RE: APPROVE EXPENDITURE AUTHORIZATIONS FOR VARIOUS WORKFORCE
DEVELOPMENT PROGRAMS AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with Expenditure Authorizations for Various
Workforce Development Programs between the County of Weld, State of Colorado, by and through
the Board of County Commissioners of Weld County, on behalf of the Department of Human
Services, Employment Services of Weld County, and the Colorado Department of Labor and
Employment, with terms and conditions being as stated in said expenditure authorizations, and
WHEREAS, after review, the Board deems it advisable to approve said expenditure
authorizations, copies of which are attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Expenditure Authorizations for Various Workforce Development
Programs between the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Department of Human Services, Employment
Services of Weld County, and the Colorado Department of Labor and Employment be, and hereby
are, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign said expenditure authorizations.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by

Investment Act
Enclosed for Board approval are two (2) Expenditure Authorization (EA) Requests for the Weld
County Department of Human Services' Workforce Investment Act. The Summer Job Hunt and
Outreach Expenditure Authorizations were reviewed under the Board's Pass-around Memorandum
dated February 24, 2011, and approved for placement on the Board's Agenda. The Expenditure
Authorizations include the Budget Information Summaries for the Programs and request the
following funds:
1. Governor's Summer Job Hunt($40,000.00)—The goal of the Governor's Summer Job Hunt
(GSJH) Program in Weld County is to assist youth in making the transition from school to
work by matching their skills and interests with available employment opportunities and to
coordinate these services with other existing youth programs.
Employment Services will use the PY 10 Wagner Peyser 10% Summer Job Hunt award of
$32,000.00 for staff support to the Governor's Summer Job Hunt Program in the delivery of
basic labor exchange services to youth job seekers and to encourage employers to hire youth
for the summer. Additionally, Employment Services will use the PY 10 W1A 10% Summer
Job Hunt award of$8,000.00 as follows: $7,000.00 for staff support to deliver basic labor
exchange services to youth job seekers and $1,000.00 for marketing which will be spent by
June 30, 2011. The period of performance for these funds is January 10, 2011 through August
31, 2011.
2. WIA 10% Outreach ($25,000.00) -These funds are provided to allow Employment Services
to perform the tasks identified in the Weld County Marketing Plan and which include:
conducting or participating in Job/Career Fairs; appreciation events; promoting services at
community events; advertising in local print, radio or other media to promote activities and
services; producing collateral marketing materials; salary and benefits of staff; and targeted
labor market research for local industries. The period of performance for these funds is
January 10, 2011 through December 31, 2011.

II. SCOPE OF WORK:
Program Description: Employment Services of Weld County will use the total award of$40,000.00 to
support the various activities as identified in the services to be provided. The Summer Job Hunt
Programs assists youth by linking their skills and interests with employers looking for workers.
Employment Services will strive to provide services to at least 2600 youth as specified in the goals under
PGL#11-02-WP
Purpose of Funding: The goal of the Governor's Summer Job Hunt Program in Weld County is to
assist youth in making the transition from school to work by matching their skills and interests with
available employment opportunities and coordinate services with other youth programs. Employment
Services ensures it will comply with the provisions of the Colorado One-Stop System Policy Guidance
Letter# 11-02-WP.
III. STATEMENT OF WORK:
A. RECRUITMENT OF YOUTH
A series of job fairs will be co hosted with area partners. These include:
• Career Exploration &Teen Job Fair, co-hosted with City of Greeley—March 2, 2011
• Professional Business Career Job, co-hosted with Aims Community College- April 7, 201
• As a new addition to the job fairs, ESWC will co-host an Eighth Grade Career Fair on April 26 &
27, 2011 at the University of Northern Colorado Recreation Center in collaboration with Greeley School
District 6
• A South Weld Job fair forthcoming in June 2011 partners Erie and Carbon Valley Chamber and
Rocky Mountain Christian Church.
Employment Services of Weld County will provide the registration of youth, and encourage youth to self
register through Connecting Colorado. Employment Services of Weld County(ESWC)will provide
labor market information and workshops on topics such as resume writing and interviewing skills.
Youth who complete a registration at the above events will be encouraged to meet with a Summer Job
Hunt Specialist to discuss job development. One-on-one job search and referrals to jobs will occur later.
Additional activities to increase youth awareness will include the following:
A number of schools throughout the County will be visited prior to June 30, 2011. These will include
the Fort Lupton, St. Vrain Valley School District schools in South County(Frederick, Erie), Eaton, Ault,
Windsor, Greeley District 6 Schools, Aims Community College(both the Fort Lupton and Greeley
campus'), and the University of Northern Colorado. During these visits, interested students will be
provided labor market information, Employment Services registration forms, referrals to jobs, and
information on how to access the ESWC website. Youth will also be made aware of other programs
available to them through the workforce center and staff will distribute program pamphlets and
brochures.
Information will be made available at local chambers of commerce, city offices, town halls, recreation
centers, malls, and other places where youth hang out.
Self-registration into www.connectingcolorado.com will be promoted at job fairs and youth will be
referred to resources available via the Internet which would include: information regarding job

