Subject: Microfilm Proposal
I recommend that the 3-M microfilm bid be accepted because of the following:
MORE IMAGES ON ROLL OF FILM WITH 3-M CAMERA
1. Because the 3-M microfilm camera is a rotary camera, 4,500 images can be filmed
on one 100' roll of film; whereas, with the Bell and Howell planetary camera, only
3,000 images can be filmed on one 100' roll of film. The savings on 45,000 case
reports, with:an average of five pages per case report, is 4 5 With the 3-M
camera, 45,000 case reports can be filmed on 50 rolls of fi m; whereas, with the
Bell & Howell camera, 45,000 case reports take 75 rolls. This savings will be an
on-going savings, as more and more documents are filmed. (See Schedule III)
PURCHASE PRICE HIGHER, YEARLY MAINTENANCE LOWER FOR 3-M SYSTEM
2. Although the purchase price of the ,3-M equipment is $211.36 more than the Bell &
Howell equipment, the maintenance cost for the 3-M equipment is $257.00 less than
the maintenance.cost for the Bell Howell equipment. The maintenance cost is
a yearly expense; therefore, this savings can be seen each year. (See Schedule I & II)
TRANSFER OF INFORMATION BETWEEN AGENCIES POSSIBLE WITH 3-M SYSTEM
3. 3-M has many microfilm systems installed in police agencies, two of which are
Greeley Police Department and Fort Collins Police Department. This could be a
valuable asset when the need to compare or transport information from one agency
to another arises. Also, procedures and problems can be discussed between agencies
to determine efficient and effective ways to operate the microfilm system.
EASY HANDLING OF FILM RESULTS IN LESS OPERATING TIME
4. Because the 3-M film is in cartridges, it is easy to load and unload. There is no
threading of film.or starting the film on the reader or reader/printer. The 3-M
system has automatic loading and rewinding, which allows minimal handling of the
film.
CAPABILITY OF FILMING WIDER DOCUMENTS
5. The 3-M camera can film up to 15 3/4" wide documents, which will allow Computer
printout to be microfilmed. The Bell & Howell system can film only documents up
to 14" wide.
3-M PRINTER SIMPLER TO OPERATE
6. The 3-M Reader-Printer needs only one supply item (Paper); whereas, the Bell &
Howell Reader-Printer needs toner added. The cost per copy on the 3-M system is
7.27, which is slightly lower than the cost per copy on the Bell & Howell system,
which is 7.57. The 3-M paper, however, has a six months shelf life, which can be
controlled by proper ordering procedures.
I feel the 3-M microfilm system would be a cost efficient system to operate. I also
believe that the 3-M system will serve our needs now and in the future. 790672
