RE: REGULATING, WARNING AND GUIDING TRAFFIC DURING THE TEMPORARY
CLOSURE OF COUNTY ROAD 4 BETWEEN COUNTY ROADS 19 AND 21 FOR
TWO (2) WEEKS, FOR EXCEL ENERGY TO REPLACE PORTION OF GAS LINE
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, pursuant to Section 42-4-106(6)(a), C.R.S.:
"...local authorities, with their respective jurisdiction may, for the
purpose of road construction and maintenance, temporarily close
to through traffic or to all vehicular traffic any highway or portion
thereof for a period not to exceed a specified number of work days
for project completion and shall, in conjunction with any such road
closure establish appropriate detours or provide for an alternative
routing of the traffic affected...", and
WHEREAS, the Board, pursuant to said statute and upon the basis of traffic and
personal investigations, has determined that conditions exist which make it necessary to
temporarily close to through traffic and to regulate, warn and guide vehicular traffic on said
County roads by posting signs thereon.
NOW, THEREFORE, BE IT RESOLVED that the Board of County Commissioners of
Weld County, Colorado, deems it necessary to regulate, warn and guide vehicular traffic on
County roads and any intersections thereof, and it hereby authorizes and orders the posting of
such traffic control devices as shall be reasonably necessary to regulate, warn and/or guide
traffic thereon for the safety of the general public and that said traffic control devices shall
conform to the Federal Manual on Uniform Traffic Control Devices.
BE IT FURTHER RESOLVED that the Board of County Commissioners of Weld County,
Colorado, does declare and establish that County Road 4, between County Roads 19 and 21,
be temporarily closed, with said closure being effective July 11, 2011, for approximately two (2)
weeks, in order for Excel Energy to replace a portion of its gas line, and further, that standard
official traffic control devices shall be erected at said closure giving notice of the restrictions.

The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 6th day of July, A.D., 2011.

SUBJECT: Agenda Item/Road Closure
Excel Energy is requesting permission to close WCR 4 between WCR 19 and WCR 21 from July 11,
2011, to July 22, 2011.
Excel needs to replace the 90 degree bend on the 16" H-P gas lines that are in the driving surface
lane of WCR 4.
WCR 4 (gravel surface, ADT 26 in 2006).
All residents and local business will be notified of closure and given access as needed during the
project.
