BID REJECTED-WELD COUNTY BOARD OF COMMISSIONERS —11/7/11
On October 19, 2011, Weld County Public Works received two bids for CDOT Project
AQC C030-046, (18378) for the design/build turnkey facility of a compressed natural gas
fueling station in the UFR TPR. Two bids were received for the project in the amounts of
$483,150 (Clean Energy) and $509,665 (ELA Group, Inc.) with the low bid being
submitted by Clean Energy.
The project estimate was $760,000, which is represented in the approved contract
between Weld County and CDOT dated 5/11/2011. Weld County received $400,000 in
federal congestion, mitigation, air quality (CMAQ) program funds. The oil and gas
industry provided the 17.21% local match which equates to $83,150 for this project.
Upon review of the bid proposals, the information provided by Clean Energy to Weld
County does not meet bid specifications, more specifically#3 and#17.
ELA Group, Inc. met all the required bid specifications; therefore, staff recommends
rejecting the low bid and awarding the project to ELA Group, Inc.
