RE: APPROVAL OF GRANT REQUEST AND CONTINGENCY COSTS FOR EVANSTON
AND WATTENBERG COMMUNITY DEVELOPMENT PROJECTS.
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, it has been requested by the Weld County Planning
Director, Gary Fortner, that certain grant requests and contin-
gency costs for Evanston - Phase III, Wattenberg - Phase I, and
Wattenberg - Phase II Community Development Projects be approved
by the Board of County Commissioners of Weld County, Colorado, as
more fully set forth in "Exhibit A" , attached hereto and incor-
porated herein by reference, and
WHEREAS, the Board of County Commissioners of Weld County,
Colorado deems it advisable and in the best interest of Weld County,
to approve said grant request for the Evanston and Wattenberg Com-
munity Development Projects as set forth in "Exhibit A" , attached,
plus a 20% contingency if needed, for each grant as long as the
amount spent does not exceed the total funds available.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Com-
missioners of Weld County, Colorado, that the grant request and
contingency costs for Evanston - Phase III , Wattenberg - Phase I ,
and Wattenberg - Phase II Community Development Projects , all as
shown on "Exhibit A" , attached hereto and incorporated herein by
reference, be and hereby are, approved.
The above and foregoing Resolution was , on motion duly made
and seconded, adopted by the following vote on the 3rd day of
May, A.D. , 1978 .

Program Narrative
Wattenberg
Wattenberg is a small community located in southern Weld
County. This area has been neglected in many ways which
has led to its economically depressed status. The South
Platte River poses a periodic threat to the health and
safety of about 25 of the 63 households in Wattenberg. The
residents of the community are predominantly low income, a
few households earn enough money to classify them as moder-
ate income. No residents earned more than $10, 300 in 1976.
According to the Weld County Housing Monitoring Study, as
documented by the Weld County Assessor ' s Records, there are
15 units which are substandard but rehabilitatable and not
located in the 100 year floodplain. The Housing Study also
showed 5 housing units , not located in the floodplain which
were dilapidated.
Community Development efforts in Wattenberg are directed to
conserving and expanding the housing supply for low and
moderate income persons through rehabilitation of substand-
ard housing units and provision of replacement housing
assistance to households residing in dilapidated structures,
some of which are subject to flooding.
If the residents of Wattenberg presently living in the flood
prone area are not relocated and provided replacement housing
assistance before the next major flood of the South Platte
River, many lives could be lost . The attached airphoto shows
the magnitude of the 1973 flooding in Wattenberg.
The services of the Colorado Rural Housing Development Cor-
poration (non-profit ) will be utilized to facilitate use of
Farmers Home Administration 502 financing for replacement
housing for the relocated residents who choose to remain in
Wattenberg.

Program Narrative
Espanole Subdivision
Weld County has made two previous applications for assist-
ance to be made available in the Espanole Subdivision (Greeley
Spanish Colony) . This area is a prime candidate for Community
Development Block Grant funding in that the proposed activities
directly benefit low and moderate income persons by aiding in
the conservation and expansion of housing supplys for the
residents .
Local efforts have helped to change the living environment for
a few of the households. Additional , concentrated funding is
necessary to complete the initiated beneficial change in the
living environment for these households.
We proposed to provide housing rehabilitation assistance and
housing acquisition and resident relocation assistance for
the low income people of the area. People who have no other
way to improve their living conditions.
Attached is a copy of last years proposal . The changes made
are significant in reevaluation of the needs for assistance.
Some dilapidated units have been replaced with new structures
and some have been the recipient of major rehabilitation efforts .

