Monica Mika if available Brief description of the issue: This grant supports the continued operations of the digital media section of the Northern Colorado Regional Forensic Laboratory. The digital media section of the lab has completed over 500 digital media cases in the past two years alone and requires the use of computers in all of its work. Currently one server, which is on the third year of a five years warranty, provides all the long term storage and related functions needed within the digital forensic section. This server does need to be upgraded to accommodate current software and eventually replaced in the next few years at the same time the number of cases and data size(bytes) of cases submitted to the lab continues to increase. There does not appear to be a leveling off of these types of crimes and the size of computers being manufactured continues to increase. In order to remain effective, efficient, and to stay with current needs the current server will need to be replaced with software upgrades, increased capacity and increased speed. At the same time the current server can be used to provide the necessary redundancy needed to prevent the potential loss of data. The Colorado ICAC Program Coordinator has limited awards to $18,000 for any one agency. However, in conversations they are willing to look at the ICAC members in the Northern region and combine funds that will allow the purchase of the server. This would allow for an expected $54,000.00 in grant funds to assist in the purchase of the server. The Weld County SO will pay for any costs over the award with funds out of its allocated general funds. There are no matching dollars required with this grant. The line item for this purchase will be 6954. Deliverables would include: • One Server to assist all digital media analysts in the Northern Colorado Regional Forensic Laboratory in data storage and retrieval. Options for the board: Recommendation to the board: Looking at the long term needs of the lab, this is absolutely essential in the work being performed daily in the digital media section. The opportunity to purchase an item of this value using funds available through a grant allows the county to save funds for other needs and still meets the need of the community in addressing the growing number of child pornography cases in Weld County and the Northern Colorado region. The cost to the county is that of providing space for the server and if needs some money to cover expenses not covered by the grant. Questions for previously-funded applicants: 1. Briefly highlight: a. Your agency's successes with the ICAC program. i. The ICAC program has been very beneficial to Weld County as well Larimer County. Through this program numerous individuals have been identified and investigated for crimes related to ICAC resulting in their apprehension. These individuals would not have been found had the relationship between Colorado ICAC and both counties not existed. Additional information that has been provided from the Colorado ICAC has been passed on to the Sheriffs Office's CROs which, in turn, is passed to community leaders/members. The funding provided by the Colorado ICAC has provided training, equipment and data storage which has resulted in significantly improved case management and output. This equipment has decreased the time required for processing cases involving ICAC. As a result, we are anticipating faster turnaround times related to cases submitted to the lab and more appropriate sentences in court, as well as an increase in case output. Specifically, Weld County has provided one of the laptops to a detective who is using it routinely to set up chats with adults seeking to entice children into sexual encounters. She is also doing peer to peer investigations in order to apprehend those individuals who are trading child pornography within or community. She becomes the second detective in Weld County to be involved in these investigations. The Colorado ICAC has provided training to deputies of the Weld and Larimer Counties Sheriff's Offices. As a result, both Sheriff's Offices are developing more proactive approach to cases involving ICAC. Specifically both county sheriffs'offices are expanding their ICAC training to include the local law enforcement agencies within their counties. Colorado ICAC Task Force 2 2011-2012 Affiliate Budget Request b. Your agency's challenges with the ICAC program. i. Due to the high volume of cases and the associated data, the lab is constantly challenged to process workload in a reasonable amount of time. As a result, we are constantly seeking new methods to improve case processing time in order to meet the needs of the investigating officers and Judicial System. In order to be thorough we have found that the typical ICAC related case often takes significant amount of time to complete. ii. There are more cases out there that need to be developed and suspects indentifled. There is a limit in the number of personnel that can be attached to the process of identifying suspects, writing the search warrants, analyzing the computers and taking the cases to court. The lab is constantly looking for added equipment, the latest software and training necessary to stay on top of an ever expanding population of adults exploiting child through the internet. 