HomeMy WebLinkAbout20111571.tiff Cia�of V Greeley _ . . . . , . . ,i , ;,. .: June 14, 2011 Barbara Kirkmeyer Weld County 915 Tenth St./PO Box 758 Greeley, CO 80632 Dear Commissioner Kirkmeyer, As you know, Greeley is in the process of building a new drinking water pipeline from its Bellvue Water Treatment Plant near the mouth of the Poudre Canyon to Greeley. We have made progress in the last couple of months, for instance, we have acquired half the easements for the Northern Segment, and we wanted to provide you with another update. The Northern Segment is the next segment to be constructed and the final segment in Larimer County. This segment is about six miles long and begins near North Shields Street in Fort Collins and connects to the Bellvue Plant. Greeley has contacted or met with all of the affected property owners and has purchased half the pipeline easements. Final design of the trenched and bored areas will be complete in July. We are currently in the process of pre-qualifying contractors to perform pipeline construction. This right-of-way acquisition is occurring in parallel with Greeley's permitting requirements. As it did with other segments of the pipeline project, Greeley requested verification of coverage under a Nationwide Permit for utility lines from the U.S. Army Corps of Engineers. As a part of its evaluation, the Corps requested information on threatened and endangered species, cultural resources, and the depletive effects of the project on the Poudre River. Greeley is in the process of providing all necessary information to the Corps. In addition, Greeley is implementing the Best Management Practices Manual (BMP) for project activities before, during and after construction of the pipeline. One key component of the BMP manual is for Greeley to develop a groundwater management control plan to ensure Greeley's pipeline will not affect groundwater levels in the area. Greeley has installed groundwater-monitoring wells throughout the Northern Segment and began a monthly monitoring program in March of this year. Results from the monitoring are being shared with landowners and other interested parties. We will continue to update you as we hit other key milestones throughout project implementation.
