To administer the $250,000.00 Community Development Grant in Evanston to
rehabilitate substandard units, provide storm drainage protection and provide
street improvements. Evanston is an unincorporated town located in the South-
west portion of Weld County. There are an estimated 242 persons residing in
70 units. Twenty of these 70 units are substandard but rehabilitatable and
eleven are dilapidated and beyond repair. The area is prone to periodic inun- e
dation by heavy mains .

G. Priorities
1 . The largest segment of Weld County' s population requiring housing
assistance is the families with low to moderate income. This ie
documented by the 1970 census, at which time 36% of the families
in Weld County were below poverty level (incomes below 80% of
median income or less than $6,690) . The Farmers' Home Administra-
tion program is directed towards persons of low to moderate income.
However, the program most utilized in Weld County is the home
ownership program which is tailored more to the moderate income
household. Assistance for the low income segment should be ex-
panded ,
2. There is a large portion of Weld County' s households with more than
five persons in them and with incomes below poverty level . This
"large family" population is assisted largely through the Farmers '
Home Administration also. Other sources of assistance include the
Section 312 loan program, Section 8, and the Colorado Division of
Housing.
3. The elderly or handicapped population in Weld County is receiving
more attention of late. Housing assistance for these households
has increased in the past few years and the need has been addressed;
howeve more needs to be done as the elderly population in need
of assistance seems to be on the rise.

Financial assistance for new construction will be provided in all of the census
tracts in Weld County. This HAP is concerned only with those census tracts out-
side of Greeley. The primary source of assistance for new construction is the
Farmers"Home Administration.

Rehabilitation is needed in all of Weld County' s censustracts. The four mentioned
are those selected by Farmers' Home Administration, Colorado Division of Housing,
Colorado Rural Housing Development Corp, Weld County, and D. HUD as the ones to
receive assistance.

The attached chart shows the criteria, rating factors, and their
relative values. This narrative will explain the process used for
awarding points for each criterion and each factor. The system is •.y,,.,_.
based on 80 total points possible. The breakdown is as follows:
CRITERIA
Poverty - 10 points possible
Using the census data provided to us by the Central Office,
we will arrange the p-reapplicants in order according to
their degree of poverty, in both percentage and absolute
numbers. Combining the ranks of the two lists, we will
again arrange the preapplicants in order. Then we will
divide the list into ten levels. The preapplicants in the
highest level, i.e. , having the highest degree of poverty,
will receive ten points. The preapplicants in the second
level will receive nine points , and so on, down to cne point.
Housing — 10 points possible
We will use the procedure we used for the poverty criterion. .",_
Growth or Decline in Population and Economic Activity
Resulting From Federal Policy or Programs — 10 points possible
This is a complex criterion which we quote directly from the
October 33, 1975, Regulations:
"An extraordinari7 'r high rate of growth or a severe
and rapid decline in population and economic activity,either one of these conditions resulting primarily . .
from the impact of national policy decisions or direct
Federal program decisions, and where the program is - - — -
designed to offset or mitigate the effects of sudden
spur_ or declines in growth.

In order for a preapplicant to receive points in this
category, more than 50% of the persons benefitting from
the activities must be of low and moderate income.

Activities Consistent with Local and Areawide Plans - 5 points possible
5 points will be added if a preapplicant's activities are
consistent with local and areawide plans . State and areawide
clearinghouses are requested to comment as to whether a -
preapplicant's proposed activities are consistent or
inconsistent with local, or areawide plans and, further,
if the activities contribute to the implementation of the
plans.
CAPACITY •
The regulations prescribe that the rating system consider the
capacity of the preapplicant "to complete the proposed activity
within a reasonable period of time and within the estimated
cost." Further, the regulations state that "in evaluating "..
the capacity of the applicant , HOD will review the performance
and status of completion of any other approved activities that
may have been funded" with Community Development flock Grant funds.
Capacity will be used as a go/no go determination rather than
a point addition or subtraction.

Dear Mr. Billings:
We are pleased to inform you that we have approved the second year
application for Community Development Block Grant discretionary
funds for Weld County for the program period beginning August 24, 1976,
and ending August 23, 1977. A grant in the amount of $250,000 has been
allocated for the financing of the program.
During the review of the Housing Assistance Plan (HAP) , numerous comments
were made by the various reviewing officials. These comments were
discussed with Mr. Thomas Rounds who made several revisions to the HAP.
Some of the reviewers ' comments were not felt to require corrective action
prior to approval , but were nonetheless of sufficient importance to need
to be addressed during the course of the coming year and prior to approval
of any subsequent grants should the county decide to apply for discretionary
funds again. Specifically, this Department is concerned with the use of
1970 Census data which has not been updated on Table I . Therefore, this
Department requests that the necessary staff and resources be utilized
during the coming year to obtain better data for a new HAP if the county
intends to apply for FY 1977 community development discretionary funds.
Mr. Rounds stated that the county is currently working on a housing
survey that will be used to update the HAP. This Department would welcome
an amended HAP based on this new data at any time.
It should be understood that the preparation of a local Housing
Assistance Plan, and its approval by the Department of Housing and
Urban Development (HUD) , does not imply a commitment by HUD to
deliver Federal housing assistance resources for which the applicant
has established goals. We are enclosing a copy of the HAP as approved
by this office.
Enclosed are four copies of the approved Grant Agreement and funding
approval forms. Please execute the enclosed form HUD-7082, with
attached standard contract provisions. Return three copies to the
Insuring Offices

Denver Regional Office and retain one copy for your files. The
executed Grant Agreement must be received by HUD prior to amending
the Letter of Credit. The effective date of the Letter of Credit
increase will be no earlier than August 24, 1976.
No CDBG funds may be used to reimburse costs of projects listed in
Item 17 of the Grant Agreement incurred prior to your receiving
written environmental release from this office. Such costs shall
be paid with local funds.
