Home My WebLink About20112113 HEARING CERTIFICATION DOCKET NO. 2011-51 RE: HEARING TO OBTAIN PUBLIC INPUT REGARDING CHANGING THE BOUNDARY LINES OF COMMISSIONER DISTRICTS IN WELD COUNTY, COLORADO A public hearing was conducted on August 3, 2011, at 9:00 a.m., with the following present: Commissioner Barbara Kirkmeyer, Chair Commissioner Sean P. Conway, Pro-Tem Commissioner William F. Garcia Commissioner David E. Long Commissioner Douglas Rademacher Also present: Acting Clerk to the Board, Esther Gesick County Attorney, Bruce Barker The following business was transacted: I hereby certify that pursuant to a notice dated July 15, 2011, and duly published July 20, 2011, in the Fort Lupton Press, a public hearing was conducted to obtain public input regarding changing the boundary lines of Commissioner Districts in Weld County, Colorado. Bruce Barker, County Attorney, made this a matter of record, and explained following a census the County has the opportunity, pursuant to State statute, to make changes to the Commissioner District boundaries. He stated the purpose of this hearing is to receive public input concerning the proposed revision, and after thirty (30) days there will be a second hearing to adopt the Resolution. He stated the Notice for today's hearing was published July 20, 2011, in the Fort Lupton Press. Steve Moreno, Clerk and Recorder, stated they review the District boundaries every two(2)years to make sure the three districts are equal in population. He stated the southern portion of the County has experienced tremendous growth; therefore, it is necessary to shift boundary lines to keep the Districts equal, approximately 84,000 each. He further stated the GIS (Geographical Information Systems) Department did an excellent job in presenting the various options for minimizing the number of precinct boundary changes. Mr. Moreno explained the purpose of keeping the changes minimal is due to the reapportionment in the redistricting for the Congressional and State House seats, which will split the number of precincts. He stated the goal is to notify the public early to avoid confusion at the next 2012 Election. Rudy Santos, Clerk and Recorder Elections Manager, stated staff did not want to create too many dramatic changes and they also try to keep the precincts above 200 electors to preserve the private vote in voting centers. 2011-2113 CR0026 HEARING TO OBTAIN PUBLIC INPUT - COMMISSIONER DISTRICT BOUNDARY LINES PAGE 2 No public input was provided concerning this matter. Mr. Barker stated no action is necessary; however, there will be a Resolution to adopt the 2011 Redistricting Plan. He stated the matter will be scheduled 30 days after today, and a notice will be published to alert the public of the opportunity for input on the matter. Commissioner Conway stated he looks forward to the public comment and thanked the staff for a quality job in creating as little disruption to the public as possible and looking to benefit the citizens of Weld County. Mr. Moreno thanked the Board for its support and comments. Chair Kirkmeyer adjourned the hearing at 9:36 a.m. This Certification was approved on the 10th day of August, 2011.
