HomeMy WebLinkAbout20113052.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO NOVEMBER 28, 2011 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, November 28, 2011, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Barbara Kirkmeyer, Chair Commissioner Sean P. Conway, Pro-Tem Commissioner William F. Garcia Commissioner David E. Long Commissioner Douglas Rademacher Also present: County Attorney, Brad Yatabe Acting Clerk to the Board, Esther Gesick Director of Finance and Administration, Monica Mika MINUTES: Commissioner Conway moved to approve the minutes of the Board of County Commissioners meeting of November 23, 2011, as printed. Commissioner Garcia seconded the motion, and it carried unanimously. AMENDMENTS TO AGENDA: There were no amendments to the agenda. PUBLIC INPUT: Doug Meyer, County resident, submitted a Tribune article, dated November 25, 2011, titled "Officials: Wells need to be turned on,"marked Exhibit A. He also inquired whether the Board had contacted the Forest Service regarding its position on requiring property owners to sign their water rights over to the U.S. Government as a permit condition. Commissioner Rademacher stated he just learned of this issue last week and he intends to speak with Forest Ranger, Lori Bell, to express his opposition. Commissioner Conway stated the U.S. Forest Service has had a policy to try and acquire water rights through Special Use Permits when possible. He stated he is opposed and agrees it is important to remain diligent on this matter. CONSENT AGENDA: Commissioner Rademacher moved to approve the Consent Agenda as printed. Commissioner Conway seconded the motion, and it carried unanimously. NEW BUSINESS: CONSIDER INTERGOVERNMENTAL AGREEMENT FOR FUEL PURCHASE AND AUTHORIZE CHAIR TO SIGN - CITY OF FORT LUPTON: Brad Yatabe, Assistant County Attorney, explained this item is similar to an agreement currently held with the City of Greeley and he reviewed the terms for the record. Commissioner Garcia moved to approve said agreement and authorize the Chair to sign. Commissioner Conway seconded the motion, which carried unanimously. Minutes, November 28, 2011 2011-3052 ;Pi Page 1 BC0016 \� CONSIDER CHILD PROTECTION AGREEMENT FOR SERVICES AND AUTHORIZE CHAIR TO SIGN - CONSULTING FOR WELLNESS AND PREVENTION, LLC: Judy Griego, Director, Department of Human Services, stated the contractor will provide bilingual foster parent consultation beginning November 1, 2011, through May 31, 2012, at the rate detailed in the agreement. Commissioner Garcia moved to approve said agreement and authorize the Chair to sign. The motion, which was seconded by Commissioner Rademacher, carried unanimously. CONSIDER ADDENDUM TO CHRONIC DISEASE SELF MANAGEMENT PROGRAM MASTER TRAINER AGREEMENT AND AUTHORIZE CHAIR TO SIGN - CENTRAL COLORADO AREA HEALTH EDUCATION CENTER: Ms. Griego stated this addendum will provide a more accurate number of the clients being served (serving 40 more clients for a total of 75, at a rate of $110.00 per completion), for the term beginning October 20, 2011, and ending March 31, 2012. Commissioner Long moved to approve said addendum and authorize the Chair to sign. The motion was seconded by Commissioner Rademacher and it carried unanimously. CONSIDER REVISED 2012 ANNUAL PLAN AND BUDGET FOR AREA AGENCY ON AGING PROGRAMS (TITLE III AND VII) AND AUTHORIZE CHAIR TO SIGN: Ms. Griego stated the Revised 2012 Plan and Budget reflects a new funding level of$781,033.00, increased from $730,780.00, due to an allowable carry over and a slight increase in the federal allocation to be used for various programs retroactive from July 1, 2011, through June 30, 2012. Commissioner Long moved to approve said revised Annual Plan and Budget and authorize the Chair to sign. Commissioner Rademacher seconded the motion, which carried unanimously CONSIDER DIRECTING CLERK TO THE BOARD TO HAVE PUBLISHED EMERGENCY ORDINANCE NO. 244-B SUPPLEMENTAL APPROPRIATION FOR 2011: Barb Connolly, Controller, explained the Board is required to publish a notice prior to considering a Supplemental Appropriation for emergency approval. Commissioner Rademacher move to direct the Clerk to the Board to publish the emergency notice. Commissioner Conway seconded the motion, which carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