preparation and career planning; access to programs to assist in the preparation o resumes and/or follow
up letters, etc.
Youth will also be referred to the various workshops available at Employment Services (i.e. Job Search,
and Interviewing, Colorado Career Ready Certificates, other assessments, etc.) and other resources that
relate to information on how to find a job.
Program updates will be provided via the eswc.org website concerning services or activities that offer
youth training or certification programs for job opportunities for babysitting, lawn care, or other
entrepreneurial activities.
Information will be provided to all Weld County high schools to inform youth of the program as well as
to notify them of the job fairs that will be held and a link on the eswc.org website will be provided
regarding the Summer Job Hunt Program.
Employment Services of Weld County will continue to use the Interactive Voice Response (IVR)
automated calling system to contact youth who have registered with the workforce system. Staff will
also use the IVR system to notify youth of special events.
Program staff will continue to contact youth by phone to provide job referrals, and will provide job
preparation counseling during those calls. Staff will ensure that the Job Link data base will be annotated
by properly closing the contact session with three specific types of results: ongoing job search,
inactivating registration records as required, or updating client records as obtained employment with the
date started, employer name,job title, and rate of pay.
B. RECRUITMENT OF EMPLOYERS
Active recruitment of employers and jobs will begin in March and continue for the duration of the
program. The Summer Job Hunt Program specialist will focus on employers who traditionally hire
youth for part time or summer work. Emphasis will be placed on quality job orders and referrals.
Follow-up with employers will occur on an ongoing basis.
• Directing marketing efforts and visits to employers throughout the county who are likely to hire youth
• Sending employers information on resources available for hiring youth
• Forwarding flyers to the WYCO partnership to post on their website
• Scheduling/coordinating activities with all local chambers
• Mass mailings and cold calls, either on the telephone or one-on-one site visits
• Attending the Area Business Northern Colorado Construction meetings
• Educating employers, and the public, on the Federal and State rules regarding young workers
• Provide workshops for employers in the area of applicable Child Labor Laws in April or May if the
schedule allows.
C. CAREER EXPLORATION
Youth will be able to attend Career Exploration classes on a monthly basis during May, June,July and
August 2011. The classes will be based on youth exploring the internet to find jobs. Program staff will
also provide youth with updates on information regarding appropriate links for job exploration or career
information and provide other resources, handouts, etc. Youth will also be provided information
resources regarding resumes, applications,job search, career choices, etc.

D. PARTNERING
Employment Services staff will seek public service announcements through the various local newspapers
and radio stations in addition to purchasing advertisement in selected local newspapers. The Greeley
Tribune will be invited to cover the Teen Job Fair held on March 3, 2011. Program staff will network
within the community and provide information regarding the Governor's Summer Job Hunt Program to
Community based organizations, chambers of commerce, and service clubs. Employment Services staff
will continue to partner with the City of Greeley and Aims Community College to access Channel 8 and
Channel 22 on local cable to promote the program.
Staff will present information to the Weld County workforce Development Board's Youth Council and
request their support in promoting the program in their individual companies and agencies as well as the
community.
Weld County will utilize at least$1,000.00 for marketing purposes and will ensure that this amount of
funds will be spent no later than June 30, 2011.
Local Office Personnel
Coordination will occur with the other appropriate programs operated by Employment Services. This
will include the WIA Youth Programs, TANF Summer Youth Program, and the Weld County Youth
Conservation Corps programs and the TIGHT Youth Corps.
Coordination with other One-Stop Partners
The Youth Council will discuss strategies to ensure that youth populations throughout the county, and
the various youth serving agencies, are aware of the Summer Job Hunt Program. All Workforce Center
partners will be informed of the youth programs and encouraged to have their youth, as appropriate,
access the program. In addition, program staff will attend meetings with the Greeley Youth Initiative
and other communities' recreation programs for outreach as needed and appropriate.
E. TRAINING OPPRTUNITES
Staff will attend training sponsored by the state when appropriate.
F. REPORTING
Employment Services of Weld County will ensure that data entry is completed for all Governor's
Summer Job Hunt applications,job orders, and reportable services. Staff will complete follow-up
activities on a timely basis
The employer screen will be used to report Youth Job Fair information.
Weld County ensures that information identifying how youth and employers heard about the Summer
Job Hunt Program will be tracked by inputting information into the"How did you hear about us" field in
the applicant and employer screens in the Connecting Colorado .
Entered employment results will be identified by UI wage data when available.

