• Screening Proposal
In accordance with planning department recommendations a 6 foot opaque screening material will be
installed along the East perimeter of the property. In addition the area along the South and West side of
the property which is used for storage and staging of commercial vehicles will also be screened with the
same material.
All refuse containers will also be screened appropriately with 6 ft opaque material.
Proposed screening is due to take place as soon as ground conditions allow.

Lighting Proposal
Currently there are 3 yard lights which are installed on the East, West and South sides of the
maintenance building on the property located at 26015 WCR 46.The lights are all angled downward and
do not effect neighboring properties in any way. No additional lighting is proposed.

No large vehicles or equipment is stored in that area, it is employee parking only. Screening will be installed between us
and the home across the street. Do we need to screen the entire South perimeter?

Dear Christina,
In regards to the screening plan — I have one comment. The screening only covers a portion of the site along
the south property line yet the nearest property owner is across the street. Is there a reason why this screening
is not proposed to be extended further to the east to the access into the facility given the proximity to the
residences and the road?

That's perfect because the motion was to delete the old language under Condition#3 and then replace it with what you
just provided. Thanks so much for the help.
Also, did you get my message regarding the deletion of Conditions#1.H and #5 as indicated in the motion? I understand
deleting#5 since the condition has been met, but my question is whether it is appropriate to delete#1.H since it
requires placement of the Lighting Plan on the plat,which still needs to be done. Depending on your answer, I'm
considering adding a "Clerk's Note" to the minutes indicating the deviation from the motion.

Dear Esther,
Heidi and myself went over this. Heidi indicated that rather than adding as a development standard the following
requirement should be added as a condition of approval.The It of trucks&dust control requirements would be detailed
in the improvements agreement:
"The applicant shall enter into an Improvements& Road Maintenance Agreement regarding dust control on
County Road 46 from the site entrance to County Road 53. The agreement shall be reviewed by County Staff
and accepted by the Board of County Commissioners prior to recording the USR plat."

Below is an excerpt of the motion made for this case and I'm wondering if you could provide some formal language to
•lude in the Resolution as Condition of Approval#3.
"Commissioner Rademacher moved to approve the request of Robert Devoe for a Site
Specific Development Plan and Use by Special Review Permit, USR11-0002, for Oil

and Gas Support and Service (on-site storage/staging of work vehicles, trailers,
equipment and supplies for servicing oil and gas) in the A (Agricultural) Zone District,
based on the recommendations of Planning staff and the Planning Commission, with
• the Conditions of Approval and Development Standards as entered into the record.
His motion included instruction regarding Condition of Approval #1.G to take a letter
from the adjacent property owner into consideration when determining the amount of
screening to be required, deleting Conditions #1.H and #5 because the Lighting Plan
requirement has been satisfied, deleting the existing Condition #3 regarding the septic
system and replacing it with new language requiring an Improvements Agreement with
the trigger that after 25 employees the applicant will be required to apply dust control
on County Road 46, amending Development Standard #3 to allow up to forty (40)
employees, deleting Development #4 regarding the hours of operation, and modifying
Development Standard #10 to replace "Non-specified Zone" with "Agricultural Zone"
for noise standards. In response to Commissioner Rademacher, Ms. Hansen clarified
the dust control would be from the access to the nearest paved road, which is County
Road 53. The motion was seconded by Commissioner Garcia, and it carried
unanimously. There being no further discussion, the hearing was completed at 11:35
a.m.