2. Describe the impact those funds have had. What have you been able to accomplish that you otherwise could not have accomplished? a. With the 2009 Grant we were able to purchase additional forensic equipment and training. As a result, we were able to improve efficiency and timeliness for cases involving ICAC related crimes. This has helped offset the large volume of cases submitted to the lab. Had this funding not been available, many cases would have been waiting in the queue with little or no investigation for significant periods of time resulting in light sentences and fewer arrests. b. The 2010 grant has afforded the analysts to expand their casework numbers through the addition of software on more FREDs. Licensing limits the number of FREDs that can be used in the examination and analysis processing and the grant has allowed for the additional cases to be examined during the same time period In addition, the added computers have afforded Weld County detectives to expand their effort in identifying individuals using the internet to exploit children. c. Without these laptops this investigative work could not be done, and without the MAC laptops a portion of the casework that could be done would have been limited due to access to that specific computer and operating system. Questions for ALL applicants: 1. What are your greatest needs when it comes to developing your agency's ICAC program in the next several years? We have identified three significant needs: First we need to complete the implementation of a proactive program related to ICAC cases. This includes Peer to Peer investigations related to illicit images of children and undercover investigations related to child enticement. Second we need to provide more efficient and timely lab services to investigating officers. This can be accomplished by integrating the investigation officer/case agent and the forensic examiner who is examining the case. Colorado ICAC Task Force 3 2011-2012 Affiliate Budget Request Third, we need to implement a training program for members of the community which would serve as a preventive approach. This training would be applicable and needed in the schools which fall in Weld County's jurisdiction. This training would be provided by existing CROs. This program is currently being implemented. 2. What do you hope to achieve with funding from this grant(2011-2012)? There is a long term goal in the use of these funds with the purchase of a FRED-C. The current server is at 70% capacity and the number of cases is growing as is the data size of the computers being seized. With the benefits noted above the lab anticipates that there will be a continued increase in the number of individuals identified and cases submitted to the lab. It is imperative to have the storage capacity to handle these cases and the upgraded software to be able to turn these cases around in a faster time frame. Also a number of the cases worked in the laboratory do not rise to the level that the Federal Government would take to court so many of these are brought to the state district courts for filing of charges and trials. Therefore, the overall goal with this request is to expand the examination capacity of the number of cases completed and filed so that more individuals are removed using the internet for these illegal activities. 3. Considering that this is a competitive solicitation and not all applicants will be funded, why should your agency be funded? Due to the large size of Weld and Larimer Counties and the numerous jurisdictions associated with these Counties, the Sheriff's Offices and accompanying lab services have provided investigative/forensic services to multiple agencies to include some agencies that are currently part of the Colorado ICAC Task Force. A few of these agencies that have been provided lab/ investigative services last year are: Loveland PD, Fort Lupton PD, Greeley PD, Windsor PD, Platteville PD, and Estes Park PD as well as investigators for both District Attorneys'offices. In addition, the 13th judicial district which encompasses several counties in Northeastern Colorado as well as Logan County Sheriff's Office have utilized the services provided by the laboratory in the investigation of child pornography and child enticement by an adult. Because of the forensic services we provide many of these agencies have come to expect these services as the cost for services can be significant. Funding from ICAC has been very beneficial in offsetting the cost to the Sheriff's Office. Continual funding will help ensure forensic/ investigative services are provided to Weld and Larimer Counties and other submitting agencies in the future. Budget Details and Narrative A. Equipment $ 60.050.00 Colorado ICAC Task Force 4 2011-2012 Affiliate Budget Request Item Computation Cost Example: Forensic Recovery of Evidence Data Center 1 unit x$60,050 per unit $60,050 TOTAL: $60,050 Equipment Narrative: The Northern Colorado Regional Forensic Laboratory is the combination of five law enforcement agencies within the counties of Weld and Larimer including both Sheriffs Offices. The CBI also employs an analyst in this site and they work in cooperation with the two district Attorney's offices is the filing of cases related to internet crimes against children along with other digital media related cases. In addition they will periodically work cases submitted by other agencies at the request of the district attorney's office. The laboratory currently has a Forensic Recovery of Evidence Data Center that is 3 years old. It is at 70% capacity and on the last two years of it warranted life. At the same time it lacks the speed and software that is currently needed to meet the demands of the current case load. Recently 2 cases containing over 40 gigabytes of child pornography each were submitted to the lab and it is anticipated that more of these types of cases will be received in the future. It has been observed that these cases generally involve the submission of computers with hard