Weld County Planning Department
TO: Kim Ogle, Planning Services DAT ?5 '59L6cf
FROM: Donald Carroll, Engineering Administrator
W E L DEC O N T Y Public Works Department
SUBJECT: USR-1794, DCP Midstream, LP Sullivan Site)
The Weld County Public Works Department reviewed the submitted application for critical items, including but
not limited to Site Plan, Traffic Study, Preliminary Drainage Report, Geotechnical Soils Report, and Flood
Hazard Development Permit. A detailed review of these items was not completed at this step in process.
Comments made during this stage of the review process will not be all inclusive; as revised materials are
submitted other concerns or issues may arise. All issues of concern and critical issues during further review
must be resolved with the Public Works Department.
COMMENTS:
CR 80 is a local gravel road and requires a 60-foot right-of-way at full build out. There is presently a 60-foot
right-of-way. This road is maintained by Weld County. Pursuant to the definition of SETBACK in the Weld
County Zoning (23-1-90), the required setback is measured from the future right-of-way line.
The applicant needs to place on the plat drawing a tracking pad consisting of double cattle guards. The
purpose is to keep from tracking mud and debris on to the County gravel road system. Re-work your entrance
detail to reflect a truck pull-off area to get the trucks off the County maintained road prior to entering the site
ith double cattle guards stretched across your entrance. The plan indicates that an 18" CMP culvert with
smith
end sections with rip-rap is being proposed.
The access requirement for emergency equipment (fire department) is a minimum of 20 feet. Turning radiuses
shall be 45°-60° to accommodate tractor-trailers. The access shall be a graded and drained road providing an
all-weather access to the facility. The access shall be placed in such a location that there is adequate site
distance in both directions and not below the crest of a hill.
The applicant will need to obtain permits for any additional work done within or crossing County rights-of way
such as bringing in piping or special transport permits for over-width overweight equipment utilizing County
roads or rights-of way. For more information, contact Amy Burry at 970-304-6496, extension 3764.
Pursuant to Chapter 15, Articles I and II of the Weld County Code, if noxious weeds exist on the property or
become established as a result of the proposed development, the applicant/landowner shall be responsible for
controlling the noxious weeds. All vegetation, other than grasses, needs to be maintained at a maximum
height of 12 inches until the area is completely developed.
TRAFFIC STUDY:
Based upon the proposed traffic volumes to this facility a traffic study was not required. The applicant has
indicating approximately one pick up per day by two employees and a tractor-trailer rig, one every other day.
The applicant has an approved access permit AP11-00224 for their USR application.
STORMWATER DRAINAGE:
The applicant submitted a "Drainage Report for Sullivan Compressor Station" dated June 2011 and signed and
tamped by Pat Brunette, P.E. with Enercon. A full detention design was completed for the site but the County
"'tamped
consistently only required water quality detention for sites such as compressor stations. Enercon has
indicated that they will provide a revised design for water quality capture only.
M:\PLANNING-DEVELOPMENT REVIEW\USR-Use by Special Review\USR-1794, DCP Midstream LP\USR-1794.docx
1. Please provide a revised drainage design for water quality capture only.
• 2. The water quality calculation in the submitted drainage report uses an WQCV drain time of 12 hours,
please revise this calculation to use a drain time of 40 hours (a=1).
3. The project will disturb over an acre of land therefore, a State approved Stormwater Management Plan
will be required. Please provide a copy of Storm Water Management Plan application as submitted to
the State. Please provide a copy of the approved permit once it has been obtained. The applicant is
required to comply with all Colorado Department of Health and Environment, Water Quality Control
Division regulations regarding storm water quality permitting and protection and construction storm
water discharges.
4. As the applicant is proposing to disturb more than 1 acre of land, a grading permit is required in order
for Weld County to maintain compliance with Colorado Department of Health and Environment
regulations.
5. Please place the following notes on the Plat:
a. The historical flow patterns and run-off amounts will be maintained on site in such a manner that
it will reasonably preserve the natural character of the area and prevent property damage of the
type generally attributed to run-off rate and velocity increases, diversions, concentration and/or
unplanned ponding of storm run-off.
b. The applicant must take into consideration storm water capture/quantity and provide accordingly
for best management practices.
• c. Weld County is not responsible for the maintenance of onsite drainage related features.
SPECIAL FLOOD HAZARD AREA:
This area IS NOT in a Special Flood Hazard Area (SFHA) as determined by the Federal Emergency
Management Agency (FEMA).