Program Narrative
Espanole Subdivision/Spanish Colony
Espanole Subdivision is a cultural area, containing 51 single
family dwellings and approximately 200 spanish surnamed residents . The
subdivision is located a few miles north of Greeley city limits, in Weld
County. According to the Weld County Housing Monitoring Study, documented
by the County Assessor' s records, 46 of the 51 units are dilapidated and
beyond repair. Four units are substandard but can be rehabilitated and
one unit is standard (meets local building codes) . The majority of
the residents earn below poverty level incomes. The average assessed
value of the homes in this area is $750.00 (data collected from Weld
County Assessor' s Office).
Local cooperative efforts have provided a paved county road in
the subdivision, street lighting in the subdivision and water and sewer
service to the subdivision. The subdivision contains no area in which the
children can play, and is in need of a park facility. The closest area
is a few miles away and within the city limits of Greeley.
One of the objectives of this Community Development project is
to build and maintain a county park in this area. The land for the park
has already been obtained by Weld County. The County will accomplish
the project in two phases. The County' s maintenance crews will grade
the park and provide other in kind services required in the building of
the park. Upon receipt of funding , the County will build a ball diamond
and basketball court, fence, landscape and maintain an open space
grassed area . After completion of the second phase, the county will main-
tain the park facility. The location of the park is :
That part of the Northwest Quarter (NW-;) of the North-
east Quarter (NE's) of Section 36, Township 6 North,
Range 66 West of the 6th P.M. , Weld County, Color-
ado.
The park will be contiguous to the west edge of the
subdivision.
The other objective for the use of Community Development funding for
this area will be the provision of safe, decent housing for the residents of
this cultural area. The rehabilitatable units will be rehabilitated. The
residents of the dilapidated units will be relocated temporarily. Their
property will be acquired, the structures demolished and arrangements will be
made to finance new housing construction in the area for those residents who
would like to live in this area again. The figures for housing condition may
be subject to change upon closer inspection by qualified personnel . It may
be that more of the delapidated structures can be rehabilitated.

Dear Mr . Beale :
This letter is in response to your letters of February 15 , 1978 , and
January 25 , 1978, concerning performance of the County on its Com-
munity Development Block Grant program. We thank you for the oppor-
tunity to respond to the various issues raised. We will attempt to
address the various issues as fully as possible in the following
paragraphs .
1 . General Performance (Reference : Your letters dated February 15,
1978 , and January 25 , 1978) - Weld County is concerned (as is
HUD) in ensuring timely progress on our housing programs . Weld
County however , shares additional concerns related to ensuring
that money which is spent on such programs is utilized in the
most efficient manner possible ; that money which is applied goes
to families most needing such funds; and that the administration
of the program draws as little as possible on funds which could
otherwise be utilized to rehabilitate homes . It is these con-
cerns , plus the fact that the Evanston project was the first
rehabilitation program administered by Weld County , that has led
to what your office has termed a "lack of progress" . To further
clarify the issues raised in this regard , I would like to address
each of the projects in which we have been , or currently are ,
involved.
a. Burger-Fry Subdivision Relocation Project - This protect ,
which was approved by HUD on July 31, 1975 , in the amount of
$100 , 000. 00, was fully administered by the Greeley Urban
Renewal Authority (GURA) . Since GURA administered the pro-
gram, it was unnecessary for Weld County to develop its own
housing staff or commit funds to the administration of the
program. In addition , GURA used none of the $100 , 000. 00
for payment of administrative costs associated with the pro-
gram; thus the total $100, 000. 00 was committed to actual

relocation assistance. However , the fact that the County
did not develop a housing staff in this period led to cer-
tain difficulties in performing a rapid implementation of
the Evanston project in 1976 . (This specific problem is
dealt with in detail below. )
In general , the total available HUD funds for the project
($100 , 000. 00) had been completely expended by December 31 ,
1976 , although relocation activities were not complete .
Since that time , an additional $29, 000. 00 of unassisted
County funds have been expended to complete the project .
At the current time , all residential properties have been
acquired and relocations accomplished. One additional par-
cel (a small business) has yet to be acquired before the
project is finalized. It is expected that this will be ac-
complished within the next 30 days . We hope that our own
commitment of resources in this project will help reflect
our interest in insuring that housing programs will continue
in Weld County.
b. Evanston Project - This project was approved for funding by
HUD on August 30, 1976 , in the amount of $250, 000 . 00. Re-
lease of funds and certification for the project was accom-
plished on December 9 , 1976. These two dates reflect a
variety of difficulties and constraints with which the
County was faced in 1976 . First , it was the County ' s under-
standing that work on the project could not proceed until
the release of funds had been secured , thus staff to accom-
plish the work could not he retained until release of funds
was secured (December 8, 1976) . Second, the County ' s limited
staff resources at that time could not be committed to
developing documentation for release of funds until it was
insured that the grant was finally approved (August 30, 1976) .
Third, it was the County' s opinion that administrative
monies available under the grant should not be utilized to
develop the more basic elements of the program such as pro-
gram guidelines and property rehabilitation standards.
Rather , it was felt that administrative monies under the
program should be utilized directly for program implementa-
tion after the basic documents and guidelines had been de-
veloped. As a result of these factors, the following steps
and phases evolved in the program.
( 1 ) August 30, 1976 - HUD approval given for funding of
Evanston project .
(2) August 30 , 1976-October 15 , 1976 - Using existing staff
of the Department of Planning Services , the required
environmental review documents were prepared. On
October 15 , 1976 , Weld County published the notice of
finding of no significant effect on the environment
with regard to the Evanston project . The required

