In referring to the Exhibit A portion of the Improvements Agreement, the applicant indicated that site grading is complete and the only outstanding item would be the feacuag requirement. There is some steel fabrication stockpiled on site with no other improvements visible. In reviewing the Improvements Agreement for the transportation portion, I recommend that an item be placed for site grading and street base for the parking lot area and the approach road in addition to the fencing requirement. There is an existing retention pond on site, which is also being utilized by the storage unit facility located directly west of the proposed USR. Greg, On August 9,2003 it was observed that the existing site is primarily open space with two small structures and a concrete road providing access to the storage facility to the east.The site is very flat with an average slope of less than 0.5%in the south easterly direction. To the north,the site is bordered by a berm preventing offsite flows from entering the site.The existing concrete road has an inverted crown and directs all flows from the northern portion of the site to the cast into a drainage pond located on the storage facility property_The southern portion of the site flows to the southeast into the cottonwood ski lake. The proposed development will be a 150'x60' vehicle shop facility with office space and adjacent gravel parking lot. Only die northern portion of the site will be developed. The majority of the site will remain unchanged.The proposed shop facility will have minimal impact on the drainage flowing to the adjacent property.The peak flows for historic and developed conditions were calculated using the rational method and arc summarized in the table below. Basin 5-yr 100-yr Historic 4.1 cfs 11.3 cfS Developed 5.5 cfs 14.0 cfs The developed flows will only increase by a small amount from the historic peaks. The flat slope of less than 0.5%will cause the majority of runoff to be absorbed into the ground Due to this flatness, excess runoff that leaves the site will have a high time of concentration. The high time of concentration will ease the peak flows from the property to enter the pond substantially later than the storage facility peak flows. This will allow the pond to attenuate the peak discharges at different times,further minimizing offsite runoff It is New River's option that the proposed development will have minimal impact on the adjacent properties. He indicated no issues have changed since his 10/25/2000 referral on USR-1301. He indicated that the proposed use (storage/maintenance) does not require significant capital improvement and should not be an issue.
