I need to clarify the response to your first question. I gave GEI Consultants wrong information. I thought that Pecan had a signed interconnect agreement with CIG. We are working on a interconnect agreement but nothing is signed yet. Re: question number 3, yes, the lighting will project downward. Is a photometric plan required? It is my understanding that a photometric plan is used to determine impacts to neighboring owners and right of way. In our situation, being that this is pasture and farm land with the nearest neighbor(John Peters) living a mile away, it seems highly unlikely that the lighting needed to illuminate the site will have an impact. On behalf of Pecan, we are providing responses below: Q1) "Does Pecan have an agreement with CIG to tap into their line? In other words,is there an interconnect agreement?" Al) Yes, Pecan has an interconnect agreement with CIG. Can you provide a copy of that agreement, or at least sections that are not confidential? Q2) "The plans show a fence on the property, but will the fence around the lay down yard be screened with opaque material? Similar facilities and USR's in the past have this requirement. The rest of the facility's fencing is adequate." A2) Pecan intends to install a 5-wire barbed wire fence around the lay down yard. Please indicate if this is not acceptable. The five fle fence is good,but is there a screen mesh that is opaque?We will only require this around the lay down yard. The rest of the nce around the property and other facilities is ok. Q3) "Could you provide a lighting plan. Just need to make sure that the lights on the facility are projected down and out and not up." A3) A detailed lighting plan has not yet been developed,however, Pecan certifies that all lights will be used exclusively for laminating the site. Off-site lamination will be minimized to the extent possible. Do you think the photometric plan will be completed prior to the Board hearing in June?
