PRELIMINARY REPORT
COUNTY SERVICES COMMITTEE
(Elections, Recording,
Vehicle Registration
& County Attorney)
The Committee on County Services, (Elections, Recording, Vehicle Registration and
County Attorney) in examining the present organization and staffing responsibilities for
the duties performed by the elected County Clerk and Recorder and the appointed County
Attorney finds the following under existing statutes :
(A) The County Clerk and Recorder has five (5) somewhat disconnected areas
'of activity. Good use of personnel between the divisions is arranged to
handle peak seasonal workloads. The five (5) divisions are:
1. Elections
2. Recording
3. Motor Vehicle (as agent in county for the Colorado Department of Revenue)
4. Record Retrieval (now largely limited to County Commissioner proceedings,
real estate and other similar records)
5. Clerk to the Board of County Commissioners
(B) The County Attorney renders legal advice and service to the Board of County
Commissioners and under it the County Department of Social Services, as well
as the Planning Commission and its related activities. The County Attorney
is appointed by and serves at the pleasure of the Board of County Commissioners.
Separate authorities as the Hospital Board and the Joint City and County
Airport Board, select their own counsel. The balance of the County offices,
(Surveyor, Treasurer and Sheriff) are advised by the District Attorney (Elected
prosecutor for the 19th Judicial District - a separate political entity from
the County, though its geographic boundary is the same as for the County).
(C) In interviewing the County Attorney the following information was obtained.
He supplies up to four people from his office including himself. His fees are
a $200.00 per month retainer fee and thru 1974 he received $20.00 per hour.
In 1975 the fee per hour was increased to $25.00 per hour.
(D) The Social Services in 1974 paid for legal fees of $30,081.00. The general
fund paid $27,680.00. The special litigation fund (thru November 1974) , for
eleven months, paid $13,340.00. In addition, the Weld County General Hospital,
C.O.G. (Counsel of Governments), and joint City-County agencies, such as the
Airport, also pay for legal fees. The Committee to date has not received all of
the information necessary to determine a total county legal fee cost.

(L) The District Attorney renders legal advice and service to County elective
offices, except the County Commissioners' Office and its' departments.
(F) This committee is studying the present retrieval system to include all
County records not currently necessary in the various offices. At present,
no quick correlation and indexing of records, of various offices now exists;
except for a good start on the County Commissioner proceedings.

County Clerk and Recorder - Chief Deputy
The Chief Deputy shall have had a minimum of three (3) years of varied
experience in a County Clerk and Recorder's Office.
