HomeMy WebLinkAbout20111504.tiff RESOLUTION RE: APPROVE MEMORANDUM OF UNDERSTANDING AND AUTHORIZE CHAIR TO SIGN -YOUTH AND FAMILY CONNECTIONS WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Memorandum of Understanding between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Human Services, Building Healthy Marriages Program, and Youth and Family Connections, commencing June 13, 2011, and ending September 30, 2011, with further terms and conditions being as stated in said memorandum, and WHEREAS, after review, the Board deems it advisable to approve said Memorandum of Understanding, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Memorandum of Understanding between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Human Services, Building Healthy Marriages Program, and Youth and Family Connections be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to sign said Memorandum of Understanding. Griego, Director, Human ry es RE: Memorandum of Understanding b ween the Weld County Department of Human Services' Building Healthy Marriages and Youth and Family Connections Enclosed for Board approval is a Memorandum of Understanding between the Department's Building Healthy Marriages and Youth and Family Connections. This Memorandum of Understanding was reviewed under the Board's Pass-Around Memorandum dated June 6, 2011, and approved for placement on the Board's Agenda. Building Healthy Marriages will collaborate with Youth and Family Connection's Teen Pregnancy Program in an effort to enhance the collaborative efforts in serving expectant teens by promoting father involvement as well as enhancing services available to these clients. This will be accomplished by placing a trained BHM staff at YFC four hours per day, two times per week for a total of 8 hours per week. This staff will assist the case workers of YFC with intake interviews (pregnant teens only) and enrolling eligible couples into Building a Family. The BHM staff will also educate those teen moms, and their family as appropriate, that are reluctant to allow the teen dads' access to or involvement with their child as to the benefits to the child when dad is involved. BHM will also provide a relationship class specific for teen dads that will include tools for healthy relationships, positive masculinity, and co-parenting. The case worker and the BHM staff will make appropriate referrals based on the needs assessment for both the teen mom and dad that will include but are not limited to assistance payments, parenting skills,job assistance, and assistance in completing educational goals. The expected outcome is to improve the quality of life for these children both emotionally and financially. The term of this Memorandum of Understanding is June 13, 2011 through September 30, 2011 If you have any questions, please give me a call at extension 6510. 2011-1504 MEMORANDUM OF UNDERSTANDING WHEREAS,the following outlines the components of a Memorandum of Understanding (hereinafter referred to as the Agreement) between Youth and Family Connections(hereinafter referred to as YFC)and Building Healthy Marriages of Weld County Department of Human Services(hereinafter referred to as BHM). WHEREAS, each organization is independent and capable of providing to the identified community the services described in this Agreement. The organizations to this Agreement also understand that by combining their leadership, skills, and talent, that the potential to offer these needed services can be accomplished better and more effectively. NOW THEREFORE, the undersigned organizations and in good faith are resolved to execute this Memorandum of Understanding and enter into an agreement as follows: I.Purpose of Statement: The purpose of this agreement is to enhance the collaborative efforts in serving expectant teens by promoting father involvement as well as enhancing services available to these clients. II. Current Pertinent Statistics Involving Pregnant Teens: The pregnancy rate among 15-to-19-year-olds increased 3 percent between 2005 and 2006 -- the first jump since 1990, according to an analysis of the most recent data collected by the federal government and the nation's leading reproductive-health think tank. According to a new report by the Colorado Organization on Adolescent Pregnancy, Parenting and Prevention (COAPPP), every day six babies are born to Colorado teen mothers between the ages of 15-17 or one every four hours. In Weld County the teen birth rate for 2007 was 52 births per 1,000 or 3,190 teen births. This is higher than the birth rate for the state of Colorado which is 45 births per 1,000. The proportion of children 18years of age or under in Colorado in 2007without health insurance is 13%, compared to the nation at 7%. The Annie F Casey Foundation(2009). Retrieved November 2009 One of the most important influences a father can have on his child is indirect fathers influence their children in large part through the quality of their relationship with the mother of their children. A father who has a good relationship with the mother of their children is more likely to be involved and to spend time with their children and to have children who are psychologically 1 and emotionally healthier. Similarly, a mother who feels affirmed by her children's father and who enjoys the benefits of a happy relationship is more likely to be a better mother. Indeed, the quality of the relationship affects the parenting behavior of both parents. They are more responsive, affectionate, and confident with their infants; more self-controlled in dealing with defiant toddlers; and better confidants for teenagers seeking advice and emotional support. Children with involved, caring fathers have better educational outcomes. A number of studies suggest that fathers who are