Proposed Use: Foster Trucking, Inc. wishes to submit an application for Use by Special Review on the subject property located on Lots A & B of Recorded Exemption No. 0961-1-3 RE-4573. The site is situated on the south side of Highway 263 between WCR 47 and WCR 49,just east of the Greeley Airport. Foster Trucking plans to utilize the property for a water truck hauling operation as well as general maintenance of existing trucks and manufacturing of new trucks. 2. Weld County Code, Chapter 22: The proposed facility is consistent with the land use policies defined in Sec. 22-2-10 F of the Comprehensive Plan. The proposed use will retain most of the natural vegetation and character of the property since the majority of the 9.03 acres of the site will remain unused and in the existing state. Additionally, the facility will have limited concrete pavement—instead utilizing a gravel surface for the parking and drive areas which provide the visual landscape of a rural business operation. The Ogilvy Irrigation Ditch that bisects the two lots will remain undisturbed as well as the entire area south of the ditch which supports the goal of Sec. 22-2-20 I (conservation of natural site features such as topography, vegetation, and water courses). • With the removal of the existing mobile home and unsightly outbuilding and sheds on the property, the proposed development will be demonstrating compliance with Sec. 22-2-20 D by "promoting a quality environment which is free of derelict vehicles, refuse, litter and other unsightly materials." 3. Weld County Code, Chapter 23 Zoning: The proposed building and use of the site is allowed upon approval of a Use by Special Review Permit in accordance with the requirements and procedures set forth in Article II, Division 4 of the Weld County Code. The property is currently zoned Agriculture and will not be required to be rezoned. The intended use is included under"Mineral resource development facility" since the water hauling provided by Foster Trucking, Inc. is in direct support of oil and gas operations within Weld County. 4. Surrounding Uses: The Foster Trucking facility will be compatible with the existing rural character of the area and the existing surrounding land uses. Large, open agricultural land surrounds the north and west sides of the site. The Cache La Poudre River is located to the south. A Colorado Department of Highways facility neighbors the site to the east. • • 5. Project Details: It is anticipated that the Foster Trucking facility will employ approximately 30 people. The full time office staff will consist of 3 people- the owners and a secretary. Approximately 2 to 3 employees will perform truck fabrication work as needed in the shop portion of the building while the remaining employees will be truck drivers. The normal hours of operations will be 6 a.m. to 6 p.m. seven days a week. The facility will have 1 single-story metal building structure measuring approximately 100' by 100'. The west side of the building will have (3) 14' overhead doors for access into the shop and wash bay. The office and main entry into the building will be at northwest corner of the building. A man door is expected at the south side of the building. No animals will be kept on site. Large semi-trucks (approximately 55' in length) are the type of vehicles used for the water hauling operations and will ultimately number around 25. The trucks will be parked overnight on the site to the south and west of the proposed building. Personal employee vehicles and guest parking will be provided at the northwest corner and north side of the building. The trucks typically leave the site early in the morning (staggered within roughly an hour) and return later in the day (also staggered at different times). • Entry and exit from the site will utilize the existing site entrance off of Highway 263. The entrance will be improved to accommodate the truck turning radius of a WB-50 template both entering and leaving the site. The entrance currently has a corrugated metal driveway culvert that will most likely need to be extended in both directions. The entrance is situated within a 30' easement center between Lots A & B. A gate will be installed A traffic study is not required due to the anticipated low level of traffic generated. The majority of the outgoing traffic will exit east from the site and returning traffic is expected to return from the west after refueling. This means that the majority of turning movements onto Highway 263 will be right turns. A Weld County Access Permit is required and will be submitted as part of the USR. The subject property is located within the Western Hills Fire Protection District. Plans for the proposed project will be submitted to the District for review and approval as part of the Weld County USR process. During the review it will be determined if a fire sprinkler system is required for the building. Domestic water service is currently provided to the site by North Weld County Water District with a Class I residential tap. It is expected that the proposed building will utilize the same existing tap and meter that is being used by the mobile home. A letter of service from NWCWD is being provided in this USR submittal. The existing residence on the property utilizes an onsite Individual Septic Disposal • System (Permit Number G1900126). The existing septic field and tank will be removed and a new ISDS system will be designed and constructed to handle domestic sewage • from the proposed building. All waste water generated by the shop and wash bay will be captured with floor drains and contained in a separate tank. No indoor or outdoor storage or materials will occur. It is also expected that no warehousing of items will be conducted inside the building. 6. Landscaping: Due to the nature of this operation, the only landscaping and screening anticipated will be along the frontage with Highway 263 and kept to a minimum. Site fencing for screening and security is expected. 7. Reclamation: No reclamation procedures will be required when the Use by Special Review activity is terminated. 