Site Specific Development Plan and USR Questionnaire
S
1. /have been operating a waste recovery sawmill in Boulder county for the past 15 years. We take
logs that are removed from the urban forest during routine tree care operations and make lumber and
furniture out of this otherwise un-utilized resource. My business, TC Woods, LLC is a small,2-4 employee
company operating in the emerging niche industry of Urban Forest utilization. As I have been afforded
the opportunity to move my residence out to Weld county,I would also like to be able to continue this
business activity on a parcel which seems ideal for this relatively low-impact use.
We propose to continue the current Agricultural usage of the property(residence, livestock&
pasture)and add the processing and selling of urban forest products to our operations. This would
involve:
Receiving logs (from pick-up and grapple trucks); Logs are dropped off in the log yard
and moved into the Mill Shed(see plot plan).
Primary processing (Bandsaw milling on either a 10 or 24 Hp mill); Logs milled into boards
in Millshed—green lumber loaded into drying shed or other storage sheds. See Dust and Noise
' abatement plans for details on operations.
Drying of lumber (in air drying sheds or in a containerized kiln);
Secondary processing(Surface planing, edging of boards and building furniture); From drying
sheds most lumber is moved into the Woodshop,where it will be planed &/or straightlined to be sold as
finished lumber, or further refined to be sold as furniture. Some lumber is sold as 'roughsawn'and goes
directly to the lumber storage or display sheds.
Selling products (from rough-sawn lumber to finished furniture). We have customers
from hobby woodworkers to high-end professional woodworkers who come into our store to choose
boards for their specific needs or to look at or order custom work. Customers remain in the Sales area
(parking lot,Office and Lumber display sheds)and away from the processing areas(millshed and
woodshop).
Logs initially are stored outside,in the'log yard'—once the milling process begins all further
activities take place inside of buildings.We propose to have signage both at the NW corner of the
property on CR 23,and at the entrance to the facility off of the Pehr rd. The primary sign for the
business use we propose to put at a setback of 12'from CR 23 and 8'from Pehr rd. It would be single
sided,at a 45 degree angle from CR 23 (facing NW),no greater than 12 sf and built in compliance with
all pertinent codes. The text will say"TC Woods—Sawmill& Lumber". We also propose to put a
smaller sign on the entrance gate into the facility which lists 'TC Woods' and hours of operation.

2.specifically Whatin:we are proposing is consistent with the intent of the Comprehensive Plan,
22-2-20 2. A.Policy 6.2.Support opportunities,such as but not limited to hobby
farming and home businesses,to supplement family income and reduce living expenses for
farm families and others who prefer a rural lifestyle.
22-5-150& 160. Use of resources./Goals& Policies
Given the abundance and variety of resources in the County, it is desirable to support
the use of these resources in the County. (Weld County Code Ordinance 2008-13) & Support
and encourage the use of natural and other resources available in the County by the residents
of the County.
Trees are an important but hugely under-utilized local resource. After they die, they
typically are treated as a waste product. We are proposing to repurpose this natural resource
and allow a cascade of economic activity as our forest products return back into the community.
22-6-10 Economic development
B. Economic development can be defined as an approach, strategy or program that
aids in the sustainability and growth of an economy. A focus on retaining and creating primary
jobs, in particular, leads to a sustainable economy.
3. Our proposal is consistent with the Intent and Zoning of Agricultural land, in that
the great majority of our property will retain its original agricultural usage,AND even our
special use is, in the spirit of agriculture—a harvesting and utilization of plant life.
4. To our north is a small, C-3 zoned parcel currently utilized by Ramirez trucking,
oil and cattle company. Our business use is contiguous with this boundary.
To our East, South,And West are similar(larger) Agricultural lands, the
boundaries to which will all remain in our present agricultural use. Our proposed usage will be
barely, if at all distinguishable from the surrounding land uses.
