RE: APPROVE SPECIAL PROJECT APPLICATION FOR EMERGENCY MANAGEMENT
PERFORMANCE PROGRAM GRANT AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Special Project Application for the
Emergency Management Performance Program Grant from the County of Weld, State of Colorado,
by and through the Board of County Commissioners of Weld County, on behalf of the Office of
Emergency Management, to the Colorado Department of Local Affairs, Division of Emergency
Management, commencing upon full execution, with terms and conditions being as stated in said
application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a copy of
which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Special Project Application for the Emergency Management Performance
Program Grant from the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Office of Emergency Management,to the Colorado
Department of Local Affairs, Division of Emergency Management, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign said application.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 16th day of November, A.D., 2011.

Project Description/Proposed Use of Funds (attach additional pages as needed):
Weld County OEM/ COG /EOC Project:
Weld County has made changes to the Emergency Management Program over the last
few months. Part of this change is a new Training Room/ Emergency Operations Center
in our County Administration Building. The County has also developed a Continuity of
Operations Team (COG Team) for Weld County Government. The COG Team is
focused on continuity of operations for Weld County in an emergency or disaster.
Several of the COG Team Members are also key members of the EOC Staff. The
Training Room/ EOC also functions as an operation center for the COG Team. Weld
County has spent an estimated $26,973.00 in the development of this room (not
including construction) to support OEM and the COG Team.
To help increase Weld County's capability to provide continued services and support
EOC operation, we are requesting funding in the amount of $8145.00. This funding will
provide additional computers to the COG Team, two 46" monitors for the facility to
monitor weather conditions, radar and local News and media reports; a desktop
computer for OEM Staff and Microsoft Office Pro software for the computers, Dry-Erase
Boards and easels.

EMPG Special project funds are intended primarily for the use of municipal, county and tribal
jurisdictions that participate as subgrantees in the annual EMPG Local Emergency Management
Support (LEMS) program. In order to qualify for funding, proposed projects must be (1) EMPG
eligible, (2) supported by local/tribal Emergency Manager, (3) supported by CDEM Regional
Field Manager, and (4) identified by applicant as a project that will enhance emergency
management capability.
