The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at 401 N. 15th Avenue, Greeley, Colorado, on Wednesday, April 6, 1977 at 1:30 P.M. ROLL CALL: The meeting began with prayer by Nancy Clark, president. On roll call the following Council members were present: President Nancy Clark Vice President Bob White Councilman John T. Martip Councilman Robert Martin Absent: Floyd Oliver MINUTES: The minutes of March 16, 1977 were approved by motion of Bob White and seconded by John Martin. Motion carried unanimously. REPORTS SOUTH WELD TOWNS MEETING: Nancy Clark and Bob Martin attended the Southern Weld Towns meeting on March 24. They both briefly commented on the meeting. TREASURER: Nancy Clark read a letter from County Treasurer Mike Loustalet. He suggested April 20 as a time to discuss with the Council the salaries of elected officials. COUNCIL MOVING: Nancy Clark reported United Way could not move as of April 1 and gave them an extension of a few weeks. Judge Carpenter wishes the Council to completely redecorate their new location in the Court House. The Council felt they cannot afford it and were not sure how long they would be there if space is available in phase three of the County Complex. The move will take place after April 20 and the May 4th regular meeting will be in the Court House. PRESS RELEASES: Nancy Clark reported she attended the Weld County Weekly Publishers' Association meeting. She felt three things were learned about the Council's monthly news releases: 1) news releases contained old news, 2) some felt the information was of value, and 3) others said this was the first time they had ever received anything from county government. 770953 Qe - , ryr_nwtR� fr#7- County Council Minute"-` Page 2 April 6, 1977 Nancy Clark concluded that the Council needs to change their format and prepare news releases dealing with philosophical questions. She suggested publishing a series that answeres questions citizens might have as to the function of the Council. All of the Council members would participate in writing them but they would be reflecting the opinion of the Council as a whole. Bob White then made a motion to send news releases of this nature once a month on a trial basis. John Martin seconded and motion carried. Nancy Clark had written the first news release and read it to the Council. GUIDELINES FOR CONFLICT OF INTEREST: Bob White felt that the Charter explains conflict of interest well. He made a motion to send a letter he had composed with an attached copy of Charter Section 16-9(3) to all elected officials. The letter encouraged the elected officials to properly inform any employees or appointed board members which might be affected by this section of conflict of interest. Bob Martin seconded the motion and carried unanimously. Nancy Clark discussed the possibility of the Council developing a code of ethics for the commissioners and all elected officials. The Council decided to collect information from various legislators on codes of ethics and conflict of interest and to have a work session discussing their findings. This will again be discussed at the next meeting. GRAND JURY: Nancy Clark read a prepared letter to District Attorney Robert Miller requesting that a grand jury be convened. The Council recommended that Road and Bridge and related areas be considered as well as other concerns brought to his attention which may include criminal violations. Bob White made a motion to approve this letter and have it sent to Mr. Miller. Bob Martin seconded the motion and it carried unanimously. HUMAN RESOURCES: It was reported that Walt Speckman had a new report prepared on Human Resources and would welcome an opportunity to discuss this with the Council. Nancy Clark will schedule this for May. Bob White suggested visiting the Human Resources department. He also added that the Council missed Gil Olson's department while on the tour of the Engineering Department and would like to visit there. Nancy Clark will also schedule this. There being no further business the meeting was adjourned. The Council has reviewed many aspects of county government since its beginning in January 1976. Generally, we believe that Weld County citizens can be proud of its government and the innovative changes made as a result of the Home Rule Charter. However, there remains some unanswered questions that a review by a Grand Jury could resolve. The County Council recommends that you include in the Grand Jury Road and Bridge and related areas of Weld County government, as well as other concerns that have been called to your attention which may include criminal violations.