8. Stormwater Drainage: Drainage from the site will maintain its historic patterns. The properties generally drain in a north to south direction. The area north of the Ogilvy Irrigation Ditch where the proposed building and gravel drives/parking will be located drains south towards the ditch. Due to the limited amount of hard surfaces proposed for the facility and existing structures and concrete being removed, the runoff coefficient and imperviousness of the site will not significantly increase. Therefore, the runoff produced by the Foster • Trucking facility will not have a noticeable difference to downstream conveyances and flood control detention will not be provided. Stormwater quality; however, is a concern due to the close proximity to the Ogilvy Irrigation Ditch and the Cache La Poudre River. An area at the low end of Lot B (southeast corner) will be utilized for a stormwater quality pond that will capture runoff generated by the proposed hard surfaced areas, hold the Water Quality Capture Volume, and release it over a 40-hour duration as a form of pre-treatment prior to release into the Ogilvy Ditch. The initial pond sizing calculations are as follows: Undeveloped= 294,286 sq. ft. at 2% Imperviousness Roof= 10,000 sq. ft. at 90% Imperviousness Gravel = 86,660 sq. ft. at 40% Imperviousness Concrete Walks/Drives=2,400 sq. ft. at 100% Imperviousness Composite I=J(294,286*0.02) + 10,000*.90)+(86,660*0.40)+(2,400*1.0)] =26.78% 172,000 WQCV= 0.0557 ac.-ft. or 2,426 cf. Reserved Initial Pond Area= 2,500 sq. ft. 9. Construction Schedule: • Foster Trucking, Inc. has an immediate need for the proposed facility and would like to begin construction as soon as possible. Although dependent on the length of the USR • process, the owners would like to begin construction as early as the Fall of 2011 and the site work and building shell finished by the end of 2011. Final landscaping would then be expected to occur in the Spring of 2012. 10. Storage: Outdoor storage or stockpile is not anticipated. In addition, typical chemicals that are anticipated to be used and stored on-site will be detailed. No hazardous materials will be stored or transported to the site. ,}-{I 351 0665 �'ax Sanitation Waste: The building will have a restroom that will require a new Individual Sewage Disposal System. An existing septic tank and field is located on the site; however, it will be removed and a new tank and absorption field will be engineered and constructed at the southwest corner of the building. Only the domestic sewage from the facility will be allowed to utilize the septic system. Under no condition will the waste water generated from the wash bay and shop area of the building be permitted to discharge • into the onsite septic system. Municipal Solid Waste: A trash dumpster will be kept at all times on the property (located at the southeast corner of the building)for household trash generated from the facility. A solid waste disposal company will be contracted to routinely empty the dumpster and hauled away the trash. Wash Bay Waste: The building will be equipped with a wash bay for cleaning trucks. Used water from the wash bay will be captured in floor drains and conveyed to a containment tank located at the southwest corner of the building. The floor drains will also capture water used for wet floor clean up and direct it into the containment tank. Such water many come into direct contact with chemicals, fluids, or lubricants that have spilled or leaked onto the floor. This liquid waste water will not be permitted to be discharged into the sanitary septic system. On-Site Chemicals: Many different chemicals will be stored and used on the site associated with supporting the trucking operations. General use and maintenance type chemicals such as: oil, lubricants, automotive fluids, anti-freeze, and fuel are expected to be utilized. Paints and related solvents may also be used. A spill containment kit will be kept at the facility and personnel will be trained with its use. The kit will include • absorbents for isolating liquid wastes, plastic bags for containerization of spilled wastes, and worker safety items such as eye rise solution. The Fire District will be • immediately notified of any spill incident that is believed to endanger the health and welfare of facility employees or users. A major spill may require notification of Weld County Health Department, Colorado Department of Public Health and Environment, and other applicable agencies. On-Site Containment Tank: A tank will be used for containment of liquid waste generated from the wash bay and floor drains. The tank and associated pipes will have a secondary confinement system and be installed to meet all County and applicable agencies requirements. As necessary, the tank will be pumped and its contents hauled to an approved facility in accordance with all regulations. The tank will be equipped with a leak detection system consisting of monitoring and logging the tank level. A Stormwater Management Plan will Denver be prepared and implemented to further mitigate soil erosion during the construction process. Grading techniques such as surface roughening shall be t used to help aid in wind erosion prevention. A temporary vehicle tracking control pad will be constructed at the site entrance connecting to Highway 263 which will help prevent mud from being tracked onto the pavement of Highway 263 in addition to reducing dust generated from vehicles as the enter and exit the site. - The post construction phase will involve establishing permanent landscaping, native seeding of disturbed areas, and hard surfaces to reduce the affect of wind erosion and blowing dust issues over the long term. - The site entrance, parking areas, and drive lanes on the site will be surfaced • with gravel aggregate or recycled asphalt. The handicap parking stalls will be located within a 24' wide concrete apron along the west side of the proposed building. The apron will stabilize the entrance area into the building where the overhead doors are located and there will be the heaviest foot traffic. - Over time, constant truck maneuvering will wear on the gravel drive and parking surfaces; however, the owners will carefully monitor the condition and perform routine maintain.
