Weld County Sheriff's Office received seven (7) proposals for equipment and services to facilitate
electronic monitoring of offenders in the community. The proposals were received from Interventions,
Inc., Rocky Mountain Offender Management Systems, BI, Inc., G4S Justice Services, LLC, Sentinel Offender
Services, High Tech Offender Monitoring, and Interstate Monitoring Bureau.
Four staff members from the Sheriffs Office evaluated the proposals based on the following criteria
outlined in the RFP: Proposal structure and flexibility,Computer Hardware and Software,Technical
Service and Support,Qualifications, Pricing, Proposed Technology and Features and Customer Service
and Support.
Interstate Monitoring Bureau's proposal wasn't evaluated. The company did not produce the required
proposal documents per the RFP.The documentation this company did produce was disorganized,
unclear and didn't meet minimum qualifications. Their approximate annual price is $146,388.00
Based on the evaluation criteria The Sheriff's Office recommends the contract for equipment and services
for electronic monitoring of offenders, be awarded to BI, Inc. BI Inc. is Weld County's current vendor and
has an excellent track record of customer service. Being our current vendor; all issues related to
equipment procurement, software training and client transition would be negated. Of all the companies
that met our minimum qualifications, BI, Inc was scored highest by all four evaluators and presented the
lowest overall bid.
Below is an estimated annual cost of each proposal based on the current program; utilizing current average daily
population, equipment inventories and loses.

Interventions, Inc. is a Colorado company with offices in Greeley.They primarily utilize BI, Inc's hardware
and software so issues related to equipment procurement and software training would be minimal.
Their approximate annual price is$123,067.00
Rocky Mountain Offender Management Systems scored well in all areas. They are a Colorado company
with offices in Greeley.They meet all the qualifications and have good references. Rocky Mountain
Offender Management Systems scored well in Proposed Technology and Features because they proposed
one unit that can be easily switched from RF technology to GPS technology based upon manipulation of
the monitoring software. Their approximate annual price is$120,720.00
BI, Inc. scored well in all areas. They are a Colorado company with offices in Greeley.They are the only
proposing vendor that manufactures all of their own equipment. Manufacturing and warehouse
operations are located at their corporate headquarters in Boulder. Their approximate annual price is
$108,493.00 which is the lowest overall bid.
G4S Justice Services, LLC is a European company with their U.S. corporate headquarters based in Atlanta
Georgia.They meet all the qualifications and have good references.They only proposed two pricing
options neither of which fit current programming,this is indicated in lower scores in Proposal Structure
and Flexibility and Pricing. G45 has no local infrastructure, however agreed to provide local support if
awarded the contract and if the county chooses that option,this is indicated in lower scores in Technical
Service and Support.Their approximate annual price is$140,454.00
Sentinel Offender Services has their corporate headquarters based in Irvine California.They meet all the
qualifications and received positive references. Sentinel Offender Services has no local infrastructure;
this is indicated in low scores in Technical Service and Support.They have agreed to provide local support
if awarded the contract. Sentinel Offender Services has a pre-payment program requirement for their
offender funded home detention program.The impact of this requirement in terms of cost to the county
is difficult to gage, however based on the 20% payment delinquency in the current program and
information provided by their references; Seattle Wa., Phoenix Az. and Los Angeles Calf. ( Non-Payment
renders a client not eligible for the program.Client is either referred back to the sentencing court or
placed into secure custody);the cost is significant.This is indicated in low scores in Pricing.Their
approximate annual price is $134,201.00
High Tech Offender Monitoring is a Colorado company headquartered in the Denver metro area that is
partnering with two other companies for delivery of service. High Tech Offender Monitoring was scored
low in Proposed Technology and Features as they proposed antiquated equipment for both GPS and
alcohol monitoring. Their approximate annual price is$148,428.00 which is the highest overall bid.
