DATE : STAFF : September 24., 1973 P3.0CESS DE3CHIPTION ?Meld Plant will be located in :geld County, Colorado, near the town of Keenesburg. The plant will process gas from the Tampa and Kiowa Fields which are part of the Denver J. Basin. The gas gathering system is designed to collect gas from lease separators in the Tampa Field at approximately 20 PSIG and compressed to 550 PSIG with a gas engine driven compressor located at the plant. The Kiowa Field gas will have sufficient pressure to come into the plant at the compressor discharge. The inlet gases will be scrubbed to remove any liquids. Hydrocarbon liquids will be collected in a slop tank and hauled away. Produced water from the gas will be slimmed and put into a lined oxidation pond. File 550 PSIG compressor discharge gas goes through a scrubber to remove free water. The gas along with hydrocarbon liquids goes to the processing unit to remove IdGL as a liquid. The gas stream entering the NGL unit is first cooled by heat exchange with the cold residue return gas and then chilled to -35°F through the gas chiller that uses propsne at —4.0°F as the refrigerant. A 75'; ethylene glycol solution is injected into the gas stream as it is cooled ahead of the gas exchanger and chiller to prevent formation of hydrates. The inlet stream from the chiller goes to the cold separator where the gas phase is separated and returns and exchanges heat with the incoming stream as previously mentioned. The liquid phase goes to the glycol separator where the rich glycol is drawn off the bottom and regenerated by boiling off the water. The hydrocarbon liquids flow over the top of an internal weir into a separate compartment in the end of the glycol separator. The hydrocarbon liquids pressure from this compartment to the deethanizer by level control. The deethanizer overhead is partially condensed with propane refrigerant to provide reflux. The overhead vapor from the de— ethanizer reflux accumulator join the residue gas stream which is then delivered to the pipeline. The deethanized liquid or bottom product is cooled by air fin and piped to the pipeline surge tank. The propane refrigeration system consists of one packaged type 580 HP gas engine driven compressor. Air fins are used to condense the refrigerant since no water is used in the plant. Process heat is provided by a 5,000 M BTU/hour direct fired hot oil furnace. This provides reboiler heat to the deethanizer, glycol regenerator, heat tracing and plant heating. r 1 Description of Facilities and Equipment to be Added at the Phillips Petroleum Company Weld County Plant - Keenesburg, Colorado Gas Compressors Eight skid mounted gas compressors will be added. These will be 400 HP to 600 HP size similar to those already installed. The exist- ing building will be extended to the west as shown on Job No. 76-0-1 Sheet 3 of 3. The cross hatched area in this building indicates the build- ing area set aside for a repair or work area. Air Compressors Three skid mounted air compressors will be added. These will. be 280 HP size similar to the one already installed. The extension will be to the west as indicated on Job No. 76-0-1 Sheet 3 of 3. A building similar in appearance to the existing compressor building may be added to house these machines as indicated on these drawings. Inlet Receiver The inlet receiver will be a low profile vessel used to separate incoming liquids from the gas stream. This vessel will be installed in the location indicated on Job No. 76-0-1 Sheet 3 of 3. West New Process Area The following equipment will be added in the process area west of the existing process area as indicated on Sheet 3 of 3. A Demethanizer tower approximately 100 feet high, a low temperature equipment skid, with related pumps, separators, scrubbers, etc. all similar to equipment in the existing process area. North New Process Area The north new process area will duplicate equipment in the exist- ing process area as a parallel unit for increased production. This area is indicated on Sheet 3 of 3. Product Surge Tank A liquid hydrocarbon product surge tank required for added pro- duction will be added as indicated on Sheet 3 of 3. Page 2 Pipeline Pumps Two 20 horsepower pipeline pumps will be added to deliver in- creased production. Location is indicated on Sheet 3 of 3. Fired Heater A regeneration gas heater will be added east of the Hot Oil Furnace and will be similar in appearance. Location is indicated on Sheet 3 of 3. Control Building Extension Housing for added instrumentation will be an extension to the east side of the existing control building. Building design and con- struction will be similar to the existing control building. Location is indicated on Sheet 3 of 3. Plant Roads The plant service road along the south side of the compressor building will be extended to accommodate the added gas compressors, mat- erials and construction to match the existing road. Location is indicated on Sheet 3 of 3. • Developmental Criteria - Statements 1. Permitted use shall be for the addition to and operation of an existing gas processing plant. 2. Buildings shall be 60 feet or greater distance from the south property line, as well as the north, west, and east property line as indicated on the plot plan sheet 3 of 3 of this submittal. 3. Automotive equipment parking area shall be 50' or a greater distance from the south property line. 4. Approximately 5 parking spaces are provided for company and employee vehicles. 5. Landscaping will be provided. Primary objectives will be leveling, filling, and assuring that efficient drainage is attained from the development and surrounding area. The area will be seeded as necessary. 6. Signs: none will be added. 7. The automotive equipment parking area, tank truck loading, and other areas requiring elevated lighting will be lighted with wide light or equal. 8. Required additional fencing to match existing - 32" high galv. "Stock" fence topped with 3 strands of barbed wire - and steel posts. 9. Additional roadways will match existing - 16 ft. wide with 6" stabilized subgrade treated with asphalt emulsion with a drip seal surface. 10. The entire 8. 