public review period ran from October 15 , 1976 , to
November 8 , 1976. During the period , the additional
documentation for a request for release of funds was
prepared.
(3 ) November 10, 1976 - Public notice was given of Weld
County ' s request for release of funds on the Evanston
Project . The notice indicated that the public had
until December 7, 1976 , to present objections to the
request .
(4 ) November 23 , 1976 - The County ' s request for release of
funds and certification was forwarded to HUD .
(5) December 13 , 1976 - A letter from HUD Administrator ,
Robert Matuschek, was received by Weld County giving
notice of release of funds . This letter was dated
December 8 , 1976 .
(6) December 13 , 1976-January 26 , 1977 - Existing staff of
the Department of Planning Services developed the re-
quired program property rehabilitation standards and
program guidelines. These were developed so they
could be utilized for the application of both CD Block
Grant and 312 loan funds.
(7) January 26 , 1977 - Upon completion of the program guide-
lines, the Department of Planning Services requested
that the Weld County Personnel Office advertise for a
Rehabilitation Officer for administration of the Evans-
ton project . The position was readvertised on February
5, 1977, due to difficulties in securing a qualified
individual . An individual was finally hired and was
on board March 1 , 1977 .
(8 ) March-September 1977 - The employed rehabilitation
officer accomplished additional program development ;
initial applications for rehabilitation work were taken
in the Evanston area. Additional program development
included:
(a) Development of application packages and formats
for CD Block Grant and 312 loan programs .
(b) Securing amendment to the funds allotted for ad-
ministration of the program under the original.
grant . This was necessary due to initial under-
estimates of administrative costs .
(c) Establishment of a field office in the Evanston
area at Dacono . This entailed finding and leasing
office space.

(d) Hiring secretarial staff for the field office .
•
(e) Purchasing necessary furniture and equipment for
the field office through defined bidding procedures .
(f ) Developing necessary record keening systems .
(g) Holding public meetings in the Evanston area to
further inform the residents of the program .
(h) Establishing communications with banks in the
area for the purpose of setting up escrow accounts
and to discuss the possibilities of leveraging
additional funds.
( i ) Securing additional funds ($33 , 000 . 00) from the
Colorado Division of Housing and Rural America
to further support rehabilitaion work to be done
with the allotted block grant funds .
Though, in retrospect , each of thes functions seem
miniscule , each was important to the program and con-
sumedtime .
(9) September 1977 - The first rehabilitation grants (6 )
were awarded in the Evanston project . These grants
amounted to $39 , 145. 00. These funds were then placed
in escrow accounts for the clients in question . Since
the funds were drawn from the County General fund ,
under condition of later reimbursement from the CDBG
funds , these amounts were not immediately reflected as
draw downs on our letter of credit .
In general , the above described steps and assumptions are •
•
the factors which have resulted in what is termed "lack of
•
progress" . Weld County feels that each of these steps were
necessary to secure the proper development of the Evanston
program and will enhance the expeditious completion of pro-
• grams in subsequent years . Weld County is as concerned as
HUD in attempting to ensure that the latter is indeed a
reality .
Additional factors have arisen which have slowed progress on
Evanston . Of most significance is the fact that the rehab-
ilitation officer for Evanston has also been involved in
training of rehabilitation officers for work in our Watten-
burg-Espanole rehabilitation projects . Finally , I have
attached a status report on the applications now in pro-
gress or being bid in the Evanston area (see attachment 1 ) .