drives containing 1 to 2 terabytes of stored data that must be searched for child pornography. In an effort to be proactive and address the needs of the lab for the current and near future the Northern Colorado Regional Forensic Laboratory, thorough the authority of Weld County is making a request to secure funds for the purpose of purchasing a Forensic Recovery of Evidence Data Center (FRED-C). The dollar amount was the result of the Lab requesting a quote from a FRED-C vendor/supplier. Weld County will follow mandatory fiscal rules and procedures in the final procurement of the FRED-C. E. Other Costs Total Direct Costs: $60,050.00 Colorado ICAC Task Force 6 2011-2012 Affiliate Budget Request COLORADO INTERNET CRIMES AGAINST CHILDREN TASK FORCE GRANT 2010 - 2011 The Colorado Internet Crimes Against Children (ICAC) Task Force was created in 1998 by the Colorado Springs Police Department and Pueblo County Sheriff's Office. The Colorado ICAC Task Force was one of only 10 Task Force units in existence, in the entire United States, at the time of its creation. The ICAC Task Force has grown to 46 Task Forces nationwide, consisting of hundreds of law enforcement agencies, federal, state, and local, dedicated to preventing the sexual exploitation of children. All 50 states are now covered by regionalized Task Forces across the country. The United States Office of Juvenile Justice Delinquency Prevention (OJJDP) funds the 46 Regional ICAC Task Forces across the country. The purpose of the ICAC program is to help federal, state, and local law enforcement agencies enhance their investigative response to offenders who use the Internet, online communication systems, or other computer technology to sexually exploit children. The Colorado ICAC Task Force currently has 36 member agencies, and over 30 other participating agencies within the state of Colorado. The Colorado ICAC Task Force has participated in the arrests of suspects from throughout the United States, Australia, Canada, Spain, and the United Kingdom. The Colorado ICAC Task Force provides agencies with the ability to conduct proactive investigations of internet crimes involving children. Sometimes perpetrators are arrested before they have victimized a real child. The Task Force also provides valuable training and resources to conduct thorough investigations of reported crimes involving children. The Colorado ICAC Task Force investigates persons using the internet to attempt to engage in sexual contact with underage children, persons who send children web camera feeds or files displaying sexual acts, and persons who download or distribute child pornography files using email, instant messages, or file-sharing networks. The Colorado ICAC Task Force provides ongoing training opportunities for investigators, forensic examiners, corrections and placement personnel, and prosecutors involved with ICAC investigations. The Colorado ICAC Task Force is working in partnership with Colorado Attorney General John Suthers to institute Internet Safety education into all Colorado schools and make legislative changes that will better protect children in Colorado and around the nation. The Colorado ICAC Task Force provided input for the new Internet Luring of Children statute and revisions to existing Sexual Exploitation of Children statute; the House Bills that resulted, House Bills 1011 and 1092, were signed in to law by Colorado Governor Owens on June 7th, 2006, becoming effective July 1s`, 2006. Task force members testified before the Colorado House Judiciary Committee about the problem of internet luring of children and the growing problem of the production and distribution of child pornography. The testimony was well received and contributed to approval of the new legislation. The Colorado ICAC Task Force has provided technological equipment and inter-agency assistance to its member agencies throughout its existence. The Colorado ICAC Task Force offers many other resources to enhance law enforcement's responses to internet related crimes committed against children to include deconfliction databases, contact lists, and email updates about cases, legislative updates and issues, and future training sessions. The Colorado ICAC Task Force receives grant funding from the Office of Juvenile Justice and Delinquency Prevention. The goal is to obtain funding for each of the member agencies of the Task Force. In August 2010, the Weld County sheriffs Office was awarded $11,910 based on a grant that was completed in 2010. The Sheriffs Office had been previously awarded $29,101 from the same grant in 2009. Explanation of Granted Items Laptops- $1400 These laptops will be used to conduct proactive investigations involving the trading of Child Pornography over the internet as well as conduct investigations involving online chats. Wireless Air Card service - $45/month x 9 months x 2 cards - $810 This award allows for wireless air service for two air cards to be used for the undercover laptops. Forensic Software—$9,700 The forensic software listed in the grant is for the purchase of AccessData's FTK Pro. AccessData FTK Pro is one of two software suites that are used daily when working cases involving computer forensics. This software suite is considered one of the building blocks used to work digital evidence cases as it allows for speedy examinations of large amounts of digital data. The grant allows for the purchase of 1 license. This software may be used by the Weld County Sheriff's Office or by a member of the Northern Colorado Regional Forensic Lab as it would best benefit. This software can only be used in cases involving the sexually exploitation of children.
