Project Description: Assisting Weld County Public Works Department in assessing possible environmental impacts related to a proposed new bridge crossing of the Cache la Poudre River. This study will help identify potential environmental impacts of the proposed extension of WCR 49 between SH 34 and WCR 60.5;wetlands, floodplain,wildlife, and historical_resources. Weld County identified a preferred alignment for this corridor in the Weld County Road 49 Arterial Corridor Study (Felsburg Holt & Ullevig [FHU] 2004). The preferred alignment was selected because it would best improve north/south connectivity in this portion of Weld County. Included in this alignment is a new bridge crossing of the Cache la Poudre River, approximately one mile west of the confluence of the Cache la Poudre and the South Platte River. Weld County requested that a scope of work and fee estimate be prepared to determine if any environmental fatal flaws are associated with the preferred alignment bridge crossing of the Cache la Poudre River, focusing on the potential for a Clean Water Act Section 404 Individual Permit through the US Army Corps of Engineers (USACE). Through the existing on-call services contract with Weld County, FHU will investigate the environmental site conditions, coordinate approximate bridge sizing, prepare alternative screening documentation acceptable to the USACE for a preliminary Clean Water Act Section 404(b)(1) analysis, and the coordination with various resource agencies. They include Weld County, USACE, US Department of Interior Fish and Wildlife Service (USFWS), and Colorado Department of Natural Resources Division of Wildlife (CDOW). Task 1 — Investigation of Environmental Site Conditions Purpose FHU will perform a preliminary analysis to identify environmental issues that may affect the selection of the preferred alignment bridge crossing of the Cache la Poudre River. The information gathered and compiled in this task will serve as the basis for evaluating alternative alignments of the bridge crossing. The intent is to utilize available information to the maximum extent possible and to conduct new data collection only as necessary. Analyses shall be performed to identify the potential impacts to the following resources • Federal Threatened and Endangered species, and State listed species of concern habitat • Known/potential historical resources • Wetlands and Waters of the US Subtask 1.1 FHU will obtain existing USFWS and CDOW habitat data for Federal threatened and endangered species and State listed species of concern. FHU will not conduct "presence/absence" (trappings) surveys for sensitive species potentially occurring in the project study area. WCR 49-Clean Water Act Section 404(b)(1)analysis Page 1 of 3 FHU will collate existing wetlands data already collected for the project area. Because it is doubtful that right-of-entry will be obtained from property owners at the project site, the Consultant will develop a method to estimate wetland boundaries at the proposed site. It is anticipated that the consultant will visit similar sites along the Cache la Poudre River where access is available to determine wetland characteristics that may be indicative of wetland conditions at the proposed crossing location. Additionally, the consultant will determine if similar wetlands delineations (a field evaluation will be based upon soils, hydrology, and vegetation according to the 1987 Corps of Engineers Wetland Delineation Manual and Regional Supplements) within the areas of the Cache la Poudre River crossing have previously been surveyed for wetlands. FHU will then conduct the wetland determination using aerial photography and limited field reconnaissance. This information will be summarized in both graphic and tabular forms to produce a comprehensive representation of the physical characteristics of the study area. Subtask 1.2 In this task, all of the information compiled in Subtask 1.1 will be reviewed and interpreted in order to identify opportunities and constraints related to potential alternative alignments. Task 2 — Approximate Bridge Sizing Purpose The purpose of this task is to develop a conceptual design for each new bridge crossing of the Cache la Poudre River that can be used to evaluate potential impacts to wetlands, waters of the US, Federal Threatened and Endangered species, and State listed species of concern habitat for the preliminary Clean Water Act Section 404(b)(1) analysis. Weld County hydraulic staff will collect Federal Emergency Management Agency (FEMA) and other floodplain/floodway mapping for the project area. A conceptual design for each new bridge crossing (as identified in the Arterial Corridor Study and subsequent revisions thereof) will be developed based on the floodplain/floodway mapping to identify a optimal bridge span and approximate pier locations. Weld County hydraulic staff will also develop detailed hydraulic analysis for each crossing identified that will aid in sizing the drainage structure required for the Cache la Poudre River. FHU will assist County staff with developing horizontal roadway alignments as necessary to avoid impacts to wetlands, waters of the US, and Federal Threatened and Endangered species, and State listed species of concern habitat identified in the project area as part of Task 1 for identified crossings of the Cache la Poudre River. FHU will not develop vertical alignments or produce cross-sections but will consider vertical elements as the alignments are established to test the viability of the horizontal alignments. The roadway cross- section for this initial effort will be a 2-lane roadway section instead of the 4-lane arterial roadway section identified in the Weld County Road 49 Arterial Corridor Study. WCR 49-Clean Water Act Section 404(b)(1)analysis Page 2 of 3 Task 3— Alternative Screening Purpose The purpose of this task is to prepare alternative screening documentation acceptable to the USACE for a preliminary Clean Water Act Section 404(b)(1) analysis. FHU will work with Weld County and USACE to prepare a purpose and need statement for the Clean Water Act Section 404(b)(1) analysis. The conceptual alternatives will be analyzed for purpose and need, cost (size of bridge structure) and environmental factors (impacts to wetlands, waters of the US, Federal Threatened and Endangered species, and State listed species of concern habitat, and known/potential historic resources). FHU will prepare a draft and final document for review by the USAGE, CDOW, and USFWS. Subtask 3.1 Information on each alternative will be compiled into an evaluation matrix and summarized in a preliminary Clean Water Act Section 404(b)(1) analysis technical memorandum. This technical memorandum is intended to serve as a component of an individual Clean Water Act Section 404 permit. Task 4 - Project Coordination Purpose FHU will provide appropriate project management of the work to assure that the scope, budget, and schedule are adhered to. FHU has assumed that no more than three project coordination meetings will be required to discuss the project and coordinate the work efforts. One of these meetings is assumed to be a coordination meeting with the USACE.