c . Wattenburg-Espanole Subdivision Project - The project was
approved for funding by HUI) on September 30 , 1977 , in the
• amount of $202 , 000. 00. Weld County was given notice of
the release of funds and certification for the project on
November 2 , 1977. (The letter of notice was dated October
5 , 1977 . ) Again , it was the understanding of the County
that work could not proceed on the project until the re-
lease of funds had been secured. Subsequent to the notice
of release of funds on November 2 , 1977 , the following
•
•
actions were taken :
( 1 ) November 7 , 1977 - The rehabilitation officer for the
Wattenburg area was hired and on - board.
(2 ) December 1 , 1977 - The rehabilitation officer for the
Espanole Subdivision was hired and on board.
Following these dates , public meetings to inform citizens
.of the areas of the programs were conducted. Processing
of applications began immediately after these meetings .
We feel progress in these two areas has been substantial .
Unlike the Evanston project , the basic groundwork had been
laid for the program in these two areas . The steps taken
early in the Evanston project have in reality proven to be
substantial assets to these programs . Finally , I have
attached a status report on the applications now in process
or being bid for clients in the Wattenburg and Espanole
areas. (see attachment 2) .
In concluding our discussion of general performance , it should
be noted that the street improvement portion of the Evanston F
project ( $150, 000. 00) has gone through a variety of phases in- p
cluding engineering design, bidding of construction work and
signing of contracts for the actual construction of improvements .
As soon as is allowed by the weather , notice will be given to
the contractor to proceed with construction . The contract stip-
ulates completion of construction within 90 days after the
notice to proceed has been issued , •
Finally , our Accounting Department has informed me that , as of •
January 31 , 1978 , we had drawn down $193 , 000. 00 in funds on our
letter of credit . As a standard procedure, we will henceforth
be drawing -down funds on a monthly basis for administrative
costs . Additional requests will be submitted as contracts are
signed for rehabilitation work and as street improvements are
completed in Evanston•

2 . National Flood Insurance Program (Reference : Your letter dated
January 25 , 1978 ) - Weld County is aware that any rehabilitation
assistance to homeowners residing in flood plain areas must be
preceded by the purchase of flood insurance for each rehabili-
tated unit . We will insure that such insurance is purchased
prior to the commencement of rehabilitation , when such purchase
is appropriate for the residence in question .
3 . Environment (Reference : Your letter dated January 25 , 1978) -
Weld County has noted your concern with reference to maintaining
the Environmental Review Records in one file . This procedure
will be followed in the future . t
4 . Labor Standards-Third Party Contracts (Reference : Your letters
dated January 25, 1978 , and February 15 , 1978) - On all future
contracts , Weld County will ensure that the eligibility status
of all contractors and subcontractors are reviewed prior to the
award of any such contract . (r
With regard to the current contract with Bestway Paving Company ,
Drew Scheltinga is taking steps to ensure that the Section 3
Clause and Executive Order 11246 are included as amendments to
that contract . In addition , Mr . Scheltinga has been in contact
with Mr . Paul Johnson of your office (March 2 , 1978) , and has
requested that he thoroughly review the contract for compliance
with HUD requirements prior to Bestway commencing work on the
project . Any assistance which Mr . Johnson will be able to ren-
der will be appreciated. To date , we have received no response .
Mr. Scheltinga has indicated that he wants Mr . Johnson ' s response
and further assistance and direction from your office prior to
establishing a monitoring system and holding a pre-construction
conference . We would request that your office extend such assis-
tance
as soon as possible so that work on the project can proceed
as expeditiously as possible. Mr. Scheltinga can be reached at
356-4000 ext . 421 .
5. Financial Management (Reference : Your letter dated February 15 ,
1978 ) - Weld County feels that the problems alluded to under
this item were resolved effective January 1 , 1978 . It was on
this date that a separate departmental budget was established
for the funds to be used in the Wattenburg-Espanole Subdivision
project . Thus the funds for our two rehabilitation projects
( 1 . Evanston , and 2 . Wattenburg-Espanole Subdivision) are
receipted and expended under two different budgets , thus main-
taining their identity on each project . In addition , our CD
budget and accounting system is now designed so that as additional
funding is received (no matter from what source) it can be
receipted and expended under separate individual account numbers
and line items . This will insure that CDBG funds and other
grant in-aid funds do not lose their identity upon expenditure .

