A detailed review of these items was not completed at this step in process. Comments made during this stage of the review process will not be all inclusive; as revised materials are submitted other concerns or issues may arise. All issues of concern and critical issues during further review must be resolved with the Public Works Department. COMMENTS: CR 33 is a local gravel road (dust-controlled) and requires a 60-foot right-of-way at full build out. There is presently a 60-foot right-of-way. This road is maintained by the City of Evans through an annexation. Pursuant to the definition of SETBACK in the Weld County Zoning (23-1-90), the required setback is measured from the future right-of-way line. Access Permit Application Form: The applicant has supplied this form identifying that a 30" reinforced ncrete pipe (RCP) shall be placed at the entrance as a part of the tracking pad with double cattle guards, lira red end sections and rip-rap at both ends of the culvert. Pictures at the proposed entrance have been supplied as a part of the application. Our Traffic Engineer will evaluate the Access Permit Application and accompanying documents. REQUIREMENTS: Pursuant to Chapter 15, Articles I and II of the Weld County Code, if noxious weeds exist on the property or become established as a result of the proposed development, the applicant/landowner shall be responsible for controlling the noxious weeds. All vegetation, other than grasses, needs to be maintained at a maximum height of 12 inches until the area is completely developed. Off-street parking spaces including the access drive shall be surfaced with gravel and shall be graded to prevent drainage problems. The City of Evans has jurisdiction over the access to CR 37 roadway. Please contact Cameron Parrott at the Evans Office (970-339-5344) to verify the access permit or for any additional requirements that may be needed to obtain or upgrade the permit. Traffic Study: The applicant in a traffic statement is indicating that there will be a pick up once per day. A tractor-trailer rig will access the site once every other day to haul condensate or produced water from the site. This will be an unmanned site. Drainage Report: he applicant submitted a "Drainage Report for Godfrey Bottoms Compressor Station" dated July 2011 and .gned and stamped by Pat Brunette, P.E. with Enercon. A full detention design was completed for the site but the County has consistently only required water quality detention for sites such as compressor stations. Please provide a revised drainage design for water quality capture only. 2. The water quality calculation in the submitted drainage report uses an WQCV drain time of 12 hours, • please revise this calculation to use a drain time of 40 hours (a=1). 3. Please place the following notes on the Plat: a. The historical flow patterns and run-off amounts will be maintained on site in such a manner that it will reasonably preserve the natural character of the area and prevent property damage of the type generally attributed to run-off rate and velocity increases, diversions, concentration and/or unplanned ponding of storm run-off. b. The applicant must take into consideration storm water capture/quantity and provide accordingly for best management practices. c. Weld County is not responsible for the maintenance of onsite drainage related features. 4. Please delineate the water quality feature on the plat and label as "No Build/Storage Area". Grading Permit: Please place the following language in the resolution under"Prior to the Release of Building Permits". 1. The project will disturb over an acre of land therefore, a Weld County Grading Permit is required before construction. The grading permit application must include the grading plan, erosion and sediment control plan, typical BMP installation details, typical BMP installation and maintenance notes, and a copy of the Colorado Department of Health and Environment construction stormwater discharge permit. Flood Hazard Development Standards: This area IS NOT in a Special Flood Hazard Area (SFHA) as determined by the Federal Emergency Management Agency (FEMA). • • M:\PLANNING-DEVELOPMENT REVIEW\-2011 Planning Referrals\USR11\USR11-0005.docx • 1 MEMORANDUM ITO: Kim Ogle, Planning Services IIO FROM: Lauren Light, Environmental Health s • SUBJECT: USR11-0005 DCP Midstream COLORADO DATE: 8/31/2011 Environmental Health Services has reviewed this proposal for an oil and gas support and service facility for a natural gas compressor station. This is an unmanned site although there will be two employees that visit the facility on a daily basis. This Department would support the addition of a septic system and potable water when a full time employee is stationed at the site. There will be an office and a maintenance shop constructed on site. On site dust will be controlled by having the access drive and fenced area graveled and areas outside the fence will be planted with native vegetation. A water truck will be utilized if necessary. • The waste handling plan indicates a Spill Prevention, Control and Countermeasure