WELD COUNTY, COLORADO 1. Explain, in detail, the proposed use f the property. Encana Natural Gas Inc. ("Encana") is proposing an LNG Liquefaction and Storage Facility adjacent to the Platte Valley Plant to provide a natural gas fuel solution for various customers along the Front Range. In this case specifically, Phase I would be LNG Storage with two (2) 16,300 gallon tanks. Phase II would be a Mini-Liquefaction facility where natural gas would be • liquefied in small quantities (-5,000 gallons per day maximum) for transport directly to customers. The resulting liquefied natural gas (LNG) would then be stored at a temperature between -260°F and -200°F, and at a pressure of 0 to 50 PSIG. Phase III would be the expansion of the liquefaction facility where natural gas would be liquefied in large quantities (-200,000 gallons per day) for transport directly to customers. The resulting LNG would be stored in the same way as mentioned previously. During Phase I the LNG in the bulk storage tanks will be brought in by transport trailer from other liquefaction facilities and off-loaded at this site. The LNG would then be on- loaded in smaller quantities for delivery to local customers. All material and facilities will be designed, built and installed to the latest codes governing LNG systems. This includes, but not limited to NFPA 52, NFPA 70 (NEC), ANSI/ASME B31.3, ASME section VIII, etc. Benefits of providing LNG in Weld County: Natural gas is a clean, economic alternative for transportation and power generation, as well as a domestic solution for a secure energy future. Primary benefits include: Domestic Reliable Abundant Lower fuel costs Improved air quality Reduced Greenhouse Gas production • • 2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 of the Comprehensive Plan. Providing a local supply of LNG will increase the use of clean burning natural gas to power drilling rigs and semi tractor- trailers which in turn improves the air quality by reducing emissions. This correlates directly with Chapter 22, Article IV, Environmental Resources, Sec 22-4-50, A. AIR Goal 1, AIR Policy 1.3 and AIR Policy 1.4 (see below). Approval of this proposed LNG Facility is also in line with Chapter 22, Article V, Natural Resources, Sec 22-5-160, UR Goal 1, also listed below. Chapter 22, Article IV, Environmental Resources, Sec 22-4-50 A. AIR Goal 1. Maintain National Air Quality Standards and, where applicable, improve air quality in the County. 3. AIR Policy 1.3. The County encourages the use and development of alternative fuels, alternatively fueled vehicles and modes of transportation that reduce pollutants. 4. AIR Policy 1.4 The County encourages innovative and creative approaches to alternative energy sources. Chapter 22, Article V, Natural Resources, Sec 22-5-160 A. UR Goal 1. Support and encourage the use of natural and other resources available in the County by the residents of the County. 1. UR Policy 1.1 Support the development of power-generating facilities in the County that benefit the residents of the County and employ the resources extracted, developed or available in the County. (Weld County Code Ordinance 2008-13) • 3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 (Zoning) and the zone district in which it is located. The location of the proposed LNG facility is zoned A—Agricultural. Per Chapter 23, Article III, Division 1, Sec 23-3-40, Oil and Gas Support and Service is allowed in the A (Agricultural) Zone District upon approval of a permit in accordance with the requirements and procedures set forth in Article II, Division 4 of this Chapter. 4. What type of uses surround the site (explain how the proposed use is consistent and compatible with surrounding land uses. This section and the sections abutting it are all zoned A- Agricultural. The site is adjacent to an oil and gas support facility to the west and also the southwest. There are also producing oil and gas wells on the site and in the section due south of the site. 5. Describe in detail, the following: a. Number of people who will use this site Phase I -Truck drivers: Transport truck drivers bringing the product to the facility (— 1 —2 times/week); and delivery truck drivers for local customers (3—4 times/week, based on customer need). Also, an operator will check on the facility once a day, for a total of 13 people per week. Phase II —Truck drivers: Delivery truck drivers for local customers (from one to ten deliveries per day). An operator will check on the facility once a day, for a total of 17 people per week. • • Phase III —Truck drivers: Delivery truck drivers for local customers (from ten to forty deliveries per day); and 1 —3 operators/maintenance techs during typical daylight hours for a possible total of 300 people per week. b. Number of employees proposed to be employed at this site During Phase I & II the facility will be unmanned with an operator checking it once a day. Phase III will have from 1 —3 employees on site during typical daylight hours. c. Hours of operation - Typical daylight hours with the option of operating longer hours on occasion. d. Kind of vehicles (type, size, weight)that will access this site and how often—When LNG is not made on site (Phase I), the frequency of 10,000 gallon LNG bulk transport trailers off loading product will depend on product use by customers. Initially, 1 —2 trailers per week, but could go to as many as one per day. They will be Class 8 trucks with trailer weighing —42,000 pounds and full tank of LNG will weigh —38,000 pounds (for a total of—80,000 pounds). The mobile fueler delivering the product to local customers will weigh —71,000 pounds with a full load of LNG. Again, frequency will depend on product use by customers, initially one every other day in Phase I and eventually working up to a possible 40 in Phase III. g. The landscaping shall be separately submitted as a landscape plan map as part of the application submittal. Not applicable, no landscaping is proposed with this USR. 7. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. Facilities will be removed and land will be returned to its native state. 8. Explain how the storm water drainage will be handled on the site. There is an existing slope to the southwest corner of the site. During construction of Phase I we will level the LNG Storage area and truck loading/off-loading area in the southwest corner, create a retention pond and modify the existing site grading so that water is directed to • the retention pond. During construction silt fencing will be installed on the perimeter of the disturbed area to control sediment migration offsite. 9. Explain how long it will take to construct this site and when construction and landscaping is scheduled to begin. Phase I will take approximately 6 weeks to construct and will begin as soon as all necessary permits have been obtained. Phase II will take approximately 8 weeks to construct. Date of this expansion phase is to be determined and will be based on demand growth in the area. Phase III will take approximately 6 months to construct.
