RE: COMMUNITY DEVELOPMENT BLOCK GRANT APPLICATION FOR ACQUISITION OF
THE EMERGENCY SERVICES SOFTWARE PROJECT
A public hearing was conducted on December 5, 2011, at 9:00 a.m., with the following present:

The following business was transacted:
I hereby certify that pursuant to a notice dated November 18, 2011, and duly published
November 23, 2011, in the Fort Lupton Press, a public hearing was conducted to consider the
performance of Weld County in carrying out the acquisition of the Emergency Services Software
Project. Bruce Barker, County Attorney, made this a matter of record.
Glen Czeplewski, County Intern, stated this hearing is being held pursuant to the requirements of an
Emergency Community Development Block Grant which was received in 2009, after the tornado
event, to purchase some emergency software. He explained the County originally planned to
purchase an Intrado interface allowing the public to sign up their cellular telephones to receive
reverse 911 calls. He stated the second piece of the grant was an interface between the Zoll billing
system for the Paramedic Service and Tiburon, which was later swapped out for a computer-aided
dispatch mapping program for the new Spillman system.
No public testimony was offered concerning this matter. Mr. Barker indicated no action is required
by the Board.
There being no further discussion, the hearing was completed at 10:35 a.m.

DOCKET NO. 2011-82
The County of Weld will conduct a public hearing at 9:00 a.m., on Monday, December 5,
2011, in the Chambers of the Board of County Commissioners of Weld County, Colorado, Weld
County Administration Building, 1150 O Street, Greeley, Colorado. The purpose of the hearing is to
allow citizens to review and comment on the performance of the County of Weld in carrying out the
acquisition of the Emergency Services Software Project which was financed with federal Community
Development Block Grant funds provided by the State of Colorado.
Written comments are also welcome and must be received by December 2, 2011, in the
office of the Clerk to the Board, 1150 O Street, P.O. Box 758,Greeley,Colorado 80632. Information
and records regarding the above described project are available at the office of the Clerk to the
Board of County Commissioners, located in the Weld County Administration Building, 1150 O Street,
Greeley, Colorado, Monday through Friday, 8:00 a.m. to 5:00 p.m. Advance notice is requested.
The public hearing is being conducted in a handicapped accessible location. Any
handicapped person requiring an interpreter for the hearing impaired or the visually impaired should
contact Clerk to the Board's Office at (970) 356-4000, Extension 4225, or fax (970) 352-0242, at
least five calendar days prior to the meeting and an interpreter will be provided. Any non-English