Finally , we will still encounter some problems in this area
which carry over from the accounting system utilized prior
to January 1 , 1978 . This will occur with reference to the
Evanston Project . However, the problem exists only to the
extent that financial "summaries" will not reflect the actual
funds used for payment of costs incurred on the Evanston Pro-
ject . More detailed financial records maintained by the
Department of Planning Services will reflect precisely the
funds utilized (and from what source) to cover all expendi-
tures on the project . If you have additional questions with
regard to these matters , please feel free to contact our
office. We would be willing , at any time, to further review
our financial accounting system with representatives from
your office .
6. Housing Assistance Plan (Reference : Your letters dated
January 25 , 1978, and February 15 , 1978 )
a . Housing Assistance for Owner Households - Table II of
Weld County ' s HAP identifies 889 owner households re-
quiring assistance. Table III indicates that rehabilita-
tion assistance will be provided to 120 owner households
utilizing CD Block Grant funds , Section 312 funds and
Colorado Division of Housing funds . When this goal was
established, Weld County anticipated a grant from the
Colorado Division of Housing in the amount of $75 , 000 . 00
which would be utilized in rehabilitating 45 homes . Sub-
sequent to that .time, we received a grant of $30 , 000. 00
from the Colorado Division of Housing , an amount less than
50% of which we originally anticipated . Not only was
this original grant projection significantly reduced, but
other realities have also been encountered. Perhaps most
significant is the fact that the housing stock in the
areas in which we are working is more deteriorated than
was expected. Thus, rehabilitation costs per individual
unit have been significantly higher than originally an-
ticipated. One result of this factor is that monies from
the Colorado Division of Housing have had to be utilized
to supplement CDBG funds to cover extra costs incurred in
attempts to meet our CDBG goal of 30 rehabilitated units .
In addition , Section 312 loan funds have not been avail-
able to provide such supplements to our CDBG funds . In
essence , this means that monies which would otherwise
have been available for meeting other than our CI)I3G goal
have either had to be utilized to support our CDBG goal
of 30 units , or have been altogether unavailable. In
conclusion , this means that though we are very likely to
meet our CDBG goal of 30 units , the additional 90 units
projected have been significantly reduced either because
of unavailability of anticipated funds , or because costs

per rehabilitatable unit have been shown to be substantially
higher than original estimates . We have been investigating
other sources of funds to fill these needs ; in particular ,
FmHA 504 loan funds . Though there appears to be funds
available at the current time for this program, loans will
be limited to $5000. 00 and can only be made available to
persons 62 years of age and older . These two factors do
create additional constraints .
In terms of new construction assistance to homeowners or
prospective homeowners , Table II of Weld County ' s HAP pro-
jects assistance to 200 households through the FmHA 502
program. This goal was based on estimates by FmHA at the
time the HAP was developed. At the current time , we under-
stand that assistance through the program is proceeding.
We do not , however , have up-to-date information (or total
units assisted since July 1977. We have requested this
information) from the FmHA office in Greeley and will for-
ward the same to your office , upon your request , as soon
as it is received.
b. Housing Assistance for Renter Households - Weld County ' s
1977 HAP identifies 2 , 191 renter households which require
assistance . The goals for assisting renter households in-
cluded 295 units from the following sources :
(1 ) New Rental Units - The goal for this type of assis-
tance included 30 Section 8 and 74 FmHA Section 515
units for the elderly . Currently, it is our under-
standing that Fort Lupton has applied for 30 units
under Section 8 (HUD) for housing the elderly. In
addition , the town of Eaton has applied for 40 units
of similar housing under Section 8 (HUD) . To the best
of our knowledge, these applications are still pending.
In terms of Section 515 (FmHA) assistance , it is our p
understanding that inquiries have been made to FmHA
by both the Windsor and Keenesburg Housing Authorities
with reference to such assistance. However , we are
unaware of any such assistance having been finally
made available under this program to date .
(2 ) Rehabilitation of Rental Units and Existing Rental
Units - Weld County' s 1977 HAP included the goal of
assisting an additional 191 homeowners in existing
rental units . This included assistance to 35 home-
owners through use of public housing funds , 45 home-
owners through use of Section 8 (HUD) funds , 11
households through the use of Section 312 funds , and
100 households through the use of FmHA funds . In
terms of public housing and Section 8 (HUD) funds ,
Weld County has to date, been unable to take advantage

