To Chris Gathman,
I live on Matthews Ave and wanted to attend yesterday' s meeting about the proposed rezoning
to commercial area. Unfortunately I had to be out of town and could not attend. I would like
to voice my stand on this proposed rezoning.
As you most likely know we live on a gravel road which has serious washboards and is dusty.
The people that are requesting this zoning change have been running their summer rodeos for
about 3 years. And during the weekends the people participating in these rodeos drive up and
down the road all weekend. Some days it is just miserable let alone the fact that we get to
drive on even worse washboards for the next 2 or 3 weeks.
I don't know if my vote counts but I am asking that the request be denied. I have not even
started on water usage. Commercial properties have the right to increase their water usage
and so when the water level begins to deplete many of us residential owners will need to have
new wells put in. What about sanitation concerns? More trash thrown out car windows, people
using the side of the road for a restroom, etc. . .
I also believe that letting in one commercial zoning will open the door for more property
owners to apply. . .and where will it end? I know I am sounding like a naysayer but I would
•lly like our little area to remain the way it is.
I moved to this area to get away from ever increasing traffic and noise and like to enjoy my
peace and solitude. I know my neighbors have also expressed their concerns about this
application getting passed. I will be encouraging them to send in letters stating such.
Please do not let this get passed. Thank you for your time.

Dear Chris, ( also the planning committee and the Board of County Commissioners)
I was surprised to see what Juan Soto looked like. He says he has lived their 4
years. I am the neighbor to the east. I have never seen that man before. I don't think he has
ever lived there. I have seen several different groups live in that house. One time, they had
school children that the bus picked them up. One time a man and wife lived there that used a
golf cart to get around. I can say that I am a very friendly person and I always wave with no
wave back from this property on the last group that moved in. I guess that is why Mr. Soto's
address is 4832 Steele Street on his application and not 15524 WCR #6. He doesn't even live
there.
Juan Soto has lied to Weld County from the start. The whole summer of 2009, they
boarded horses, charged admission at their rodeo's, sold food, sold liquor and this was every
weekend. Can you imagine the revenue that Mr. Soto made the summer of 2009,2010 and not one
dime went to Weld County. But Mr. Soto would not understand that or he would tell the truth
about boarding horses. He thinks he is above paying fees and taxes but wants Weld county to
fix the road for all the traffic he brings to his rental house.
The summer of 2010 was better but they still have tons of people that come and go
all the time. The noise is still bad. They are still boarding horses. This summer their were
about 30 horses and about 20 horses now being boarded on that property. When the planning
board ask Mr. Soto if he was boarding horses and he said no, they were for pleasure. I almost
�1 out of my chair.
Also he has someone living in one of the agriculture buildings. When I come home at
night their is a car and a light on inside the last building. Unless Trigger likes to read,
there is no reason for a light to be on in that last building. Also my husband sees someone
come out every morning from the same building.
Also Mr. Soto was very late paying his mortgage payment one summer. I had a
gentleman pull in my driveway looking for 15524 WCR #6. He said the lending company needed
pictures of the house because it was going into foreclosure. Now do you think he was only 1
month behind? Do you trust a man to run a commercial business when he can't even keep up on
his mortgage payment?
Also, the event they do at this rodeo is steer tailing. We have seen it. I believe
the state is about to pass a law that will outlaw this event in our state. They have no
roping or bucking chutes in this arena. You can see that from the pictures.
I am in shock that 4 on the planning board said yes to this, and so grateful to the
4 that said no. And so grateful for the neighbors that showed up for the support of this not
passing. Their was not one neighbor that showed up that wants this to pass. So if their is
not one person that wants this besides Mr. Soto, why would the planning committee say yes to
this man?
I am also sending you 2 news articles for channel 9news that I think you should see
about tailing the steers.
Also, a young lady died by our driveway when she hit a truck going west down WCR #
6, their are 2 blind spots on that road between 31 and Tate Street. I know you guys did not
find that accident on the day of the hearing but I know it happened. The sheriff came the
next day to our house to tell us she died. This dirt road does not need all this traffic
illfause their will be more accidents like this with all the increase of vehicles.

Dear Sirs and Madam:
We hope this letter finds you well. PETA is the world's largest animal protection
organization with more than 2 million members and supporters internationally. Our office has
received many calls of concern from Weld County residents regarding the land use permit
request submitted by Juan Soto (15524 Well County Rd 6, Fort Lupton, CO 80621) for the
purposes of holding rodeo activities in Weld County. Often defended under the banner of
tradition, rodeos are a cruel form of "entertainment" involving naturally gentle animals who
are traumatized and provoked into "wild" behavior with the use of spurs, tail-twisting,
ectric prods, and straps cinched tightly around their abdomens. When animals used in rodeos
re too old, tired, or injured to continue on the circuit, most end up in the slaughterhouse.
Soto's intent is reportedly to use his property for "charreada" style rodeo activities.
Charreada rodeos involve cruelties which are criminal in nature, including horse tripping
(repeatedly roping and often breaking the legs of horses running at full bore) and steer
tailing (attempting to yank a steer to the ground by his tail, often resulting in the tail
being torn off) . In August, organizers of the Coleadero Rodeo were charged with cruelty to
animals after 11 cows were injured during a cow-tripping event in Jefferson County. The cows
reportedly had their tails ripped off and suffered torn skin and broken bones as rodeo
participants attempted to bring the animals to the ground. Two of the cows were euthanized
because of their injuries. We're told that in 2007, Soto held such events during which steers
were subjected to egregious abuses such as having their tails "wrapped around the saddle"
during riding events, and being knocked unconscious.
We understand that Soto's land use permit will be voted upon on January 12. On behalf of our
thousands of members and supporters in Colorado, we urge you to deny this permit. Weld County
doesn't need the trouble that will surely come if these events are allowed to take place. May
we hear from you soon regarding this matter?

