JUN 0 6 2011 Mr. Mike Collins Area Manager Eastern Colorado Area Office 11056 West City Road 18E Loveland, Colorado, CO 80537-9711 Subject: Invitation to Emergency Flood Exercises, Colorado—Big Thompson Project Dams,Colorado Dear Mr. Collins: The Bureau of Reclamation's Eastern Colorado Area Office(ECAO) is conducting three groups of functional- level emergency flood exercises for the Colorado-Big Thompson(C-BT) Project Dams. The exercises are a product of prior planning conferences, and numerous coordination activities conducted during the last 6 months. Multi-agency incident management staff representing ECAO, and their respective affected jurisdictions (listed below) are requested to participate in the exercises. The exercises will be held on Tuesday, July 26 and Wednesday,July 27, 2011 at the Larimer County Fairgrounds"Ranch"complex located at 5280 Arena Circle, Loveland, Colorado. The main venue for all three exercise groups will be at the Thomas M. McKee 4-H building, in the Timnath room(enclosed are maps of the incident area and exercise venue location). Please attend the session applicable to your jurisdiction. The following is the group exercise schedule: Tuesday,July 26 Group 1 —8:00 a.m. to 12:30 p.m. — including Olympus, Mary's Lake, and East Portal Dams, affecting Larimer and Weld Counties and communities of Estes Park, Loveland, and Greeley, along the Big Thompson and South Platte Rivers. Group 2— 1:00 p.m. to 5:30 p.m.— including Carter Lake, Rattlesnake, and Flatiron Dams, affecting Larimer and Weld counties and communities of Loveland, Milliken, and Greeley,along the Big Thompson and South Platte Rivers. Wednesday,July 27 Group 3 —8:00 a.m. to 12:30 p.m.— including Horsetooth Reservoir Dams, affecting Larimer and Weld counties and communities of Fort Collins and Greeley,along the Cache La Poudre and South Platte Rivers. The exercises will provide an interactive forum to enhance incident management within the ECAO and the other affected agencies pertinent to dam incidents. An orientation seminar will immediately precede the exercise activity to provide background, and instructions to participants. The exercise fulfills a Reclamation agency directive and provides for enhancing participants' understanding of their roles and responsibilities for managing flooding incidents, including detection, operational decision-making, emergency notification,and warning and evacuation of at-risk populations. The evaluation will contribute to the development of the After Action Report, including potential recommendations for improvement.
