Pavers are going to be offered to employees
and the community to help fund the memorial. Donations are also accepted.
While attending the National Washington D.C. Fallen Officer Memorial, a T.V. producer
talked with some of our local deputies. The producer's network was looking for a
normal, everyday law enforcement agency and the producer came to Weld County to
take a tour of the sheriffs office and meet some of the staff. The name of the show is
American Sheriff. A film crew came out and took some footage. There is a possibility of
doing an entire series.
NEW BUSINESS:
November 21st Council Meeting
Due to the Town/County dinner to be held on November 21st, the Council will check
their schedules and change the date to the November Weld County Council meeting.
This will be put on the agenda for the August 15th meeting.
Notebook Update
A notebook update for section G was distributed to the council for their notebooks.

Councilman Kivimaki made a motion to pay bills as listed below:

Mileage for Councilman John Kivimaki $34.78
Mileage for Councilwoman Perry Buck $47.08
The motion was seconded by Councilwoman Buck and passed.
Councilman Kivimaki asked that the council discuss at a future meeting the St. Vrain
County issue.