A year-end report will be submitted per PGL 11-02-WP dated January 5, 2011. Weld County will
include the outcomes of the program and include information on services, our best practices, and
recommendations for changes to the program for consideration for the next program year.
Employment Services of Weld County assures that it will submit at least one promising practice on the
e-colorado.org portal at the same time the final report is submitted.
IV. OTHER PROGRAM REQUIREMENTS OR SPECIFIC FUNDING PROVISIONS
a. The Grantee agrees to adhere to the requirements of relevant Policy Guidance Letters,
Program Information, and/or the specifications outlined in section b. below.
Employment Services of Weld County agrees to adhere to relevant Policy Guidance Letters and other
program specific information regarding the WIA program

Summer job hunt funds shall be expended I accordance with the applicable Governor's Summer Job
Hunt Programs Guidance Letter. $1,000.00 of the allocations shall be used for outreach, promotional
and informational activities in support of the SJH Program in the workforce regions and shall be spent by
6/30/11.

support the various outreach activities to include advertising, purchase of collateral items promoting
services and the workforce center, as well as other activities.
The goal of the program is to provide the appropriate mix of outreach activities and efforts that promote
services and inform the community about the opportunities and services available at the workforce center
as well as to promote employer job fairs and hiring events.
Purpose of Funding: Funding will be used to cover the costs of; advertising;job fairs and hiring
events; advertising employer job openings; purchase collateral items, and other costs associated with
promoting services

Outreach Funds
1. Statutory Reference: Workforce Investment Act of 1998, Title I, 20 CFR Part 652 et
al., effective August 7, 1998.
2. Purpose of Funding: These funds are provided to enhance and strengthen promotional and
outreach programs throughout the workforce regions in Colorado. These programs shall be focused on
building the image of Colorado's workforce development system as a valuable business resource that can
provide a qualified and trained workforce.
3. Required Program Elements: Grantee may use these funds for promotional and outreach
activities including, but not limited to,the following:
I. Production of local outreach collateral and literature to promote the local workforce region based
on the needs and goals of the local businesses.
2. Hosting, participating, and sponsoring employer roundtables, symposiums,job fairs,
conferences, and other events related to workforce development and economic development.
This also includes costs to promote the event, print invitations, and costs for snacks, food&
refreshments.
3. Memberships or fees/dues to participate in local chambers or economic development
organizations.

4. Advertising in local print, radio, or other media to promote the activities and services of the local
workforce center.
5. Salary and benefits of marketing staff.
6. Contracting fees for services including local PR companies, website development, etc.
Any promotional items(such as, pens, flyers, event or career fair ads, radio spots, etc.) created shall
reference the program funding source by including a statement such as, "Funded by Workforce
Investment Act funds"or"Supported by WIA", and/or contain WIA program information, if
appropriate. A promotional item shall not be an item that is solely for personal use, i.e. something
not normally used in a work setting.
4. Reporting Requirements: Grantee is required to submit a Quarterly Report summarizing the
outreach and promotional activities completed or items purchased in the prior three months. These
Quarterly Reports shall include, when possible, copies of any ads, flyers, materials, event notices,
website pages, pdfs of items, and/or promotional items produced with the support of these outreach
funds. Quarterly Reports shall be emailed to: Colorado Workforce Development Council, Outreach
Coordinator, 633 17th Street, l lth Floor, Denver, Colorado 80202, with a copy to the Grantee's State
monitor.
5. Restrictions on Funding: The funds shall be used only for allowable costs of the required
program elements as identified in these funding provisions. Grantee shall refer to PGL# 10-10-WP Use
of Funds for Outreach, Advertising, Public Relations and Informational Activities for guidance on
allowable costs related to promotional, outreach and informational activities. To ensure spending
requirements as outlined by the US Department of Labor, 70% of the funds should be expended by June
30, 2011.
