RE: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES ON COUNTY ROAD 13
BETWEEN COUNTY ROAD 68.5 AND TIMNATH CITY LIMITS
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS,the Weld County Department of Public Works has recommended to the Board
that"45 M.P.H."signs be installed on County Road 13, between County Road 68.5 and the Timnath
City Limits, to ensure safety to the traveling public, and
WHEREAS,the Board has determined that said traffic control devices are necessary for the
protection of the general public.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Department of Public Works be, and hereby is, directed to install
"45 M.P.H." signs on County Road 13, between County Road 68.5 and the Timnath City Limits, for
the safety of the general public, and said signs shall conform to the State Manual of Uniform Traffic
Control Devices.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 18th day of April, A.D., 2011.

SUBJECT: Reduction of Speed Limits on WCR 13
A Request Resolution from the BOCC directing Public Works to install traffic regulatory signs (Speed Limit R2-
1) on WCR 13 between WCR 68.5 and Timnath City Limits.
Traffic counts on WCR 13 between WCR 68.5 and Timnath City Limits was performed in April 2010, the
Average Annual Daily Traffic (AADT) was 662 and the 85th percentile of speed was 45 mph. The
Manual on Uniform Traffic Control Devices (MUTCD) recommends posting the speed limit within 5 mph
of the 85 percentile speed limit (Section 2B-13). Other factors such as road characteristics, roadside
development, accident records, and shoulder conditions may be considered when establishing speed
limits.
WCR 13 is a treated gravel road and is classified as an arterial road. Research into the recent accident records
showed one property damage only accident on this segment of roadway in the past 4 years. Based on this
information; Public Works recommends that the speed limit on WCR 13 between WCR 68.5 and Timnath City
Limits should be reduced to 45 mph.