I received your phone message and reviewed the file. We can combine Development Standards #19 and #23 as
follows:
• Adequate drinking (bottled water), portable hand washing units and portable toilet facilities shall be provided for
employees and patrons of the facility at all times. A minimum of six portable toilets are required for any event
that occurs over a 6 hour time frame. Eight portable toilets will be required for any event that exceeds a 6 hour
time period. At least one unit should be handicap accessible. A minimum of two portable hand washing stations
shall be provided.

Dear Commissioner Long,
I am contacting you in regard to USR-1763. I am deeply concerned that a commercial Mexican
Rodeo and roping arena will be detrimental to this area. My concerns are, but not limited
to:
Public Safety Issues such as Speeding and Drunk Driving by Attendees. There have been a
number of accidents on Road 6 that I have personally witnessed. Some have a happy ending
with only a damaged vehicle being pulled from the ditch. The sheriff's office is probably
VER called for these incidents. However, others have not been so lucky. My husband and I

both been called to testify, as witnesses, to such events. The most recent being a drunk
driver who missed the curve on Road 6 and hit a pole. The driver survived, the passenger did
not!
Free Flowing Liquor
Beer Bottles, Cans and other Trash that is thrown out of the vehicles coming and going to
previous events. Sometimes trying to avoid the broken glass is impossible!
Illegal Gambling
Humane Treatment of All Animals What events will be offered? Will they be legal?
Events Are you familiar with the Mexican event of tailing? This is done in a keyhole shaped
arena (please observe that this is what is on the applicants site, not a standard rodeo arena
like at Greeley Stampede). A "money-making" event, "Steer Tailing" takes place when a cowboy
rides alongside a steer, tries to trip it and slam it to the ground, using the steer's tail.
Organizers of such events have been charged with multiple animal cruelty charges in Jefferson
County. Sheriff investigators say the event has led to broken bones, tails ripped off and
skin pulled from the tails! Some cows are injured so badly that they have to be destroyed!
An overwhelming Number of Participants and Spectators
Will Public Restrooms and Hand Washing Facilities be required? How often will they be
•!aintained?
Can the Weld County Sheriff's Department handle the burden? Will one Sheriff feel threatened
going there alone or will he need to call for back up?

Will the applicant contribute to the Road Maintenance or will the County carry the
Responsibility (Burden)?
BOISE, NOISE, OFFENSIVE NOISE' ' ' ' ' As in public address systems and offensively LOUD music! !
We live OVER a mile away and the noise from the applicant's address is unbearable! ! ! It is
head-banging . . . even in a well-insulated house, with the windows closed and the television
on! Sound barriers, such as a berm, is a good thought but will not be effective because of
the slope of the land and the terrain! Unless, of course, the requirement is 50-100' tall
and very, very dense!
What Days and Holidays will events be held? Will we have peaceful weekends and holidays or
will they be stressful head bangers?
What will the hours be?
What will the Lighting Be?
What will the Landscaping be?
Will there be Contaminated Run-off?
Will on-site security be required?
If this is approved, who is going to Monitor the activities? Although, a split vote of the
Planning Commission passed it on to the Board of County Commissioners, the "yes" votes
acknowledged that they know that this is going to be a "problem". It was hard to believe
that this request is even going through to the Commissioners, given the history of problems
IIILUS so many opponents speaking out at the planning meeting - all with good reason, and ONLY
e applicant on the "for" side!
Do we need to Live in fear of Personal Safety?
I live, love and cherish the agricultural lifestyle. We own horses, cattle and other
livestock. I am a member of the Colorado Horse Council. I actively support 4-H, FFA, as
well as, other livestock activities. I welcome such events to our community! However, for
ALL of the reasons listed above, I am ADAMANTLY opposed to the approval of this request.
And, if it is approved, WHAT standards will the County Commissioners require so that the law
is abided, and citizens are safe?? What standards will be required so that the community can
live in harmony? I am supportive of a landowner's rights, however, the law still has to be
respected. Please keep in mind, all of the violations, that have already been recorded for
this address!
Hasn't there been a similar request in the Keenesburg/Hudson area that was denied?
Unfortunately, I may not be able to attend the meeting tomorrow, as I have a commitment to be
at the National Western Stock Show. I certainly appreciate your time and concern over this
application.
Please deny this request!
