The proposed use of the property is for the tight manufacturing of dairy equipment.This process uses only hand tools.There are no loud pieces of equipment, no hazardous chemicals used,and no processes that carry an increased risk of fire or explosion.The facility will also be used for indoor storage of inventory.The products themselves can be characterized as a machine similar t. in size to a washing machine that is used to pasteurize milk on a dairy farm for feeding to calves. t Storage is for the components that make up this machine. 2. The proposed use is consistent with the agricultural intent of Weld County code in this AG zone for several important reasons: a. The products that will be manufactured are themselves strictly agricultural in use and function. This secondary support of the agricultural industry is an important part of the Weld County community. b. The property will not be altered from its current condition in order to carry out its purpose. The existing pasture and hay ground will be maintained at its current status in keeping with the approved zoning. No new facilities are planned for the site which makes this a win-win for agriculture. c. The objectives of this proposed use do not hinder in any way existing agricultural uses for the property or for surrounding agricultural properties. Since the owner is a practicing large animal veterinarian,the proposed use may have the opposite effect and • promote a more positive outlook for agriculture in the vicinity of the business. d. The proposed use does not divert water, require that excess water be used in the manufacturing process,or in any way pose a risk to the surrounding water supplies. e. Current land uses of neighbors to this property result in an average of 16 pieces of large equipment that are within site of the county road for each owner. Our proposed use would result in only several personal vehicles on the property during business hours and the entire facility is completely surrounded by a vegetation/tree windbreak that blocks all views from the public roads. Our proposed use would be less an eyesore than any existing neighbor. f. The proposed use does not require any special new roads,drainage or utilities beyond what already exist on the property. g. While the business of manufacturing is a secondary agricultural practice,the owner also intends to engage in primary agricultural uses as permitted on the property such as cattle grazing and crop production. Only 2 acres will be used for the manufacturing facility and grounds. 3. Explanation of how this proposal is consistent with the Chapter 23 zoning requirements: a. The proposed use meets the definition of acceptable uses under Section B.4.for farm equipment sales,repair and installation.Our equipment is used directly by dairy farmers in Colorado as well as around the nation.The company is involved with direct sales to farms; however,we do not intend to have a retail outlet or sales showroom on site. All orders are delivered to the customer. b. In Section B.5, the proposed use of the facility is also covered under veterinary clinics or hospitals.Again, the intent of the owner is not to have an on-site veterinary facility but rather keep the necessary supplies and vehicles to make calls to neighboring large animal owners in need of veterinary care. c. Section L indicates approved use for single family dwelling which will be owner occupied on the site and in turn; d. Section O permits a home business for which the property currently qualifies. • 4. The uses that surround the property include a horse training facility to the north with no living facility,an industrial landscaping or similar business to the east with truck and equipment parking,and to the south is irrigated farmland that is leased by an absentee owner as well as a resident farmer also located to the south of the property. 5. Details a. The house will be owner occupied. b. There will be 2 additional employees c. Hours of operation are 7:30am-Spm d. No new structures are planned for the site e. There will likely be pastured animals housed at the site per county regulations that are personally owned. f. Personal use trucks and cars will be used at the site. Deliveries are made by standard freight and parcel trucks via UPS and FedEx and they typically will visit the site once daily. • g. I do not know which fire district is responsible but Eaton,Severance and Greeley all have stations that are about the same distance to the property with the Windsor/Severance station being the closest at 3 miles. h. There is a North Weld water tap at the property as well as irrigation water via the Woods Lake ditch. i. The property has a septic system Permit#G19950073 j. Items for use in manufacturing of product will be stored at the facility and include fabricated sheet metal and hardware. 6. Landscaping for the site is complete and adequate.There are over 125 mature trees on the site that hide it from view of the public road. The site is surrounded by fruit trees, watered lawn and professional curbing. 7. No reclamation procedures will be required if the use by Special Review is revoked. 8. Storm drainage will follow the slope of the land which has a significant decline to the east where water will follow the irrigation ditch and tile of Woods Lake reservoir. 9. No chemicals will be stored on site. The site is for manual manufacturing of agricultural equipment. No hazardous or industrial chemicals are used in the manufacturing process. Most of the facility is for storage or inventory that does not include waste materials. 100%of activities including loading and unloading trucks will take place on concrete surfaces making any accidental spills easy to contain. No vehicles or equipment will be washed on site. No liquid fuel tanks will be stored on the site. Regarding a motor vehicle oil leak,our standard operating procedures are to soak up the spilled oil using litter or sand and dispose of this properly. If the spill occurs on soil then dig up the contaminated soil • and ship it to the (Ault Waste Management Facility). Then test and analyze the remaining soil to be sure it is clear of all contaminates. Once that is completed, back fill the previously contaminated area. • • Dust Abatement Plan Richard Dumm,DVM 34824 WCR 29,Greeley,CO 80631 To control the amount of dust created on the property the following steps will be taken: • Maintain the gravel on the driveway to prevent the buildup of dirt and dust • Control the speeds of employees and delivery trucks to keep dust to a minimum • 5500ft2 of concrete is provided outside of the main building for parking, loading and unloading to control dust • If necessary,the lane to the property will be treated with an environmentally friendly compound such as Dust Stops or some alternative. • The lane is surrounded by irrigated ground and with proper vegetation control the dust will also be minimized. • A sturdy windbreak has already been constructed around the entire facility which will decrease • wind erosion and potential dust. • The entrance off of the county road 29 is a dirt road which decreases the usefulness of having some form of hardtop surface on the drive. • Hello
