WELD COUNTY COUNCIL
October 17, 2011

The Weld County Council met in regular session in full conformity with the Weld County
Home Rule Charter, Monday, October 17, 2011, 6:30 p.m. at the Weld County
Administration Building, Greeley, CO.
ROLL CALL: The meeting was called to order by President Don Mueller.
Councilwomen Perry Buck and Ginny Buczek were present, constituting a quorum of
members. Councilmen John Kivimaki and Charles Tucker were excused. Also present
was Anita Scrams and Council Secretary Karla Ford.
APPROVAL OF AGENDA: Councilwoman Buck made a motion approve the October
17, 2011agenda. The motion was seconded by Councilwoman Buczek and carried.
APPROVAL OF MINUTES: Councilwoman Buck made a motion to approve the
September 19, 2011 minutes. The motion was seconded by Councilwoman Buczek and
carried.
PUBLIC COMMENT: There was no public comment.
PROGRAM REVIEW:
Anita Scrams, Director of Affiliated Computer Services (ACS), distributed a handout with
information regarding 2011 Completed Projects. There were a total of 102 projects
completed year to date.
ACS is working on a Public Safety Network (Spillman) —which consists of the Weld
Sheriffs Office, Paramedic Services, Greeley Police Department, fire departments and
other police departments in Weld County. The Spillman system will go live early in
2012.
Other projects completed include Cymphonix, a new web filtering system; Weld County
Property Portal, provides access to GIS data and images from the internet; and the
Weld Administration Building Training Room, which consists of 25 training computers.
Adobe Connect External Access is a new product to Weld County that allows
departments to put training together and make it available through the internet so
employees can access this information at work or home. This has been utilized by the
Sheriffs Office, Paramedic Services and most recently Human Resources with their
open enrollment for health insurance.
Some other projects discussed were the Accela Planning Module, Household
Hazardous Waste Module for Environmental Health, Video Court connectivity with other
jurisdictions and several system upgrades. Nine iPads were configured for use by the
Weld Planning Commission and ACS also provided connectivity for the Weld Connect
event.

ACS has replaced 267 PCs/Laptops so far this year and the helpdesk tickets averaged
588 calls per month during 2011.
ACS currently has 87 active projects including GasBoy Fuel System upgrade, In-car
Video System for Paramedic Services, Minutes on the Web System, Photo ID System
upgrade, Spillman System and Weld County Virtual Tour Website. The department is in
the process of preparing the 2011 project request budget.
In response to Councilman Mueller, the ACS contract was renewed in 2009 for seven
years.
In response to Councilwoman Buczek, Ms. Scrams noted that the retention for email for
county is 30 days. There is not a monthly or annual backup for emails. The paper files
are shredded by a local company and tape backups are stored securely offsite.
NEW BUSINESS:
Notebook Update
The secretary distributed an updated copy of Section E —Weld County Legal Holidays
for 2012 —for the council notebooks.
Upcoming Meetings/Events
The Council was invited to the 2012 Budget Work Session on October 25th and the
Town/County Dinner on November 21st.
Coordinators Report
Councilwoman Buczek announced that she has been invited by Mark Udall to a position
on the Military Academy Nominations committee.
Councilwoman Buck announced that the Office of Economic Development dismissed
their representatives in their office as of Friday, October 14th
Payment of Bills
Councilwoman Buczek made a motion to pay bills as listed below:
Mileage for Councilwoman Ginny Buczek $ 36.91
Mileage for Councilwoman Perry Buck $ 16.58
Windsor Beacon Subscription Renewal $ 21.11
The motion was seconded by Councilwoman Buck and passed.
ADJOURNMENT: By acclamation, the meeting was adjourned at 7:40 p.m.