5. a]. There will be 3 or 4 people living on this property, perhaps an additional 2 to 4
employees,several pick-up or log trucks per month,and from 5-15 customers per day utilizing this site.
S Total trips are initially expected to be below 20/day, but would hopefully grow to 40-50/day(IE-20-25
visits, including residents).
b]. 2-4 employees
c]. Our hours of operation will be 9-5 M-F and 10-4 on Sat.;closed Sundays.
d]. In addition to the present 13,000 sf of residence,barns and sheds we propose to
build an additional 1300-2600 sf of pole sheds and barns.
e].We will keep 4-6 Horses; 10-12 chickens&ducks and 2-3 dogs .
f]. As stated,as many as 20-25 cars and light trucks per day,and not likely more than
one grapple truck(ie-8-10 wheels,4-12 tons) per week will access this site.
g]. Fire protection will be provided by Ft Lupton FPD
h]. Our water source is a Well (#85665)& Brantner ditch rights for agriculture.
i]. Our current septic is a 2000 gallon tank and Leach field, permit#G19722104.
j]. We propose to build covered sheds for drying lumber(2000 sf)and will be utilizing
"2700sf of existing barns to display and sell finished lumber.
` 6. We are not adjusting the grade on any of the property, except for some flattening in the
log area and improvements to the drainage channels(specifically: we will be regrading the
storm flow lines from the east side of the business area towards the south (arena)drainage).
We will utilize present landscaping(trees,fences, driveways and parking areas), with an
extension of—6000 sf for log storage and truck circle. This new area will be screened on the 2
visible sides (S &W) by a 6'tall privacy fence. And we will be planting 20-30 new trees.
7. If our usage should be terminated, the reclamation to past usage would be minimal.
8. Storm water drainage in the business use area will be altered on the east edge to flow
into the southern slope towards the overflow pond. All hardscape areas are upslope of
pasture, and will drain into at least a 300' run of pasture, before draining to pond.
9. All improvements to the site are expected to be completed within 2-3 months of use
approval.
10. Our only proposed waste will be sawdust and shavings, both of which are gathered at
the point of generation and placed into a landscape bay to be sold as product. Slabs or low
quality lumber will be sold as such, or as firewood stock. We have incidental uses of chainsaws
and gas engines—the gas and oil for which will be stored in a closed cabinet, as per ANSI
Z117.1. We contract with Gator trash hauling company for waste removal.

As our proposed use will alter less than 1 acre(-1/4 acre) of soil the State of Colorado does not require
a Stormwater discharge permit.
As our emission of suspended particulates,even if we did not utilize source capture(air filtration), is well
below the guidelines from table 3 of the 2010 SMALL BUSINESS COMPLIANCE CERTIFICATION
WORKBOOK,the state does not mandate an Air Permit.
No public sewer is located within 400 ft. The existing septic(permit it 619722104)was designed for a
commercial (horse breeding)facility. The 2000 Gallon tank was emptied and the system inspected and
approved in May 2011.
Waste Management Plan
• As our business prides ourselves on utilizing appropriate technology, 90% of our processing
activities involve electrical power and no chemicals beyond lubricants or soap.
We do expect to utilize the following chemicals in our operation:
Gasoline, 2 &4-cycle motor oil; WD-40 or other lubricants; Mineral spirits, linseed oil,
polyurethanes for wood finishing; we will follow all applicable ANSI standards for the storage
and utilization of these products. We have a contract with Gator Services for weekly trash
disposal.
No vehicles or equipment will be washed on site.
•
• TC Woods Noise Abatement Policy
Our Noise Abatement program accounts for noise generated by all processing equipment emitting
greater than 80 db(a gas lawnmower); the location of the machinery; and the controls in place to
alleviate issues to both operators and the surrounding environment.
