RESOLUTION RE: EXPRESSION OF SUPPORT FOR UNITED STATES POSTAL SERVICE RETAINING THE POST OFFICE AT CARR, COLORADO WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, a preliminary discontinuation study is being conducted by the U.S. Postal Service to determine if the U.S. Post Office at Carr ("CPO") should remain open and function as a full service statutory post office with all the rights and privileges as designated, with a Post Master, or if the present post office should be closed, and services reduced to the status of a subordinate satellite facility under the authority of another post office, and WHEREAS, the Board of County Commissioners believes that the CPO should remain open and fully functioning, for the following reasons: 1. All of northern Weld County is a part of the newly discovered Niobrara oil and gas formation. Northern Weld County, including the Carr area, is preparing for large growth in the oil and gas drilling, producing, processing, and transportation industry. There will be an increased demand for housing, offices, staging areas, and other industry related businesses in the area. Consequently, there will be an increased need for full postal services which can only be provided by a full service post office. As a result, there will be an increase in activity and an addition of many value added pieces of mail. The timing of this study is at an inopportune time given this new economic activity; 2. In conjunction with the increased oil and gas activity, the Carr area will be welcoming the newly approved Niobrara Energy Park, which will employ some office staff and workers who will need postal services nearby; 3. The Carr area is home to many home-based businesses that service catalog businesses that also need postal services nearby; 4. Post Offices with greater decreases of postal activity in Colorado are not a part of the study criteria for closure or consolidation and should be; 5. According to the Postal Regulatory Commission, closing all small and rural post offices would save the Postal Service less the 0.7% of its total operating budget; 6. Commensurate with the Postal Service Mission Statement, the Weld County Board of Commissioners believes that the Postal Service's basic obligation is to provide the postal services to bind the Carr community together. They deserve a full-functioning post office. 8. Many families from the Carr area have been in contact with the Board asking for assistance in this effort to keep the CPO open, and WHEREAS, for the above-stated reasons, the Board wishes to express its support for the United States Postal Service retaining the Post Office at Carr, Colorado. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that it hereby expresses its support for the United States Postal Service retaining the Post Office at Carr, Colorado.
