RE: APPROVE CANCELLATION AND RELEASE OF COLLATERAL FOR USE BY SPECIAL
REVIEW PERMIT#1633-SPICER RANCHES, LTD., C/O BECKY MEYRING
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS,by Resolution dated September 3, 2008, the Board approved the application of
Spicer Ranches, Ltd., 37440 County Road 43, Eaton, Colorado 80615, for an Agricultural Service
Establishment primarily engaged in performing agricultural, animal husbandry, and horticultural
services on a fee or contract basis, including Commercial Rodeo and Equine Center (indoor and
outdoor) on the following described real estate, to wit:
SW1/4 of Section 27, Township 7 North, Range 65
West of the 6th P.M., Weld County, Colorado, and
WHEREAS, on June 8, 2009, the Board of County Commissioners of Weld County,
Colorado, approved an Improvements Agreement According to Policy Regarding Collateral for
Improvements between the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, and Spicer Ranches, Ltd., with terms and conditions being as
stated in said agreement, and accepted check#8073, from Spicer Ranches, Ltd., in the amount of
$7,000.00, and
WHEREAS,staff from the Weld County Departments of Public Works and Planning Services
have conducted a visual inspection and recommend release of said collateral.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that check#8073, from Spicer Ranches, Ltd., in the amount of$7,000.00, be,
and hereby is, canceled and released.
BE IT FURTHER RESOLVED by the Board that the Clerk to the Board be, and hereby is,
directed to return said collateral to the appropriate issuing party.

The Department of Public Works and Planning Services received a request from the applicant,
Becky Meyring for an inspection of the property located near County Roads 43 and 76.
The Department of Public Works as stated in their Memorandum dated March 24, 2011,
determined that all transportation related elements have been completed to their satisfaction,
including receipt of As-Built Engineering Drawings stamped and signed by J.C. York, J&T
Consulting, Inc., P.E. No. 36846 dated March 21, 2011.
The Department of Planning Services has determined that all non-transportation related items
had been completed and were acceptable.
The Weld County Attorney, the Department of Public Works and the Department of Planning
Services, have determined that the site is incompliance with the approved drawings and
therefore recommends full release of the cash deposit provided by the applicant.

Request for Release of Collateral:
The Department of Public Works and the Department of Planning Services received a request
from the applicant, Becky Meyring/Spicer Ranches, Ltd., requesting an inspection of the property
in order to obtain the release of collateral for the Agricultural Service Establishment (USR-1633),
located at WCR's 43 and 76.
Following completion of Punch List items, Weld County Public Works Department performed a
site inspection, at the above mentioned site, and observed the following:
• All Public Works related items on Exhibit A, of the Improvements Agreement According
To Policy Regarding Collateral For Improvements Document # 2009-1306, have been
completed and are found to be acceptable.

The applicant's engineer provided as-built drawings that were stamped, signed, and
dated by J C York, P.E. No.36846 on March 21, 2011. The drawings were dated March
12, 2011. The drawings included revised calculations showing the ditches constructed
during this project were capable of carrying the design flows.
The drawings and associated calculations appear to be acceptable to Public Works.

Record Drawings
Dear Mr. Kimmi:
We have prepared this letter to address the requirements of the Weld County Storm
Drainage Criteria regarding the Spicer Ranches USR 1633. The record drawings have
been completed and we believe we have addressed all of your comments you provided
to us in January 2011.
I have included revised basin calculations for Basin B as the majority of this basin will
remain an irrigated field which will not receive storm runoff from the indoor arena. The
storm runoff in Basin B will be intercepted in the east drainage ditch prior to reaching
the irrigated field. The change in the area of the basin does not affect the detention
storage volume that is required for this site as the area that was removed was the
irrigated field which did not have any impervious area. I have also included revised
detention pond calculations and channel calculations for the different geometry of the
east and west drainage channels.