involved, nurturing, and playful with their infants have children with higher IQs, as well as better linguistic and cognitive capacities Numerous studies find that an active and nurturing style of fathering is associated with better verbal skills, intellectual functioning, and academic achievement among adolescents. Even from birth, children who have an involved father are more likely to be emotionally secure, be confident to explore their surroundings, and, as they grow older, have better social connections with peers. YFC Responsibilities 1. YFC will provide access to a work space for the County BHM staff and conference room space for group education on the importance of involving the dad. 2. Training for County BHM staff on the assessment tools used to assess the needs of teen moms. 3. YFC will provide a collaborative work environment between the YFC case workers and the County BHM staff to include joint intake assessments and mutual referrals when appropriate. 4. Agree to coordinate and share appropriate HIPPA approved information with County BHM regarding the identified clientele as well as other agencies as needed. 5. Support the County BHM staff in the education of teen mothers and their families in the importance of father involvement in the child's life. BHM's Responsibilities 1. Provide a County BHM staff 4 hours 2 days per week to collaborate with YFC to provide quality service to the identified clients(expectant teens). 2. Assist in the identification of clientele who would be appropriate for BHM's Building a Family Program. 3. Educate the staff, teen mothers and their families of the importance of father involvement in the child's life. 4. Supervise this staff member as to work duties and responsibilities while at YFC facilities. 5. Agree to coordinate and share appropriate HIPPA approved information with YFC regarding the identified clientele as well as other agencies as needed. 2 6. The County BHM staff will act as a co-interviewer with YFC case workers in the assessment and assist in procuring appropriate assistance for the client. Term of the Agreement The term of this agreement shall commence on June 13, 2011 and terminates on September 30, 2011. Confidentiality Standard YFC and BHM shall comply with all applicable standards; rules and regulations regarding confidentiality and treatment of clients as such may be related to their responsibilities. Termination of the Agreement This Agreement may be terminated by YFC or by BHM upon 30 days'written notice in the event of the other party's failure to perform in accordance with the terms of this Agreement. Assignment and Subcontracting YFC is not obligated or liable under this agreement to any party other than BHM named herein. Non-Discrimination in Employment and Service Delivery The connection with the delivery of services under this Agreement, YFC agrees not to refuse to hire, discharge, promote or demote, or to discriminate in matters of compensation against any person otherwise qualified, solely because of race, creed, color, religion, sex, age, national origin, sexual orientation or ancestry. YFC further agrees not to refuse services for any person otherwise eligible, solely because of race,creed,color, religion, sex, age, national origin, sexual orientation, or ancestry. Indemnity BHM shall defend, indemnify, and hold harmless YFC, its successors and assignees, and its Directors, officers,agents,and employees against any and all losses or damages to property or injuries to or death of any person or persons, including property and employees or agents of YFC and defend, release, indemnify and save and hold harmless YFC from all claims, demands, suits, losses, and expenses, direct, indirect,or consequential (including but not limited to fees and charges of attorneys and other professionals and court costs), actions or proceedings of any kind or nature, including but not limited to workers'compensation claims, resulting or arising from negligence or misconduct by BHM in the performance of this Agreement. 3 Insurance During the term of this contract, and any extension(s)hereof, YFC agrees that it will keep in force an insurance policy or policies, issued by a company authorized to do business in Colorado, in the kinds and minimum amounts specified below. In the event of cancellation of any such coverage, YFC shall immediately notify BHM of such cancellation. 1. Standard Worker's Compensation and Employers' Liability as required by Colorado statute, covering all employees on or off the work site, acting within the course and scope of their employment. 2. General, Personal Injury, Professional, Automobile Liability (including bodily injury,personal injury and property damage) with minimum coverage of: 3. Occurrence basis policy: combined single limit of$1,000,000 or Claims-Made policy: i. combined single limit of$1,000,000 4. Annual Aggregate Limit policy: Not less than $3,000,000 plus agreement that the i. contractor will purchase additional insurance to replenish the limit to $3,000,000 if ii. claims reduce the annual aggregate below $3,000,000. 4 Authority This Agreement is upon execution a valid and binding obligation between YFC and BHM, and making and performance of which has been duly authorized by all necessary corporate or official or other action, and will not constitute a violation of any law or requirement imposed by a judicial or arbitral body or governmental instrumentality, nor the charter or by-laws of statute, ordinance or regulation controlling YFC, nor a default under any agreement or instrument by which it is bound or affected. Neither the making nor performance of this Agreement requires the consent or approval of any governmental instrumentality nor, if such consent or approval is required, such has been obtained.
