HomeMy WebLinkAbout20111797.tiff RESOLUTION RE: APPROVE NEIGHBORHOOD STABILIZATION PROGRAM (NSP) TECHNICAL ASSISTANCE (TA) AGREEMENT AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Neighborhood Stabilization Program (NSP) Technical Assistance (TA) Agreement among the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Greeley/Weld County Housing Authority, the Greeley Urban Renewal Authority, the Minnesota Housing Partnership, and the U.S. Department of Housing and Urban Development (HUD), Colorado Field Office, commencing July 1, 2011, and ending December 31, 2011, with further terms and conditions being as stated in said agreement, and WHEREAS, after review, the Board deems it advisable to approve said agreement, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, ex-officio Housing Authority Board, that the Neighborhood Stabilization Program (NSP) Technical Assistance (TA) Agreement among the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Greeley/Weld County Housing Authority, the Greeley Urban Renewal Authority, the Minnesota Housing Partnership, and the U.S. Department of Housing and Urban Development (HUD), Colorado Field Office, be, and hereby is, approved. TA SCOPE OF WORK MHP NSP TA Consortium will provide a combination of on--site technical assistance, coupled with HUD approved NSP training materials and on-call, remote technical assistance, to the grantees, their subrecipient and developer(s)that are using the Weld County and Greeley NSP funds in accordance with its approved Action Plan and subsequent Substantial Amendments. Technical assistance will be offered to ensure the grantees fully obligate and expend its NSP funds in accordance with approved NSP activities by the timelines indicated in the NSP Notice and subsequent NSP policy guides. Weld-Greeley Housing Authority and Greeley Urban Renewal Authority (GURA) offices are located within six blocks of each other. Both organization are sharing NSP policies/procedures and best practices with each other. GURA intends to acquire, rehab and market most of the NSP properties to be produced and will work with Habitat for Humanity as its sole NSP developer, to meet the 25% set-aside requirement. Weld-Greeley Housing Authority will contract with the City of Fort Lupton, a very low-income community located 40 miles from Greeley, as its subrecipient to acquire, rehab and transfer two NSP rental properties to the Fort Lupton Housing Authority to meet the 25% set-aside requirement. Weld-Greeley Housing Authority intends to acquire, rehab and market six NSP properties for owner-occupancy. Phase I/II,Task 1: As new NSP grantees, both Weld-Greeley Housing Authority and GURA will need one-on-one assistance learning to navigate the Disaster Recovery Grant Reporting (DRGR) system, enter activities, property addresses, obligations,draws, beneficiaries and complete quarterly reporting in DRGR. MHP will provide an on-call DRGR expert to answer specific questions, provide guidance and trouble-shoot any DRGR problems, as they arise, through the end of December, 2011. Phase I, Task 2: The MHP Consortium will work with both NSP grantees to provide the HOME & NSP: Creating Affordable Housing, Stabilizing Neighborhoods on-site training in August. The NSP grantees will work with MHP to establish the training date, facility and send training invitation notices to each of its NSF subgrantee/subrecipients, partners and developers. MHP will provide all of the training materials. The goal of this training is to provide the NSP grantees and their development partners with a general overview of the HOME & NSP requirements and to identify, as much as possible, any specific topics or NSP areas of concern where additional technical assistance would be most beneficial. Phase 1/11, Task 3: MHP will work with Weld County and its subrecipients to.create resale and/or recapture mechanisms for its NSP activities that align with its neighborhood dynamics and long-term community goals, followed by on-call technical assistance on an as-needed basis. Phase 1/II Task 4: MHP will work with the NSP grantees to identify any specific NSP program and/or project-specific issues and/or areas of concem to be addressed. The MHP Consortium Technical Assistance team will be available to listen and will follow-up directly with Weld County subrecipients or development partners to enhance the knowledge and skills of the grantees, subrecipient and developers using NSP funds to stabilize and revitalize communities negatively impacted by the housing and subsequent economic crisis. A combination of on-site and remote technical assistance will be provided as the grantees begin identifying properties and obligate NSP funds. 2 6. HOURS —The total estimated hours for the TA activity listed above are: 730 8. TA RECIPIENT ROLES • The Weld-County Housing Authority and Greeley Urban Renewal Authority (Weld-County HA and GURA) acknowledge that the ability of the TA Provider to meet its responsibilities under this Agreement relies upon cooperation and assistance from Weld-County HA and GURA. Weld-County HA and GURA shall utilize its good faith efforts to proceed with the NSP TA project and shall cooperate with the Minnesota Housing Partnership Consortium (TA Provider) in connection with the Provider's performance of its duties and responsibilities specified here in. • • Weld-County HA and GURA shall provide the TA provider with complete information about the projects and activities proposed by subgrantee, subrecipients and developers, about Weld-County HA and GURA's NSP policies and procedures, and about actions.Weld-County HA and GURA may take to implement the State of Oklahoma NSP plans. Weld-County HA and GURA and the TA Provider acknowledge that such information may include confidential information and the TA Provider agrees to comply with Weld-County HA and GURA's policies and procedures to protect the confidentiality of such information. TA Provider agrees to provide to Weld-County HA and GURA all information gathered and recommendations made as a result of their inquiry and work. Weld-County HA and GURA shall, to the extent possible, provide work space for the TA provider during on-site TA to Weld-County HA and GURA, which shall include access to a telephone and Internet connection and access to the space during Weld-County HA and GURA's regular working hours. Weld-County HA and GURA shall assist in scheduling and coordinating all logistics with the TA provider on any webinars or on-site training the TA provider or contractors will provide for the Weld-County HA and GURA NSP sub-grantees, subrecipients, developers and/or contractors. Weld-County HA and GURA shall utilize or inform the TA Provider's Team Leader, Cherre Palenius, for all TA requests and other communications related to the provision of TA. The TA Provider shall utilize or inform the TA Recipient Contact Person, Tom Teixeira and/or Carol Larsen for all TA communications. 9. TA ACCOMPLISHMENTS Provide technical assistance that is responsive to the capacity needs of the grantees, subrecipient and development partners. Increase the grantee's knowledge and ability to accurately enter NSP financial obligations and expenditures in the DRGR system. Assist the grantees by expanding their capacity to successfully implement its NSP program in a timely and efficient manner. Assist the grantees to ensure they and its subrecipient, and developers fully understand and meet NSP monitoring and compliance requirements, initiate and follow appropriate policies and procedures, and document all NSP-funded activities in order to ensure compliance. _ 4 10.