of such assistance . This is primarily because a viable
Housing Authority for Weld County has not been estab-
lished. Weld County has begun the steps and research
necessary to the establishment of a functioning Housing
Authority. The Board of County Commissioners will be
meeting with representatives of Colorado Housing , Inc.
on March 22 , 1978 , to review the actual steps necessary
for bringing such an authority into existence. It is
the Board' s opinion that a Housing Authority will be
able to implement the goals established for public
housing units and will 'be able to be more aggressive in
seeking the assistance made available under Section 8
(HUD) .
In terms of the households projected to be assisted
through the use of Section 312 funds , we can only in-
dicate that Section 312 funds have not been available.
With reference to the goal of assisting 100 households
through the use of FmHA funds , we can only again in-
dicate that such funds have not been available . The
original goal of 100 units was based on conversations
with FmHA at the time that the 1977 HAP was developed.
Finally , as you indicated in your letter of January 25,
1978 , FmHA anticipated making 200 Section 502 loans .
The character of the 502 program is such that it allows
households to become homeowners in a very economical
fashion . FmHA feels , and we are inclined to agree ,
that , while in the HAP this assistance is classified
for homeowners , in the majority of cases the house-
holds receiving assistance are renters and would con-
tinue to be renters if it were not for Section 502
loans . It becomes a question of terminology as to
whether it is owner assistance , since the majority
of Section 502 recipients have never previously owned
real property.
7. Other Problems Encountered - With regard to over-all rehabili-
tation program efforts , we have encountered some additional
difficulties , some of which seem to be self imposed. These
include :
a. Grant ceiling of $7 , 500 . 00 - At the current time , under
our project guidelines for both the Evanston and Wattenburg-
Espanole projects, grants ( i . e . CDBG funds) to recipients
are limited to $7, 500. 00. In both projects , we have found
that rehabilitation costs for individual units have run
well above this figure . The problem we have encountered is
related to our attempts to leverage funds from other sources
in order to supplement the basic $7 , 500. 00 allowed from the

CDBG funds. Since Section 312 loans have been unavailable , 4
we have found other alternatives to be quite time consuming
and very limited in terms of resources . Thus, as additional '
applications are bid, the $7 , 500. 00 grant limit will be
seriously reviewed to determine whether or not it is appro-
priate . In talking with members of your staff , we have been
told that such a grant limit is not required in using CDBG
funds.
b. Grants Limited to 50% of Replacement Cost New per Individual '
Unit - Though this is not a formally adopted grant limit , it
has been utilized as a guideline by the Board in approving
grant applications. Due to discrepancies in appraisal or
assessment data we have found this guideline to be quite
limiting in getting funds expended for rehabilitation work
where it is needed. This guideline was originally adopted
to establish consistency with the 312 program. In view of °
the difficulties which it seems to cause , this guideline will z
also be critically reviewed for its appropriateness as ad-
ditional grant applications are considered. In reviewing
this guideline with your staff , they have indicated that it
is not required in expending CDBG funds ; i . e . , costs of rehab-
ilitation work under HUD guidelines can exceed 50% of the
replacement cost new on a given structure .
c. Charter Required Bidding Procedures - A final difficulty
which we are now encountering in completing rehabilitation
work more rapidly is the County Charter imposed procedures
which have to be utilized in the bidding process. Under the
requirements of the Charter , it takes approximately 45 days °
to complete bids on a given rehabilitation project . Each
unit has to be bid under this process prior to awarding
contracts. The time frames involved are more clearly defined
in attachments 1 and 2 as footnotes explaining frameworks for
bids going out on March 16 , 1978 . Our staff is currently
reviewing whether or not these procedures could be modified
since no county funds are involved. We will keep you informed
as to whether any modifications can be accomplished .

