HomeMy WebLinkAbout20111050.tiff Minutes WELD COUNTY COUNCIL March 21, 2011 CD 3A2011 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter, Monday, March 21, 2011, 6:30 p.m. at the Weld County Centennial Center, 915 10th Street, Greeley, CO. ROLL CALL: The meeting was called to order by President Don Mueller. Councilwoman Perry Buck and Councilman Charles Tucker were present, constituting a quorum of the members. Councilman John Kivimaki and Councilwoman Ginny Buczek were excused. Also present was Monica Mika, Glen Czaplewski and Karla Ford, Council Secretary. APPROVAL OF AGENDA: Councilwoman Buck made a motion to approve the March 21, 2011 agenda. The motion was seconded by Councilman Tucker and carried. APPROVAL OF MINUTES: Councilwoman Buck made a motion to approve the February 28, 2011 minutes. The motion was seconded by Councilman Tucker and carried. PUBLIC COMMENT: There was no public comment. PROGRAM REVIEW: Monica Mika, Director of Weld County Finance and Administration gave an overview of the Weld County Employee Medical Clinic (WCEMC). This project started three years ago. Two big concerns were the physician choices and privacy. Employees replied to a survey wanting a clinic. The clinic is located at one of the county buildings on N. 17th Avenue. The clinic was renovated to have three exam rooms and also room for future expansion. Research showed there are many benefits to the clinic such as zero dollar co-pay for services, helping hold health care costs down, including workers' compensation, reducing absenteeism and the county can also integrate the Health and Wellness program/services with the clinic. The clinic opened July 15th, 2010 and is open variable hours, six days a week. Employees and eligible dependents covered on Weld County health plan can access care at WCEMC. Workers' Comp patients can be seen at the facility as well. The patients also have access to IQ Health Website, which helps track the personal health record. The funding to set up and operate the WCEMC comes from insurance account fund not the general fund of the county. The clinic is staffed by a third party, which helps with HIPPA laws/patient confidentially. The county has no access to patient information, only aggregate usage data such as popular check-in times, number of daily visits, top ten diagnosis' and total number of patients that visit the clinic per day. Ms. Mika went over current statistics and it has shown that the clinic is greatly utilized by county employees. The clinic staff includes one full-time physician assistant, one part-time physician assistant and three medical assistants that are used throughout the six days of operation. ecmtnnanPcc�nz,� q-a5 ao/t 2011-1050 Weld County Council Minutes March 21,2011 Page 2 of 3 The clinic will help with absenteeism by getting employees right into the clinic when the sickness comes on, medication can be distributed and employee gets back to work. The goal is to offer healthy programs and to have healthier employees. Glen Czaplewski, Weld County Intern, presented information about the upcoming Weld County 150th anniversary. He is helping to support the celebration. He went over some of the key dates of the county history. Mr. Czaplewski informed that a contest was held for employees to design a 150th logo. Nick Marquez, a Public Works employee, won the contest. The logo is displayed on the letterhead, emails and official documentation. Another way the county is celebrating is by having a road show go to the municipalities with past/present information on each area of the county. The Greeley History museum has the main show and anyone can go and view that display. There will be two traveling road shows going around this summer. A website was designed - www.weldcounty150.orq. This site has a great deal of information such as the history of the judicial system, D.A.'s office, Sheriffs office, water law and individual municipalities. Additional information is continuously added. One feature of the websites is asking people to share their stories about the county. Some upcoming themes that will be featured are movies, pop culture, education and schools, resources and land, agriculture and business and transportation within the county. The Northern Colorado Business Report is doing a special publication for Weld County focusing on Weld County business and will come out in the fourth quarter. Sponsors of the 150th Anniversary project are City of Greeley Museums, Encana Natural Gas, Nobel Energy and Anadarko Petroleum Corporation. No general fund dollars are being used. There will be a celebration in November, which will serve as a dedication for the new Weld County Administration Building. This will be in conjunction with the annual Town & County dinner. NEW BUSINESS: Notebook Updates 2011 updates were distributed to the Council for their notebooks. COORDINATOR REPORTS There were no coordinator reports. Payment of Bills Councilwoman Buck made a motion for the mileage to be paid as listed below: Mileage for Councilman Charles Tucker $ 19.11 Mileage for Councilwoman Perry Buck $ 10.78 The motion was seconded by Councilman Tucker and passed.
