The Weld County Council met in regular session in full
conformity with the Weld County Home Rule Charter at
915 10th Street, Greeley, Colorado August 15, 1978 at the
hour of 9 A.M.
ROLL CALL: The following members were present:
Bob White, President
Floyd Oliver, Vice President
Robert Martin, Councilmember
John Martin, Councilmember
Nancy Clark, Councilmember
Also present: Mr. Jenkins; Commissioners Roe and Steinmark;
Russell Anson; Drew Scheltinga; Rick Elliott; the crew of the
Sign Shop; 6 members of the press; and the secretary Beverly
Thomas.
MINUTES: Floyd Oliver made a motion, seconded by Robert Martin, that
the paragraph regarding Floyd Oliver's adjournment motion be put
on the top of page three just before AhMiENDMENT TO RULES-REGULA-
TIONS in the August 1, 1978 meeting minutes. The motion carried
unanimously. Floyd Oliver made a motion, seconded by Robert
Martin, that the minutes of the August 1, 1978 meeting be approved
as corrected. The motion carried unanimously.
CORRESPONDENCE: Bob White noted receipt of the following mail: Budget
Hearings Schedule, memos regarding a mag card typewriter and mail
sent from the Centennial Building; letter regarding resignation of
Youth Service Bureau personnel.
ROCK CRUSHER FOLLOW-UP REPORT: Councilmembers signed the Rock Crusher
Follow-up Report which had been accepted at the August 1, 1978
Council meeting.
PERFORMANCE AUDIT OF SIGN DEPARTMENT: Mr. Leonard Roe and Mr. Russell
Anson presented a response to the Performance Audit of Sign
Department prepared by Mr. Jenkins. There was discussion about the
discrepancies between the report prepared by Mr. Jenkins and the
prepared response to the same. Mr. White and Mr. John Martin suggested
that the response was prepared to deliberately discredit the Council's
report. Mr. Roe stated that the response was prepared to let the Sign
Department personnel state their side of the story. There was a five
minute recess.
Nancy Clark made a motion that the Council write a statement to be
released to the press that states in general terms the areas of the
Council's concerns regarding the Sign Deparment. John Martin seconded
the motion and it carried unanimously. Bob White said that he would
prepare the statement for the next Council meeting.

POSSIBLE CONFLICT OF INTEREST: Robert Martin and Bob White read state-
ments that they had prepared regarding the possible conflict of
interest. Mr. Martin stated that he did not feel that the Council
has the proper information to be able to make a decision. Mr.
White stated that he had found nothing in his study of the matter
that could be considered a conflict of interest. He recommended,
however, that the County Commissioners initiate arranging a meeting
with the citizens who felt they had been denied a public hearing.
Nancy Clark stated that there was no evidence that Mrs. Steinmark
was using her office for personal gain. Nancy Clark made a motion,
seconded by Floyd Oliver that the Council rule that Mrs. Steinmark
does not have a conflict of interest and that a resolution be
prepared to that effect. Discussion continued about the possible
conflict of interest until Floyd Oliver made a motion to call for
the question and after a second by Nancy Clark, the motion carried
unanimously. The motion ruling Mrs. Steinmark did not have a con-
flict of interset was carried with four yeas and Robert Martin
voting nay.
Nancy Clark made a motion, seconded by John Martin, that the Council
write a letter to the County Commissioners recommending that the
Commissioners set up a meeting with the citizens who are concerned
about Central Colorado Water Conservancy District. The motion
carried with four yeas and Floyd Oliver voting nay.
APPROVAL OF PURCHASE ORDER: John Martin made a motion, seconded by Nancy
Clark, that Purchase Order 0915 be approved. The motion carried
unanimously.
MISCELLANEOUS: Floyd Oliver was assigned to attend a 9 A.M. meeting,
August 23, 1978 with the County Commissioners. Nancy Clark made a
motion, seconded by Floyd Oliver, that the Council go into executive
session for the purpose of discussing the reports on which Mr. Jenkins
is working. Following the executive session, there was a short
discussion regarding the upcoming-election for County Councilmembers.
Robert Martin made a motion, seconded by John Martin, that the meeting
be adjourned. The motion carried unanimously.
