Dear Commissioners:
The Colorado State Patrol has been notified by the Colorado Motor Carriers
Association that you may wish to permit crude oil to travel on roadways within your
jurisdiction that have not previously been designated for the transport of hazardous
materials.
Route designations for hazardous materials within Colorado are governed by §42-20-
301, C.R.S., et seq, and the Colorado State Patrol (Patrol) has the sole authority to
designate which public roads shall be used and not be used by motor vehicles
transporting hazardous materials. Hazardous materials route designations are effected
through a petition process wherein the requesting authorities submit a petition
describing the specific actions sought and providing justifications for the proposal.

Upon its submission, the Patrol, in consultation with the Colorado Department of
Transportation (CDOT), will review your petition for acceptance, and once accepted,
the Patrol will make the necessary notifications and schedule the required public
conferences.
