RE: APPROVE APPLICATION FOR RADON AWARENESS GRANT AND AUTHORIZE CHAIR
TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Application for the Radon Awareness
Grant from the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Weld County Department of Public Health and
Environment, to the Colorado Department of Public Health and Environment, commencing
October 1, 2011, and ending September 30, 2012,with further terms and conditions being as stated
in said application, and
WHEREAS,after review,the Board deems it advisable to approve said application, a copy of
which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Application for the Radon Awareness Grant from the County of Weld,
State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of
the Weld County Department of Public Health and Environment, to the Colorado Department of
Public Health and Environment be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign said application.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 27th day of July, A.D., 2011.

COLORADO subject: Request to Submit Radon Grant Application
The Environmental Health Services Division of the Weld County Department of Public Health &
Environment is requesting permission to submit a grant application to the Colorado Department of
Public Health & Environment for radon awareness education and distribution of radon test kits.
Given the fact that the U.S. Environmental Protection Agency has given Weld County a Zone 1*
designation for radon, we believe it is important to educate the citizens of Weld County about this
invisible danger. We hope that by providing information regarding the dangers of radon, and the
resources for testing, the long-term hazards for our citizens will be lessened.
If awarded funding, we will conduct a general media and public outreach campaign to increase the
awareness of all Weld County residents regarding the dangers of radon, and to promote testing. We
will also conduct an educational campaign targeting municipalities (city councils and planning
departments) regarding the adoption of Appendix F of the International Residential Code (the
requirement for new homes to be built with radon resistant new construction).
The total budget for this project is $18,089. We are requesting $9,550 for media, radon test kits,
printing, postage, Home & Garden Show booth registration, promotional items, and travel from
CDPHE; and providing a match of$9,793 (10% of Gabri Vergara's salary and fringe, and indirect).
This grant requires a 1:1 match.
Currently, we provide some limited radon education and outreach when we participate in health fairs
and other similar events, as well as field calls from residents regarding testing and mitigation. This
funding would allow us to expand on these efforts.
It is my recommendation that the Environmental Health Services division be given permission to
submit the attached grant application.
* Zone 1 counties have a predicted average indoor radon screening level greater than 4 pCi/L(pica curies per liter).

I. Scope of Work:
Weld County covers an area of 3,999 square miles in north central Colorado,making it
the third largest county in Colorado. There are 31 incorporated towns in Weld County,
with a total population of 252,825. The county seat and principal city, Greeley, is located
in the west central part of the county and contains one-third of the county's population
(92,625 people and 35,218 households). Generally, most of the remaining population
resides within a 20 to 30 miles radius of Greeley; the northeastern part of the county is
sparsely populated. We believe,through the wide variety of outreach and educational
activities planned, we will effectively reach more than 50%of the residents residing
within Weld County.
The U.S. Environmental Protection Agency has given Weld County a Zone 1 designation
for radon. Based on this designation, the Weld County Department of Public Health and
Environment (WCDPHE)believes it is important to educate the citizens of Weld County

Create informational packets to be distributed to municipalities educating them on
Appendix F of the International Residential Code. Packets will include basic
information on radon (what it is, what its dangers are, how it can be prevented), and
resources for adopting Appendix F.

Distribute informational packets to municipalities and act as resource for questions and
requests for more information.
January 2012
Press release and other outreach (to schools,daycares,etc.) promoting Radon Action

HI. Deliverables: We will make available all materials created during this project. We will
also provide quarterly and final reports detailing progress and success of program.

Staffing Information:
Gabrielle (Gabri) Vergara, Health Education Specialist
Gabri is responsible for all health education related activities for the Environmental
Health Services division of the Weld County health department. This includes the
promotion and marketing of programs, creation of educational materials,and community
presentations and trainings. Gabri will be responsible for all aspects of this grant,
including the development of all materials, implementing programs activities, and
reporting. Ten percent of Gabri's time will be dedicated towards this project.
Operating Expenses:
Radon Test Kits: 500 radon test kits at approximately $4.25/kit for a total of$2,125.
Kits will be made available for free(one/household) at the health department, the Home
&Garden Show, and the Children's Festival.
Printing: Printing of flyers, brochures, etc. for outreach purposes to cities/towns and
builders. An estimated 5000 items printed at $ 0.20/item for a total of$1,000.
Postage: As part of the outreach to cities/town and builders, it is estimated that we will
do 150 mailings at $1.50/mailing, for a total of$225.
Promotional Items: Items such as pens,pencils,or other give-aways for the Home &
Garden Show and Children's Festival will be purchased; 1500 items at$1/each, for a
total of$1,500.
Media: Media campaign will include billboard, bus bench, radio, and newspaper
advertisements, for a total of$4,500
Home&Garden Show Booth Registration: The non-profit rate for a booth at the Home
&Garden Show is$200.
Travel Expenses:
Approximately 500 miles of travel (at$0.535/mile)throughout funded year for
implementation of project, totaling $268.
Indirect Costs: Indirect costs are based on all WCDPHE costs($8,539)at a percentage
rate of 14.68%
Match Requirement: The Weld County Department of Public Health& Environment is
providing a 103%match, including salary, fringe, and indirect, for a total of$9,793.

Re: Various agreements
Listed below are several agreements for programs or professional services that we
propose placing on the Board's agenda.
1. Cooperative Education Agreement: University of Colorado Denver College of
Nursing Clinical Training Agreement. The Board of County Commissioners has
approved cooperative educational agreements between various colleges and the
Department of Public Health & Environment. These non-financial agreements allow the
Department to host students in the fields of nursing and public health. Our staff have the
interest, expertise and time to expose potential future employees to our agency by
offering unpaid student clerkships. These relationships with professional programs and
health professions students are an important part of our workforce recruitment and
retention program. With approval of this agreement the Department would have
relationships with the following schools: UNC, Regis, the University of Wyoming, and the
University of Colorado Denver. I recommend approval to place the cooperative
educational agreement and accompanying amendment on the Board's agenda.

2. Grant Application: Colorado Department of Public Health & Environment(CDPHE)
Radon Awareness and Test Kit Distribution. The Board has previously approved the
Department's Environmental Health Services Division receiving funding from the State to
promote radon awareness and distribute home test kits to residents of Weld County. The
Department has been invited to submit an application for the next funding cycle.
Department staff routinely provide limited education on the dangers of radon and assist
residents in completing testing and referral for mitigation if appropriate. The Department
proposes using existing staff time as a match for our request of$9,550 from CDPHE.
We propose conducting a general media and public outreach campaign to increase

Awareness of the issue and promote testing. The Department would also offer
education to municipalities and planning departments regarding the provisions of
Appendix F of the International Residential Code (i.e., radon resistant construction of
new homes). Weld County is designated Zone 1 (indoor radon greater than 4 pCi/L) by
the U.S. Environmental Protection Agency making health risks from radon exposure an
important issue for residents of Weld County. The proposed application is attached for
your review of the scope of work. I recommend approval to submit the application to
CDPHE.

Attached you will find the 2011-12 radon grant application and budget. I forwarded this to Trevor on Friday,July 8,2011
prior to going on vacation. I just returned today and did not have an email from him regarding whether or not he had
had an opportunity to review it. I spoke with Talya, and she said that she hadn't seen anything come downstairs for
your review or to go to the Commissioners. Anyway, it is due on the 29"and since Trevor will not be back until the 25th,
I was concerned that we would be pushing if it does need to go before the Commissioners. Talya also said that you were
scheduled to meet with our Commissioner coordinator in the morning.
