Mrs. Adolf Anderson called to inform me that there were two trucks unloading
waste water at Rech' s site at the very time she was talking to me. Since
I was not able to personally view these trucks, Lee Morrison, Assn ' t. County
Attorney called Gil Olson, Engineering, to see if one of the Engineering
crew could drive by. Warren Meyer, Engineering made an immediate inspection
but only saw recent truck tracks which were not there on June 13, 1979.
Efforts will continue to be made by me, the Sheriff ' s Dept.and Engineering
Dept.

After talking personally with Mr. Anderson, a neighboring land owner, who
informed me that waste disposal is being dumped at Rech' s site, I made an
inspection and waited for a period of time to see if more trucks dumped. Not
being able to note any waste disposal being dumped, I left my camera with Mr.
Anderson who was willing to take pictures of any trucks he sees dumping at the
site. He informed me that most of their dumping occurs after 5: 00 in the
evening, therefore, I would not be available to inspect the property. I
informed Mr. Anderson to stay on his parcel of land, and not to enter the
disposal site at any time, and to further let me know the outcome.

Re: Rech' s Oil and Wastewater
Disposal System r
Dear Mr. Lind:
I
Approximately two and one-half weeks ago both you and your clients,
the Adolph Andersons, contacted Weld County regarding the possible
violations of the Weld County Zoning Resolution by Stan and Linda I
Rech, d/b/a Twenty-One Oil Disposal. The Andersons were concerned
that production water was still being disposed of by the Rechs into
their so- called`'leach field"even though the Special Use Permit for
such an operation had been revoked by the Board of County Commis- r
sioners of Weld County.
Our investigation has not uncovered any evidence that the activities
observed around the Rechs ' facilities involved the dumping of pro-
duction water into the leach field. Rather, it is our information V
that Amoco has been using their battery of tanks, located next to
the Rechs' , in order to separate the oil from the the production water.
The water and oil mixture is pumped from a truck into the tank
system, the oil collected, and the water pumped back into a truck
for transportation to another facility.
The Andersons have been very helpful in providing information to
Weld County and have even taken pictures to aid our investigation.
Weld County is most grateful for their assistance and does not in-
tend, should any further evidence arise, to permit the Rechs to
dump production water into any type of disposal system without first
obtaining a Special Use Permit. Should the Andersons observe any
such activity, I would appreciate them contacting Cathy Carter, of
the Department of Planning Services, directly at 356-4000, ext. 405
or through the Fort Lupton Substation.