2. Financial Management
We discussed with. Mr. Claude Haines of the county fiscal staff the manage-
ment of the CDBG funds. The mixing of CDBG funds with other grant in-aid
funds to the degree ' that they lose their identity upon expenditure appear
to violate the OMB-Circular A-102, Attachment G, 1 .b. The circular requires
grantee records to contain information pertaining to Federal awards and
authorizations, obligations, unobligated balances, assets, liabilities ,
outlays, and income. Consequently, the financial system should be modified
to show obligations of CDBG funds while maintaining their identity on each—'
rehabilitation project.
3. Housing Assistance Plan .114/50
Our letter of January 25, 1978, expressed concern over the county meeting
its needs and goals as outlined in the HAP. Please refer to that letter and
respond as requested. We are encouraged with the intentions expressed to
take further steps to meet housing goals , such as establishing a county
housing authority.
A. Third Party Contracts
Our review of the third party contract on the Evanston Street paving project
revealed several deficiencies which need to be addressed prior to the
issuance of the order to proceed. It is necessary for the county to verify
the eligibility status of all contractors and subcontractors prior to the
award of the contract. This was not done for Bestways Paving Company or
Hogan and Olhansen, the engineering firm. We have determined that they are mire
not on the list of Federally debarred or suspended contractors. (Several
required contract provisions were missing from the contract with Bestwayr
Plying; specificallY, the Section 3 Clause and Executive Order 11746. grew + ''

cnntracts. indicated that no monitoring system had been set up_nor_had a per

posters, to be posted on the construction site; Equal Opportunity reporting

We have reviewed the brochures on the Wattenburg and Espanola Community Develop-
ment Programs, submitted January 17, 1978, and have found the eligibility guide-
lines, administrative procedures, and property rehabilitation standards adequate
for either the CDBG program or the Section 312 Loan Rehabilitation program.
An area not reviewed during the two most recent site visits was Citizen Partici-
pation which will be reviewed at a later date.

sioners and the Weld County planning staff to review the performance of the
county on its Community Development Block Grant (CDBG) , We thank you for the
opportunity to meet with you to explore possible solutions. Following are areas

Because the performance issue was raised by the Department several times
during the past year we feel it is very important to achieve a resolution
in the form of program progress.. Accordingly, the following deadlines have
been established, based on recommendations by Mr. Bill Rodriguez of the
Weld County Planning District:
Evanston Project Area Work underway on three existing grants
by April 7, 1978; four new grants approved and bid by March 10;
work underway by April 7, 1978,
Wattenburg/Espanola Project Area - 16 grants approved; ready for
bid by March 10, 1978,
1975 Grantee Performance Report to be submitted to HUD by
February 28, 1978.
If these deadlines are met, the Department of Housing and Urban Development
(HUD) will consider the county's program progress satisfactory. Should the
deadlines not be met, HUD could determine that the county lacks a continuing
capacity to carry out the program and may take one of the corrective actions

required contract provisions were missing from the contract with Bestway
Paving; specifically, the Section 3 Clause and Executive Order 11246. Drew
Scheltinga, who is responsible for the compliance monitoring of these
contracts, indicated that no monitoring system had been set up nor had a
pre-construction conference been held. Should you wish training for a
pre-construction conference, please contact Ms . Rhoad. We are enclosing
copies of the HUD 11 Form, for employee interviews; Equal Opportunity
pesters , to be posted on the construction site; Equal Opportunity reporting
Forms SF 257 and 8 E-16; and, HUD Forms 1421 and 1422.
We have reviewed the brochures on the Wattenburg and Espanola Community Develop-
ment Proggrams, submitted January 17, 1978, and have found the eligibility guide-
linesl, administrative procedures, and property rehabilitation standards adequate
for either the CDBG program or the Section 312 Loan Rehabilitation program.
An area not reviewed during the two most recent site visits was Citizen Partici-
pation which will be reviewed at a later date,

General Performance - Our records indicate that as of
October 3,1977,_X117,895 was drawn from the Letter of
Credit. This is 21percent of the cumulative funding
for Fiscal Years 19/5, 1976 , and 1977. '•;hick represents
