BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
JANUARY 12, 2011
The Board of County Commissioners of Weld County, Colorado, met in regular session in full
conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County
Centennial Center, Greeley, Colorado, January 12, 2011, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Barbara Kirkmeyer, Chair
Commissioner Sean P. Conway, Pro-Tem
Commissioner William F. Garcia
Commissioner David E. Long
Commissioner Douglas Rademacher

MINUTES: Commissioner Rademacher moved to approve the minutes of the Board of County
Commissioners meeting of January 10, 2011, as printed. Commissioner Conway seconded the motion,
and it carried unanimously.
AMENDMENTS TO AGENDA: There were no amendments to the agenda.
PUBLIC INPUT: Doug Meyer, Weld County Resident, read an article into the record, titled "The Name
of the Game is Mitigation."
CONSENT AGENDA: Commissioner Conway moved to approve the Consent Agenda as printed.
Commissioner Long seconded the motion, and it carried unanimously.
PRESENTATIONS:
RECOGNITION OF SERVICES, WELD COUNTY PARAMEDIC SERVICE - RODNEY DEROO: Chair
Kirkmeyer read the certificate into the record, recognizing Rodney Deroo for 25 years of service with
the Weld County Paramedic Service.
Dave Bressler, Director, Weld County Paramedic Service, indicated Mr. Deroo has a proven devotion to
public safety, demonstrated by the 28 years of service he invested with the Gilcrest-Platteville Fire
Department, where he retired from as its Chief, as well as the 25 years of service he invested with the
Weld County Paramedic Service. He stated Mr. Deroo is one of the best employees to have ever worn
a uniform. Commissioner Long stated he is proud to have Mr. Deroo as a part of the community, and
he thanked him for his years of service and for being kind and thoughtful. Commissioner Conway
stated there are a countless number of people alive today as result of Mr. Deroo's service, and Weld

County has an outstanding paramedic program, which is a reflection on Mr. Deroo's dedication,
leadership, and participation. Chair Kirkmeyer thanked Mr. Deroo for saving lives and taking care of
Weld County's citizens, and she stated Mr. Deroo will be missed.
Mr. Deroo thanked the Board and his fellow employees for their support over the years.
COMMISSIONER COORDINATOR REPORTS: Commissioner Conway stated he attended the
farewell reception for Maria Secrest last night, who was a member of the Greeley City Council, and she
went out of her way to thank all five (5) of the County Commissioners for creating a new working
relationship between the City of Greeley and Weld County and a new spirit of cooperation. He stated
Ms. Secrest has accepted a position working with Congressman Cory Gardner. Commissioner Long
stated Ms. Secrest called him two (2) days ago regarding a matter the Board has expressed concern
about; therefore, she is responding quickly to concerns, and she wants to be educated on Federal
Social Services issues, which he has volunteered to educate her about.
Commissioner Conway stated he has learned that Meg Corwin, Senator Michael Bennett's area
representative, has submitted her resignation, and he thought Ms. Corwin was an outstanding and
engaged congressional staffer. He stated he is unaware as to why she is moving on; however, he has
appreciated working with her, and she has done a great job over the six (6) years she worked for
Senator Bennett and Senator Ken Salazar. He stated Ms. Corwin initially worked for Senator Salazar,
before he was appointed as the Secretary of the Interior, and she was one (1) of the few staffers who
remained during the transition. Commissioner Conway thanked Ms. Corwin for her years of public
service and wished her well with her future endeavors.
Chair Kirkmeyer stated the Transportation Commission has awarded funding for faster transit on
U.S. Highway 85, for two (2) park and ride locations; one (1) north of the City of Fort Lupton, at County
Road 14.5 and U.S. Highway 85, and the other one (1) is within the City of Evans, at 42nd Street. She
stated the funding was in the amount of $3,200,000.00, and the Colorado Department of Transportation
(CDOT), Region 4, continues to support the County Commissioners, in terms of improvements to
U.S. Highway 85.
Chair Kirkmeyer stated she has recently learned Senator Mary Hodge will carry a bill for the County
Commissioners regarding TANF (Temporary Assistance for Needy Families) reserves and revisions.
She indicated Weld County is trying to recapture some TANF reserves, since it currently has none, and
to change the procedure of TANF reserves being funneled into the Strategic Use Fund, to allow
counties to purchase the funds before the funds are allocated to any other purpose. Commissioner
Long thanked Chair Kirkmeyer for her work concerning this matter, and he stated this matter has been
a contended issue at every Human Services Board meeting. Chair Kirkmeyer stated Judy Griego,
Director, Department of Human Services, and Lennie Bottorff, Department of Human Services, have
been helping to create the proposed language, along with Bruce Barker, County Attorney.
Commissioner Conway thanked Mr. Barker for helping Glenn Vaad, Colorado State Representative, in
drafting an emissions bill, which Representative Vaad plans to introduce this week, in order to try to
repeal the onerous provisions of Senate Bill 3. He stated Mr. Barker has been very engaged in working
with the bill writing staff of the General Assembly. He stated it is a very good piece of legislation, and it
demonstrates the leadership and commitment of Weld County and the Board of County
Commissioners, to try to address what is a wholly unfair program, which was thrust on people by the
previous administration. Commissioner Conway stated he is optimistic the General Assembly will view
the situation differently this time, and he is looking forward to working with the new administration.

NEW BUSINESS:
CONSIDER LOBBYING CONTRACT AND AUTHORIZE CHAIR TO SIGN - COLORADO
LEGISLATIVE SERVICES, LLC: Mr. Barker stated this is the same agreement that the County has had
with Colorado Legislative Services, LLC, for the past three (3) years, and the amount is the same as it
was in the previous years. Commissioner Rademacher moved to approve said contract and authorize
the Chair to sign. Commissioner Garcia seconded the motion. Commissioner Conway reiterated the
cost of the contract has not increased in three (3) years, which is in line with how the Commissioners
have been operating the County. Commissioner Kirkmeyer stated Colorado Legislative Services, LLC,
has been assisting in contacting Senator Hodge, on behalf of the Board. There being no further
discussion, the motion carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:27 a.m.