79 acres will be developed and utilized as indicated on. the Plot Plan Sheet 3 of 3 of this submittal. 11. Operation of these facilities does not visualize waste water or oil; all such systems are closed systems. However, in event of such, a "dry" lined existing evaporation pit has been provided as shown on the Plot Plan, Sheet 3 of 3 of this submittal. 12. Additional water for domestic sanitary and drinking will not be required. The existing approved facilities being adequate. 13. Also a $25.00 application fee is required by current provisions of Regulation No. 3 of the Air Pollution Control Division, State Health Department, 4210 East 11th Avenue, Denver 80220. Enclosed is a copy of Regulation No. 3 for your review. Regulation No. 7 deals with hydrocarbon emissions. Sections of this regulation include (b) Petroleum Distillate Storage. The Product Surge Tank proposed for the site may come under this Regulation. Section (e) Pumps and Compressors - the eight gas compressors and 3 air compressors may come under this Regulation. The glycol regenerating unit would also require an A.C.E.N. along with any other possible emission points not noted here. All machinery, apparatus, equipment and other improvements furnished by Lessee to the leased premises shall be and remain the property of Lessee, and Lessee shall have the right, at its option, at any time before the expiration or termination of this lease, and for a reasonable time there— after, to remove same, and shall remove the same upon the demand of Lessor. 4. Lessee contemplates construction of a natural gasoline and liquids extraction plant on the premises, with accompanying facilities incidental thereto. Lessor recognizes that there may be considerable noise, odors, illumination by flares and other factors incidental to construction and operation of said facilities and waives any future claim of damages or '1 right to complain of nuisance by reason of construction and operation of the facility. r, *If Lessor demands that Lessee remove said improvements the Lessor shall remove from the leased premises not only the building, machinery, equipment and apparatus but also all of the concrete foundations and footings . 3 5. Lessor shall pay all taxes and assessments, general and special, upon the leased premises and property and Lessee shall pay all taxes and assessments upon machinery, apparatus and equipment owned by Lessee and located on said premises. Upon Lessee's written request, Lessor will furnish Lessee annually official tax receipts or true copies thereof showing payment before delinquency of all taxes and assessments levied on the leased premises and property. Lessee shall cause all of its property placed on the leased premises to be assessed and taxed as its personal property separate from the real estate. 6. Lessor hereby fully warrants the title to the leased premises and property and will defend the same against all claims of all persons and agrees that Lessee shall have the right at any time to redeem for Lessor by payment any mortgage debt, taxes or other liens thereon in the event of default bSr Lessor and be subrogated to the rights of the holder thereof and may deduct any such payments from subsequent rentals in addition to all other rights and remedies afforded by law, and in event of failure of title or loss of possession by Lessor, Lessee may cancel this lease. 7. Lessor reserves all oil, gas or other minerals lying in and under the premises and all water rights subject to Item 8 below, presently owned or acquired in the future. Lessor surrenders all rights of ingress and egress across and on the surface of the premises for exploration, development and producing purposes, but is not limited in recovering said minerals by means of directional drilling or otherwise from the surface of adjacent lands. 8. Lessee shall have the right to make a connection to Lessor's water well located on the second described tract above and to construct a pipe leading from said well to Lessee's facilities on the above described lands. Further, Lessee shall have the right to whatever amount of water is needed for sanitary disposal and drinking water for Lessee's employees or contractors, but for no other purpose except upon prior arrangement with Lessors. Lessee agrees that it shall be responsible for all maintenance and repair work on the existing water well, but Lessor shall have the right and access to service said well at any time. Lessor agrees to continue to furnish and pay for electrical power. Lessor does not warrant the quality - e 1,- • or quantity of the water'produced from the well, however, in the event that the quality or quantity of the water becomes unsatisfactory to Lessee, then, at Lessee's discretion the rentals herein shall be reduced by the amount of Fifty Dollars per annum. 9. Lessee shall maintain the road and two culverts presently existing upon the premises in a good and workmanlike manner. During the time the road is fenced to restrain livestock, Lessee shall cause the gate at the main - entrance to remain closed or install a cattle guard. 10. Lessee shall maintain the leased premises so as not to cause - exeessive erosion and will be liable for any erosion directly caused by Lessee's operations and activities upon the land. 11. Lessee shall have the right to assign this lease or to sublet the premises hereby leased, in whole or in part, at any time during the term of this lease or any extension or renewal thereof, with consent of Lessor. The sub— letting of said premises shall not release the Lessee from its obligations to pay rentals as hereinabove provided; however, by assigning said lease, Lessee shall be relieved of all obligations relative thereto. , 12. This instrument incorporates all of the obligations of the parties hereunder and there are no oral agreements or understandings between the parties concerning the property covered by this Lease Agreement. 13. The covenants and provisions hereof shall extend to and be binding upon and shall •inure to the benefit of the parties hereto, their respective heirs, executors, administrators, successors and assigns, but shall become binding upon Lessor only after it has been executed by Phillips Petroleum Company.