1] Chainsaws(from 20 to 88cc);utilized in log receiving area (to W.of Mill shed),at minimum of
400 ft to nearest AG property. Chainsaw db ratings average from 90-115 at 3'from source(ie-
operator). For anyone operating chainsaws PPE is mandatory,with hearing protection in the 25-30db
range. This brings the operator exposure down below the OSHA regulated 8Sdb range. For exposure to
neighboring properties the db reduction from 3 to 384' is 42db,which would also bring sound exposure
from our loudest saw well below the 85db level,and comparable to the ambient sound level from
background activity in this neighborhood.
2] Sawmills;
Two bandsawmills, located in Mill building. At minimum of 400'from nearest AG property.
The 10 Hp electric mill emits 80-90db—operators use of ppe's is mandatory and influence to
neighboring properties is below ambient sound level.
• The Gas mill peaks at 95-105 dbs at source(the 24Hp Honda engine emits 91 dbs—the blade
raspiness contributes the rest). It is partially mitigated by the sides of the''%open shed, but evenso the
diminishment by distance more than brings the audible sound at nearest AG property lines to below the
ambient level.
3]. Secondary wood processing equipment;
10 Hp planer{104},5 Hp Jointer{108}, 3Hp Dust Collector{88}, 3hp Tablesaw{98},Other shop
tools{72 to 93}. All power equipment is operated with appropriate ppe's. All machinery is in insulated,
enclosed building to north of Mill building. Sounds from secondary processing will not be above
ambient level to any nearest property line.
[Though the distance to the North, C3 property is less in all instances(to 150'at nearest),the
emitted sound levels still fall well below the ambient sound levels at the property line(as there is a solid
wall of buildings between,and the heavy machinery utilized by the Ramirez trucking,oilfield &cattle
company runs from 90 to 130 dbs). We intend to build another sound barrier fence as soon as possible
to alleviate the sound coming from this N property line.]
•
TC Woods Dust Mitigation Program
There are 3 possible causes of dust at the proposed facility:
Traffic on non-paved sections of the turn-in and parking areas; soil blowing in the 6000sf area
where present landscaping will be altered; wood dust from either the mill or the secondary processing
buildings.
A]. The access road and turn-in to our parking area are road base and gravel, the parking
area is currently graveled. Until we are able to do any paving, we will mitigate dust with a water truck.
B]. In the—6000sf area where we will be building a 1300sf millshed, and leveling the grade
for a log receiving area to the west and to direct storm water flows from the east to the south, soil will be
disturbed during the construction process. We will enclose this area with a 4' high fence before
construction begins and it will remain shielded with a 6'tall privacy fence on the S &W sides.
C]. In both the primary(mill)and secondary processing buildings both dust collection (at
point of origin)and air filtration systems will be utilized in any activities that produce dust. Any further
emission of suspended particulates, is well below the guidelines from table 3 of the State of
Colorado 2010 SMALL BUSINESS COMPLIANCE CERTIFICATION WORKBOOK, and will not
negatively impact any surrounding areas.

• Drainage/Stormwater flows on Odellproperty
[No Drainage Report is required; however the applicant shall provide a short description
of the historic stormwater flows across the property and how their application will affect
those flows. The description shall include but not be limited to: 1)where the water
originates if it flows onto the property from an offsite source, 2)where it flows to as it
leaves the property, 3)the direction of flow across the property, and 4) if there have
been previous drainage problems with the property. The application shall also provide
flow arrows on the map showing where the stormwater starts, how it goes across the
property, and where it leaves the property. The applicant will still be responsible for
providing a water quality feature that conforms to the methodology outlined in Volume 3,
Section 4.4.2 of the Urban Storm Drainage Criteria manual]
1). Stormwater flow from off-site is minimal.
2). The western %2 of the property drains into the pond, and thence to
Brighton ditch; the eastern 1/2 of the property drains directly to Brighton
ditch.
3). See attached map for flow arrows
4). Previous drainage problems have not been evident, as the drainage has
a 200-500 ft run thru an established grass pasture. Except for the NE corner
