SUBJECT: Determination of Eligibility and Effect, CDOT Project Number M650-001, State
Highway 52 Hudson Sidewalk Improvements, Weld County
Dear Mr. Moreno:
This letter constitutes a request for comment on a Determinations of Eligibility and Effect for the project
referenced above. The Colorado Department of Transportation(CDOT) plans to construct a 2,636 feet-
long, eight-foot wide asphalt pedestrian trail along State Highway 52 in the town of Hudson.
AREA OF POTENTIAL EFFECTS
The proposed Area of Potential Effects (APE) is 3,000 feet long and its width extends one property lot to
the north and south of State Highway 52. The built nature of the project corridor is mostly residential
buildings constructed within the past 50 years. Please refer to the enclosed illustration indicating the
project's APE boundaries.
METHODOLOGY AND SURVEY RESULTS
In July 2011, I conducted a field survey of the project corridor for potential historic resources. I also
reviewed records at the Weld County Clerk and Recorder's Office and the Colorado Division of Water
Resources office, both in Greeley. The survey and research identified one previously unevaluated historic
resource: a 1,500-foot segment of the Neres Canal(5 WL.4848.3).
ELIGIBILITY DETERMINATION
1,500-foot segment of Neres Canal (5WL.4848.3): This is the first recordation of this 1,500-foot
segment of the Neres Canal in Weld County. The Canal has been previously recorded in both Adams and
Weld Counties and found eligible to the National Register of Historic Places(NRHP)under Criterion A.
Along 500 feet south of State Highway 52,the Canal is lined with concrete with concrete diversion drop
extending 10 feet from the northern box culvert. A concrete box culvert carries the Canal beneath SH 52.
The Standley Lake Irrigation System,which includes the Neres Canal, played a major role in the
development of agriculture in northern Adams and southern Weld Counties during the late 19th-early 20th
centuries. Because of this association, CDOT concurs with previous determinations that the Neres Canal
is eligible to the NRHP under Criterion A. The recorded resource has been altered through the
introduction of concrete lining. CDOT concurs with previous determinations that the Neres Canal is not

eligible to the NRHP under Criterion C. CDOT also believes that the segment retains enough historic
association to support the resource's overall eligibility.
EFFECTS DETERMINATION
The project will introduce a 2,636-foot long, eight-foot wide asphalt pedestrian trail from Beech to
Juniper Streets in the town of Hudson. The trail will be located on the south side of SH 52 between
Juniper and Beech Streets. Project plans indicate that the work will not encroach past property
boundaries either temporarily or permanently.
1,500-foot segment of Neres Canal (5WL.4848.3): CDOT intends to construct a 20-foot-long
pedestrian bridge to carry the trail over the canal. The project plans indicate the bridge's abutments will
be placed approximately five feet out from the canal banks and will not require any temporary or
permanent easements for construction in or along the resource. The pedestrian bridge and trail will not
alter the ditch's historic association with the development of agriculture in north-central Colorado. For
these reasons, CDOT has determined that this project will result in no adverse effect to 5WL.4848.3.

III. NATURAL ENVIRONMENT/SITE CONDITION

soils, depositional environment, water, ground visibility): Brown sandy silty loam. Weeds grow on both banks. Mature
trees grow approximately 100 beyond the north and south shoulders of SH 52. A 15-foot wide gravel ditch rider road
is on the ditch's western bank. Large chunks of concrete riprap are visible on the ditch's banks north of SH 52. A
separate gravel trail parallels the ditch approximately 20 feet to the east.

23. Describe condition: The segment carried approximately a foot of water during the late July 2011 site visit. The ditch
is concrete lined for approximately 500 feet south of SH 52. North of the highway concrete drop extends approximately
20 feet from the road's shoulder. Rip rap lines both banks. The resource's overall integrity is good.

6. Component Description: This is a previously unrecorded segment of the Neres Ditch. This segment of the Neres
Ditch extends 750 feet north and 750 feet south of State Highway 52 for an overall total of 1,500 feet. The Neres Canal
(5WL.4848) orignates from Barr Lake continues northward for seven miles before disappearing from the USGS topo
maps. It reappears as a lateral off the Beebe Seep Canal where it continues to the north for another 18 miles where it
intersects the Gilmore Ditch from Milton Reservoir, eight miles southeast of Greeley. The segment is both earthen and
concrete lined with a concrete drop diversion structure to the north of SH 52.

State Highway 52 and a concrete drop structure north of the highway.

16. Historical/Archival Data: The Neres Canal was one of several irrigation canal orignating at Barr Lake as part of
the Standley Lake Irrigation System, constructed by Farmers Reservoir and Irrigation Company between 1909 and
1910. The Neres originally had a capacity of 300 cubic feet per second (cfs) and irrigated 30,000 acres. Neres
represents a shift from relatively small irrigation canals that tapped steams directly to those more substantial canals
feeding large storage reservoirs. According to previous surveys of other segments of the Canal, segments have been
abandoned or rechanneled to other irrigation resources.
