The Weld County Public Works Department has reviewed this proposal. This project falls under the Use
by Special Review Standard, Weld County Code, Chapter 23, Article II, Division 4, Section 23. Staff
comments made during this phase of the Use by Special Review process may not be all-inclusive, as
other issues may arise during the remaining application process.
COMMENTS:
Weld County Road Classification Plan (FHU):
The Colorado Department of Transportation (CDOT) has jurisdiction over all accesses to the state
highways. Please contact Gloria Hice-Idler at the Greeley office (970-350-2148 or 970-350-2163)to verify
the access permit or for any additional requirements that may be needed to obtain or upgrade the permit.
(State Highway 52)
Access:
The applicant proposes to use the existing shared access with Nelson Pipeline. The existing shared
• access is paved.
1. The gravel driveway portion of the access and the parking area shall be graded and drained to
provide an all-weather access to the facility.
2. Pursuant to Chapter 15, Articles I and II of the Weld County Code, if noxious weeds exist on the
property or become established as a result of the proposed development, the
applicant/landowner shall be responsible for controlling the noxious weeds. All vegetation, other
than grasses, needs to be maintained at a maximum height of 12 inches until the area is
completely developed.
Storm Water Drainage:
The applicant has identified an existing low point that will be used as a water quality depression.
3. The historical flow patterns and run-off amounts will be maintained on site in such a manner that
it will reasonably preserve the natural character of the area and prevent property damage of the
type generally attributed to run-off rate and velocity increases, diversions, concentration and/or
unplanned ponding of storm run-off.
4. Please add the following note to the final plat: "Weld County is not responsible for the
maintenance of drainage related features."
5. Please show the water quality area on the final plat and label it as "Water Quality, No Build or
Storage Area".
Flood Hazard Development Standards:
This area IS NOT in a Special Flood Hazard Area (SFHA) as determined by the Federal Emergency

Environmental Health Services has reviewed this proposal for a dog kennel for 99 dogs.
Water will be supplied by an individual well, which the applicant is in the process of re-
permitting to allow for kennel use.
The application states that the kennel may have one employee. There will also be
clients who come to the site and they must have access to potable water, restroom and
hand washing facilities. There was also no mention if any water will be used in the daily
sanitation of the kennel and/or supplies (bowls, bedding ect). Either a septic system will
need to be installed for kennel usage or the existing septic system must be made
• available for use.
There is an existing septic system (permit G-19750797) that was permitted for a 2
bedroom residence (4 people). An engineer's review is required if the usage exceeds 4
people and/or wastewater from the kennel operation is disposed of in the existing septic
system.
The application indicates that waste will be cleaned from the kennel on a daily basis and
placed in a dumpster which is picked up weekly by Your Way Disposal.
The dust abatement plan states that dog runs will be covered with pea gravel. The plan
should also contain a statement that water will be utilized for dust control if necessary.
Noise will be restricted to the level allowed in the non-specified zone district.
The applicant has applied for a Pet Animal Care Facilities Act license.

1. Building permits shall be obtained prior to starting. A plan review is required for each
building or structure for which a building permit is required. Two complete sets of plans are
required when applying for each permit. Include a Code Analysis Data sheet for the Weld
County Building Department for each structure that requires a permit. Submittal plans shall
include a floor plan showing the specific uses of each area for the building. Plans shall bear
• the wet stamp of a Colorado Licensed Architect or Engineer.
2. Buildings shall conform to the requirements of the various codes adopted at the time of
permit application. Currently the following has been adopted by Weld County: 2006 International
Building Code; 2008 National Electrical Code; 2006 International Mechanical Code; 2006
International Plumbing Code: 2006 International Energy Code;2006 International Fuel Gas
Code; 2003 ANSI 117.1 Accessibility Code and Chapter 29 of the Weld County Code.

Plans submitted to FLFPD are reviewed for compliance with the fire code as adopted and/or
amended. This report is intended to provide the submitter with the status of plan approval, and
any comments that may require further information,verification or action for approval of plans.

• Comments:
1. 1) The address must be placed on the business and in a position that is clearly visible
from the street fronting the business. Address numbers need to be a minimum of 4 inches
high,have a% inch stoke, and they need to be on a contrasting backboard.
2. Fire extinguishers must be located inside all occupied buildings.Travel distance to an
extinguisher in the kennel area cannot exceed 50' and 75' in the business office.
Extinguisher size and type need to meet the requirements of Section 906 of the IFC, and
NFPA 10.
3. Fire apparatus access roads shall be designed and maintained to support the imposed
loads of fire apparatus. All fire apparatus access roads must have a surface to provide all-
weather driving capabilities. The fire department will need to have full access to the
grounds and building.
4. Fort Lupton Fire Protection District must be notified by the occupant to schedule a fire
safety inspection of the business prior to taking occupancy.

Dear Mr. Gathman:
This referral does not appear to qualify as a "subdivision" as defined in Section 30-28-101(10)(a),
C.R.S. Therefore, pursuant to the State Engineer's March 4, 2005 memorandum to county planning
directors, this office will only perform a cursory review of the referral information and provide comments.
The comments do not address the adequacy of the water supply plan for this project or the ability of the
water supply plan to satisfy any County regulations or requirements. In addition, the comments provided
herein cannot be used to guarantee a viable water supply plan or infrastructure, the issuance of a
well permit, or the physical availability of water.
According to the referral information the operation will be served by an existing well, however no
well permit number was provided. The State Engineer's Office records show that the well permit number for
• the property is 74441-F.
Well permit no. 74441-F was issued on September 1, 2010 for the change/expansion of use of an
existing well permit no. 121918-A (canceled). The use of ground water from this well is limited to
commercial, domestic and livestock watering purposes. The annual amount of ground water to be
appropriate by this well shall not exceed 2.9 acre-feet. This well produces water from the non-tributary
Laramie-Fox Hill aquifer.
Based on the uses described above this office has no objections to the use of well permit no. 74441-
F to supply the proposed kennel, as long as the well is being used within the conditions of approval of well
permit no. 74441-F.
