RE: APPROVE COURT SECURITY GRANT APPLICATION AND AUTHORIZE CHAIR TO
SIGN ELECTRONICALLY - COLORADO COURTS SECURITY COMMISSION, C/O
COLORADO COURT ADMINISTRATOR'S OFFICE
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Court Security Grant Application to
the Colorado Courts Security Commissioner, State Court Administrator's Office, commencing
upon full execution, with further terms and conditions being as stated in said grant application,
for approval and signature by the Board of County Commissioners of Weld County, pursuant to
the provisions of Section 13-1-205(1), C.R.S., which requires that for the Court Security
Commission to consider a grant application, "the application shall be signed by the
administrative authority of each entity that is represented on the local security team," and
WHEREAS, after review, the Board deems it advisable to approve said grant
application, a copy of which is attached hereto and incorporated herein by reference, with the
condition that the resulting agreement must be presented to the Board before being agreed to
by staff, to allow the Board to complete the necessary actions.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Court Security Grant Application to the Colorado Courts
Security Commissioner, State Court Administrator's Office, be, and hereby is, approved, with
the condition that the resulting agreement must be presented to the Board before being agreed
to by staff, to allow the Board to complete the necessary actions.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign/submit said grant application electronically.

2011 Grant Request for Calendar Year 2012
The Nineteenth Judicial District has an organized a Local Security Team that meets regularly. It is
comprised of members representing the Nineteenth Judicial District Courts and Probation, District
Attorney's Office, Weld County Government and Weld County Sheriffs Office. The LST agreed to have
the state conduct a security assessment of the Court Complex in March 2009. The information gathered
from that assessment is periodically reviewed by the LST. Based on these reviews in tandem with
discussions of emerging security concerns, the LST collaboration develops and prioritizes responses and
requests to address legitimate security needs.
The following request outlines, in order of priority, the equipment requested by the Nineteenth Judicial
District LST in the 2012 Grant request.

security in our Court Complex.
Steps LST has previously implemented:
Since the inception of the Weld County LST its cooperating groups collectively have implemented a wide
variety of strategies to heighten security. The following is a summary of some of the more significant
changes specific to the LST activities:
• Emergency evacuation procedures have been developed.
• All employees have received mandatory training on evacuation procedures.
An emergency evacuation drill was conducted within the last year.
• Every division participates in scenario training specific to that division.
• Security screening station protocols have been enhanced.
• Training and communication with security guards has been significantly improved.
• Upgrades and enhancements to panic buttons have been installed.
• Communication within entities housed in the Court Complex have been significantly improved.
• Video recordings at the security posts have been utilized in criminal investigations.
• The Court Security Training has enhanced security awareness and significantly reduced
resistance to additional security requests in courtrooms.
• Security tips and refresher memos are distributed to staff two to four times per year.
• All new courts employees receive security awareness training.
Obiectives. anticipated results and timeline for implementation should grant be approved:
The primary objective is to continue to enhance security in the courts and probation complex. We have
reached a critical stage where equipment is approaching its planned obsolesce age when repair parts are
no longer available so evaluation of the current equipment has been necessary at this point. This has
forced us to re-examine our frontline defense equipment located in our security stations. The installation
of video cameras would allow us to continue to enhance the more remote and isolated areas where we
conduct business of the courts and probation.
The following are our anticipated results. All enhancements would be purchased as soon as the funds
were made available.
• X-ray equipment would replace current outdated machines.
• Installation of video cameras in Plaza South would provide the same level of security measures in
courtrooms as implemented in Plaza West.
The obsolete courts holding control panel would be replaced. This piece of equipment is more
than 30 years old as far as we can determine.

Funding Proposal Option
Currently the Weld County Combined Courts has four high-cost, critical security devices that are either
obsolete or nearly obsolete by virtue of replacement parts no longer being produced. We recognize that
all four will need to be replaced, however while they are still functioning we do not want to replace them
until necessary. As a result we are proposing the State Security Commission consider the following
proposal:
Please allocate a set amount of funds as determined by the State Security Commission to
be used to replace equipment as outlined below during the calendar year 2012 as
necessary to replace one or more of the following items. Should it turn out that the Control
Panel is the item needing to be replaced first, Weld County is prepared to contribute the
remaining necessary funds to complete the purchase if the State Commission is unable to
allocate this high of an amount to the Nineteenth Judicial District.

