ADMINISTRATION AND POLICY MAKING COMMITTEE
Third Meeting
February 8, 1975 - 1 :50 P.M. - Saturday
The Meeting was to be held in the Weld County Public Health Building. The
building was found locked and the failure to locate either Mr. Jim Deakins or
Glenn Billings necessitated the meeting at the residence of Mr. Bill Southard,
with the following committee members present:
Edward L. Dunbar, Chairman
W. E. Rosnoff
Glen R. Anderson
William H. Southard
John Chuck Carlson
George H. Brooks was absent.
The following people were also present :
Ron Tollefson - Greeley Tribune
Nancy Clark - Member Home Rule Charter Commission
Clarence Sitzman - Chairman, Board of Health
Andra Schmidt
How can County be made more responsive to the people?
Mrs. Schmidt appeared upon her own behalf. She does not feel that the people of
the County are adequately represented.
A. She felt that the County needs :
1. A check and balance system.
2. Separating the roll of the Commissioners into two (2) catagories :
a. Elected County executive body
b. Legislative body
This would be on the same system upon which the State is operated; The
Governor and Legislative body
Various other methods of Governing procedure discussed.
Possibility of Ombudsman discussed, also.

It was recommended that committee members compare Weld County budget with
other counties of comparable population, namely Laramie County, in regard to
mill levy, budget, etc. , to determine how Weld County compares in respect to
per capita county cost.
In regards to board appointees, it was observed that chairmanship should
be rotated annually and term of office should be limited to one (1) term.
Backgrounds of appointees should be investigated to determine if any special
interest is present.
Should be appointed on a geographical county basis; based on population.
507 from Greeley and 50% from the balance of the County.
It was observed that based upon work load and current county population,
the Commissioners should be full time.
It was unanimously agreed upon that this Committee did not have racial
prejudice against minority groups in County employment, if they have equal
qualifications and responsibilities.
