WELD COUNTY COUNCIL

The Weld County Council met in regular session in full conformity With the Weld County
Home Rule Charter, Monday, June 20, 2011, 6:30 p.m. at the Weld County Centennial
Center, Greeley, CO.
ROLL CALL: The meeting was called to order by President Don Mueller. Councilwomen
Perry Buck and Ginny Buczek and Councilmen Charles Tucker and John Kivimaki were
present, constituting a quorum of the members. Also present was Keith Maxey and Karla
Ford, Council Secretary.
APPROVAL OF AGENDA:
Councilman Kivimaki made a motion to approve the June 20, 2011 agenda. The motion
was seconded by Councilwoman Buck and carried.
APPROVAL OF MINUTES:
Councilwoman Buck made a motion to approve the May 16, 2011 minutes. The motion
was seconded by Councilman Kivimaki and carried.
PUBLIC COMMENT: There was no public comment.
PROGRAM REVIEW:
Weld County Extension Director Keith Maxey distributed handouts and gave a history of
the Land Grant Institutions. It was established in 1862 with the Morrill Act. States used
that money for land grants. The Hatch Act was passed is 1887 and it established state
agricultural experiment stations. The Smith Lever Act was in 1914, which established
the Cooperative Extension Service.
The Extension office staff consists of the Director, EFNEP Supervisor, two program
associates, 4-H Youth Development Agent, FSNE Agent (Food Supplement Network
Education), Horticulture Program Associate, Crop Management/Pest Management
Specialist, Weld County Fair Coordinator, 4-H Event Coordinator and two Support Staff.
Some of these positions are provided through grant funding.
Mr. Maxey presented information regarding the 2011 Weld County Fair. The official
dates are July 27 —August 1, 2011. The first local fair event was held October 1897. It
was a community event. In 1918, it officially became the Weld County Fair. The Weld
County Fair is currently the second largest event of its kind — in terms of exhibits.
Some of the major attractions this year include youth horse and livestock shows
(July25th — 30th), Senior Day (July 29th), Fiddle Fest (July 30th), Family Fun Day which
includes a free BBQ (July 31st), Free Admission to Centennial Village (July 29th — 31St),
old west re-enactors and Splash Dogs. The fair concludes with the Junior Livestock
Sale, which will be held on August 1st

OLD BUSINESS:
2012 Weld County Council Budget
A copy of the approved 2012 budget letter was distributed to Council. The letter was
given to Don Warden in the Finance Department. The budget included a 10% decrease
from 2011.
NEW BUSINESS:
Equipment Approval
Information was distributed to the council regarding new recording software/equipment
for recording meetings that are held off-site. Councilwoman Buczek made a motion to
approve the purchase of FTR Hearings for $648. The motion was seconded by
Councilman Tucker and carried.
Office Move
A timeline was distributed to the council regarding the office move, which will be in
August 2011.
Coordinator Report
Councilman Kivimaki attended the Elected Officials' meeting and stated the information
regarding the peace officer memorial was very interesting. The memorial will be at
Bittersweet Park. Employees and outside individuals will be able to donate to this
memorial.
Upcoming Meetings
The Council was invited to the Weld County Picnic on July 2nd and the Weld County
Employee Medical Clinic Open House on July 14th
Payment of Bills
Councilman Kivimaki made a motion for the mileage to be paid as listed below:
Mileage for Councilman Charles Tucker $ 19.11
Mileage for Councilwoman Ginny Buczek $ 62.72
Mileage for Councilman John Kivimaki $ 56.35
Mileage for Councilwoman Perry Buck $ 13.23
Metrowest Paper (Report to the People) $ 30.04
The motion was seconded by Councilwoman Buczek and passed.