Plan (SPCC Plan) will be developed for this site. A copy of the plan shall be kept on the site at all times and be provided to the Department of Public Health & Environment. The waste handling plan also lists the companies that will collect used oil, produced water and general rubbish. Noise is regulated by the Colorado Oil and Gas Conservation Commission. The use of berms, sound walls and enclosing the compressor in a sound proof building could be utilized to limit noise impacts if necessary. We have no objections to the proposal; however, we do recommend that the following conditions be part of any approval: We recommend that the following requirements be met prior to allowing the plat to be recorded: 1. The applicant shall submit evidence of an Air Pollution Emission Notice (A.P.E.N.) and Emissions Permit application from the Air Pollution Control Division, Colorado Department of Health and Environment to Environmental Health Services Division of the Weld County Department of Public Health & 0 • Environment. Alternately, the applicant can provide evidence from the APCD that they are not subject to these requirements. 2. A signed copy of the Spill Prevention, Control and Countermeasure Plan shall be provided to Environmental Health Services Division of the Weld County Department of Public Health & Environment. We recommend that the following requirements be incorporated into the permit as development standards. 1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. 2. No permanent disposal of wastes shall be permitted at this site. This is not meant to include those wastes specifically excluded from the definition of a solid waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended. 3. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust, blowing debris, and other potential nuisance conditions. • 4. The applicant shall operate in accordance with the approved "waste handling plan", at all times. 5. Fugitive dust shall be controlled on this site. 6. The operation shall comply with all applicable State noise statutes and/or regulations. 7. The operation shall comply with all applicable rules and policies regulated by the Colorado Oil and Gas Conservation Commission. 8. All potentially hazardous chemicals must be handled in a safe manner in accordance with product labeling and in a manner that minimizes the release of hazardous air pollutants (HAP's) and volatile organic compounds (VOC's). All chemicals must be stored secure, on an impervious surface, and in accordance with manufacturer's recommendations. 9. A permanent, adequate water supply shall be provided for drinking and sanitary purposes when there is at least one full time employee located on the facility. 10.An Individual Sewage Disposal System shall be provided when there is at least one full time employee stationed on site. • 9 • 11.Any septic system located on the property must comply with all provisions of the Weld County Code, pertaining to Individual Sewage Disposal Systems. 12. Buildings shall conform to the requirements of the codes adopted by Weld County at the time of permit application. Each building will require an engineered foundation based on a site-specific geotechnical report or an open hole inspection performed by a Colorado registered engineer. Provide a notification letter of approval from Fire Protection District having jurisdiction prior to new I construction. 1. Building permits shall be obtained prior to the construction of any structure or change of use of any building. 0. A plan review is required for each building. Plans require the wet stamp of a Colorado registered architect or engineer. 3. Buildings shall conform to the requirements of the codes adopted by Weld County at the time of permit application. Current adopted codes include the 2006 International Residential Code; 2006 International Building Code; 2006 International Mechanical Code; 2006 International Plumbing Code; 2006 International Fuel Gas Code; 2006 International Energy Conservation Code; 2008 National Electrical Code and Chapter 29 of the Weld County Code. 4. Each building will require an engineered foundation based on a site-specific geotechnical report or an open hole inspection performed by a Colorado registered engineer. Engineered foundations shall be designed by a Colorado registered engineer. 5. Fire resistance of walls and openings, construction requirements, maximum building height and allowable areas will be reviewed at the plan review. Setback and offset distances shall be determined by the Zoning Ordinance. 6. Building height shall be measured in accordance with the 2006 International Building Code for the purpose of determining the maximum building size and height for various uses and types of construction and to determine compliance with the Bulk Requirements from Chapter 23 of the Weld County Code. Building height shall be measured in accordance with Chapter 23 of the Weld County Code in order to determine compliance with offset and setback requirements. Offset and setback requirements are measured to the farthest projection from the building. 7.
