Dear Sir;
We would like to appeal the appraised value that the Weld County Assessor is
using for property tax calculations for attached properties. While comparables
are a good first step in accessing the value of any piece of property, there are
many more variables that have to be addressed in order to arrive at an accurate
value.
We have been promoting the Fox Run properties for over 6 months, and the
following reality is what we have been experienced during this time period. In
reviewing comparable properties, the assessed value is over-valued for the entire
Greeley area. We will provide comparables, but a prudent buyer will address the
present day real world environment.
The ABC nightly news on May 31, 2011, US Government reported that property
values for the entire United States fell by 5.1% this past year. In the same video
article, it was reported that homeowners in the largest 25 metropolitan areas
have lost an average of$105,000 in value on their homes over the last 5 years.
The appraisal used in this year's tax calculation represents a 40.29% increase in
vacant land that is classified as residential. There are similar increases in all of
the property submitted. We are unable to internally justify such an increase.
These and the following facts make it extremely difficult to defend the increase in
the appraised prices that we are experiencing this year.
The following are first hand events we have experienced in promoting the
Greeley community. Therefore, we respectfully requesting the following;
Residential
All of the residential properties listed should have a value of no more than
$15,000 per lot. This request is warranted by the following events;
1) The residential lots are not sellable at the $26,362 appraised price which
is being used in the calculation. When phone calls are received inquiring
about various residential lots in Fox Run, the phone call quickly ends
when a $25,000.00 cost is stated.
Any negotiations concerning a vacant residential lot have ended far below
the $25,000 level. In the one sale during 2011, the selling price was five
figures below the $26,362 expectation, in addition, requested benefits to
the buyer, required us to come to the closing with an additional $1 ,600.
This netted a final sales price of$16,000 for the sale. The most we have
been able to discuss with a buyer would start at $18,000 per lot, and at
that price point the buyer is expecting various add-ons such as
landscaping, closing costs, or other items on their mind at the moment.
2) Weld County records reflect that in the 18 months leading up to January 1,
2011, over 7,400 pieces of properties were sold in Weld County. Of these
7,400 properties only 4 were classified as vacant. In addition, through April
of this year the total property sales in Weld County are running at 20% of
the pace of 2010
3) During discussions with Appraisers from SRA Appraisal Institute here in
Greeley last week, we were informed that our vacant residential property
in Weld County we should consider ourselves lucky to get $10,000 per lot.
The experiences we have encountering in the past year support this
position.
4) Recent reports in Greeley Tribune and Denver television stations have
also been declaring the financial advantages of buying pre-existing homes
versus building new.
5) The large piece of property (Parcel #095909428003) in the middle of Fox
Run, which was purchased by the EVANGELICAL LUTHERAN GOOD
SAMARITAN for a Senior Assisted Living Environment, has been put on
hold and left vacant, because of the present economic environment. Such
a large piece of vacant land would lower the value of any
residential/business project in good times or bad.
6) Builders have found that a property price of $20,000 prevents them from
building an attractive, profitable house in the price range that is attractive
in the present environment. (according to local real estate groups, the
price point is $125,000 to $190,000)
7) Comparable vacant lots in nearby developments have lower appraised
values. Documentation follows!
Residential Multi-Family
A maximum value of $80,000 is requested for lot with parcel #095909131003.
We request this value based on the following:
1) The property located directly across the street to the southwest of this lot,
has an appraisal of over $1,700 less per acre. The comparable lot in this
instance is parcel #095909428003.
2) Both properties have an Abst code of 100.
3) There are a predominant number of Abst code 100 properties throughout
the west side of Greeley, which have been unable to be sold.
4) The present property owner purchased the comparable property in May of
2004. As of June 1, 2011, they have been unwilling or unable to identify
required investors to proceed with any type of project. Investors have
identified areas outside of Greeley which they find more investment
attractive.
Commercial
Our request for the Commercial Lots in Fox Run is to price the entire Commercial
area at $40,000 per acre.
1) Presently adjoining property lots are valued at $55,764 to $139,409 per
acre. We are unsure why there is such a great difference in appraisal. The
lots valued at $139,409 do not have easement to city roads, while the
least valued property does have such access (Parcel # 095909429005,
095909429003, and 095909429002)
2) While the Business Park in Fox Run provides an attractive location for the
businesses which locate in Fox Run, there are still many vacancies.
During conversations with local businesspeople, it has come to our
attention that the owner of the developed offices is interested in selling the
buildings. The publicity of this information would further hamper our efforts
in attaining a sales price that would come close to the appraised value
being used in this situation. This provides further documentation that these
price points are not attractive to potential investor's,