Smiths Detection provides X-ray screening systems for the U.S. Marshal's Office, TSA, State and federal
courthouses.
• The HI-SCAN 5030si is designed to produce detailed images with high resolution sensor
technology.
➢ This X-ray has optional Threat Image Projection. X-ray images projecting fictional threat
objects can be put on the screen to be identified by the operator without them knowing.
The task of the operator is to mark dangerous or suspect objects.
➢ It also has optional training software. Allowing the operator to be trained on the
equipment they will be operating. The training will be consistent and continuous for
employee turnover.
• Roller tables will expedite the X-ray process at security check points
• The Vendor(Smith Detections) has a Western Region Sales manager and a service manager
located in Colorado Springs providing training, installation and service.
Justification:
X-ray equipment is the first line of defense for the court facilities. The current x-ray machines have been
in service more than 10 years and have had significant use. Parts for these units will not be available after
2012. The new technology allows for automatic evaluation of dense areas by stopping when suspicious
areas are detected. This new technology is more precise and efficient, reducing processing time without
compromising safety and security.

Detention Security Door and Intercom Control Panel
Justification:
The current door panel controls access doors to all three courthouses and controls the intercoms for
persons requesting access. Court officers with in-custody defendants use these doors as direct and
alternate routes for access to the courthouse for court appearances.
Attorneys and court interpreters are allowed access from the courthouses to communicate with in-custody
defendants. Their ability to use this area for consultation and paperwork keeps in-custody defendants out
of the courtroom until their cases are ready to be called. This panel also controls access to judicial
parking.
The current panel is more than 10 years old and not technologically sound. The new touch screen
technology and monitor would enhance the current security surveillance system by working side by side
allowing the operator to easily access doors, cameras and audio providing greater security of the area.

• 1-Virtual Switch Software allowing video feed to be displayed on one monitor.

Justification:
In the event of an emergency, all seven Plaza West courtrooms currently have panic alarms for court
personnel to utilize that activate cameras in the courtroom to transmit visual information to monitors in
courts holding giving Sheriff's Office personnel a realtime visual of the courtroom. This additional tool
provides valuable information to the responding officers in order to adequately respond and defuse the
situation in the courtroom in an efficient and safe manner. Upon activation the video transmission also is
automatically recorded and can be preserved as evidence.
This proposal will provide video surveillance of the four Plaza South courtrooms.
Timeline:
Immediate implementation upon availability of funds.
Training

Justification:
The Nineteenth Judicial District LST has made significant strides in improving court security during the
past 20 months. Much of the credit is due to people learning and understanding the importance of
security measures. The training offered through this grant has been a valuable tool for everyone. We
hope to continue to raise the level of awareness and education through continuing to send people to this
training opportunity.

*All equipment came with a three-year warranty. The current maintenance agreement pricing is
$3,915.66/3 years. If purchased annually, the price is about 25 percent more per year The maintenance
paid for by the grant covers the Polycom system and Aruba gear(parts and software updates) for three
years. The Polycom includes: Polycom- Includes: Unlimited 24X7 Toll Free Support, Next Day Pads,
Software Updates, 24X7 Test Facility, Free Remote End User Orientation Training. Our Help Desk
number for technical or user support is 1-888-815-0322. Everything else is based on the manufacturer's
warranty.

Justification:
The Pretrial Sentence Investigation Unit of the Probation Department is located in a building (Plaza West
Annex) across the street from the Court Complex. Its isolation is magnified in that there is no court
complex building entrance with line-of-sight to the Annex. There currently is no video monitoring available

immediately outside the entrances to the facility. Two recent incidents in which the Greeley Police
Department had to be called emphasizes the important need for this equipment.

Justification:
The 19th Judicial District LST has made significant strides in improving court security during the past 20
months. Much of the credit is due to people learning and understanding the importance of security
measures. The training offered through this grant has been a valuable tool for everyone. We hope to
continue to raise the level of awareness and education through continuing to send people to this training
opportunity.
Timeline:
Participants will attend first session available in our area.

I wanted to let everyone know we received the following grant amount from the Colorado Security Fund for 2012. It
looks like it is for two of the Smiths Detections X-ray Inspection System/Tables at$22,844.82 each, but I need to do
more investigation for find out if there is spending flexibility as we requested in the grant application. Below is the email
we received on Friday.
The State Court Administrator's Office is pleased to award the WELD local security team an
Annual court security grant in the amount of $46,830.00 to be spent as indicated below:
Personnel Services: $0.00
Security Equipment: $45,690.00
Training: $1,140.00
